【摘要】 本文运用政治学的基本原理和方法,从西方国家和发展中国家及我国政府生态治理的实践活动出发,通过对地方政府生态治理的个案分析,系统地阐述了中国政府生态治理体系的基本框架,并对中国政府生态治理模式的构建等问题进行了有益的探索,为发展循环经济,建设资源节约型、环境友好型的和谐政府和和谐社会提供一个全新的视角和方向。第一章主要研究生态政治运动和生态政治理论的兴起,阐述了政府生态治理的基本思想和特征。第二章主要分析和研究西方发达国家和发展中国家政府生态治理模式及其对中国政府生态治理的启示。第三章通过对中国政府现行生态治理模式的回顾与思考,提出了完善和健全生态治理体制、政策、法律、法规等几个方面的对策和路径。第四章为全文的理论核心部分。全面、创新地提出构建中国政府生态治理模式的理论性尝试。第五章主要研究建立适合中国国情的政府生态治理的绩效管理体制和机制第六章主要以长白山保护开发区生态治理模式为案例,提出了建立大长白山的生态特区的构想。是中国政府生态治理模式的实践探索。更多还原

【Abstract】 Ecology is the postulate of the human being’s survival and development, also the premise of social economy’s sustainable development. Ecology politics is the political process which makes a harmonious combination of human ecological idea, political thinking, political value, government activity and ecological environment development. Ecology governance correlates closely to ecology politics. Ecology governance is an important human activity concerns the sustainable development of economy and society, preserving good ecology environment and achieving harmony of hunman and nature. Government ecology governance mode is the composite expression of governance logos, principle, mechanism & system, policy and mode & means which government takes in the ecology governance practice.The treatise establishes its theoretical principle and framework of government ecology governance on the basis of politics, administrative managerialics and system theory, with various methods of theoretical and empirical analysis, comparative study and case study.After consulting materials, data analysis and field research, the author brings forward pointed basic principles of Chinese government ecology governance mode.The author makes a study of the ecology governance mode of western developed countries on the basis of analyzing the ecology crisis of industrialization brought to the world,and then brings its reference value up to our country.By analyzing the ecology crisis in China, unscrambling the problems and faults of Chinese government’s present ecology governance mode, on this basis, the author brings forward two prolongable subjects: first, break the single and enclosed thought and method with the administrative area as the ecology governance unit, but establish the‘special ecological area’or‘administrative ecological area’with the whole enviornment and ecological system as its character; second, change the ecology governance mode from governing traditional natural pollution source to the‘pollution source’of people’s idea and activity so as to restrict the ecological crisis from its‘root’.The treatise also makes study of‘ecology governance performance administrative mechanism’and‘Evaluation System’which increase the scientific contents of ecology governance.There are also empirical analysis of Chanbaihan reserve district in the paper which provides reference values for studying and perfecting our government ecology governance mode.更多还原
