【摘要】 本文以马克思主义理论为指导,同时借助了现代世界政治发展理论的一些研究成果,对当代中国国家政治公正建设的基本范畴、实践状况、存在的问题、发展的取向以及基本的社会保障条件等方面内容作了系统分析。文章分析了国家政治公正的涵义及特点,国家政治公正的基本功能,我国政治公正发展过程中的影响因素,国家政治公正在发展过程中所需要坚持的一些基本原则。总结了国家政治公正的历史理论发展,尤其是马克思主义对国家政治公正理论的基本主张。介绍了当代中国国家政治公正的发展现状,包括基本的成就与不足,以及形成此种局面的原因和具体的解决对策。论证了中国国家政治公正未来进一步发展的价值取向,指出为了更好地发展国家的政治公正建设,我们必须实现四个基本观念的转变,并具体阐明了进行这些方面转变的必要性,及转变得以实现的基本路径。文章还强调了我国国家政治公正建设的社会保障问题,指出政治公正的发展不是一种孤立行为,它应该伴随着整个社会的共同进步而进步。最后,对上述基本学术观点进行了总结,并再一次强调了在目前中国社会条件下加快国家政治公正发展的重要现实意义。当前,有关我国国家政治公正的理论研究还非常薄弱,本文选题的初衷就是希望通过作一些理论上的梳理及尝试性的探索,唤起更多人对国家政治公正问题的重视。并希望通过理论研究者和实践工作者的共同努力,能够把我国的国家政治公正建设推向一个更高的发展阶段。更多还原

【Abstract】 With the liberation of thought caused by the reform and opening up of our country for many years, as well as the modernization development expanded the political vision of the public, the political justice question of has been attentived by more and more people. In this paper, the theory of Marxism as a guide, at the same time ,we also use some political development of the modern theory , studies on political justice of China today : the basic areas of construction conditions, the existence of the problem and the further development of an analysis of value.In the First, the article analyzes the meaning of the country’s political justice and it’s features.just that political justice is defined in the distribution of power and interests of the reasonable pursuit of the ultimate value for the acts of state. It has a class nature, social, historical, comparative and developmental characteristics of the country to clarify the basic functions of political impartiality. pointing out that it is not only conducive to people’s basic cultural rights of freedom and democracy, but also be able to maintain social harmony and stability for the country the political system to provide basic social ethics. Analysis the influencing factors in the process of the development of China’s political impartiality, pointed out that the construction of political justice to be historical traditions, level of economic development, as well as the degree of social and cultural development constraints. Introduce the country’s political process in the development need to adhere to some basic principles, such as the principle of equal opportunities, the principles of procedural fairness, the principles of freedom and equality, the principle of universal benefit and the principle of reasonable balance and so on.Secondly, the article system summary the history of the country’s political justice theory. Pointed out that the country’s political justice thought Arise from the end of the primitive society, during the beginning of slavery has gradually developed as a theory of cognitive model. In Feudal society in China and the Middle Ages in Western, the basical just has been dominated by an absolute Equalitarianism and religious concepts. From the beginning of the Western bourgeois revolution, the country’s political justice ideas just start to enter the diversified development period, this period, the country created a humanitarian political justice conception and a functionalism of the country’s political justice conception as well as liberalism conception of political justice etc. In China today, Influential political justice theory have the social justice theory by Rawls, the procedural justice theory by Nozick , and communities justice theory by Walzer and others people, The article also summarizes the basic views and ideas system of political justice of Marxist theory.Thirdly, the article analyzes the contemporary development of our country’s political situation. in order to summarized the achievements and inadequacies of the political justice development , since the founding of our country, especially since the reform and opening up of China , the analysis is begin from the idea of political development, the basic political system of the country, the general society policy and the public administration areas. At each one areas, I not only analysis the fairness in the specific conditions, but also analysis the reasons and the specific solution about itself.Fourthly, the article points out the value Direction of our country’s political impartiality in the future. In order to emphasize the development of China’s construction of the country’s political impartiality better, we must realize the changes in four basic concepts: that is, one are from the "constitutional justice" to the "administration justice"; two are from the "political country "to" civil society "; three are from the " efficiency first "to" balanced development "; four are from the" control-oriented government "to" service government ". The article set out the necessity for the change in these areas in detail, analysis the basic path to achieve these.Fifthly, the article summarized the social security problem of the construction of our country’s political impartiality. Pointed out that the development of political justice is not an isolated act, it should be accompanied by the common progress of the whole society. In order to promote the development of political justice better, we need to further improve our country’s democracy, strengthen the national justice system; increase the Government’s social justice supervision, deepen and perfect the social transfers; people need to vigorously promote their own Freedom , and strengthen the dominant position of the people; need to build a more just and harmonious political - culture concept, ensure the new type of social culture Play a important role in our society.Finally, the article summarized the basic academic opinion of the author, and once again summing up the important practical significance of speed up the development of political justice in the current conditions of Chinese society.更多还原
