【摘要】 我们美丽的地球家园正面临着越来越大的环境破坏带来的危机,我国的生态环境问题亦日益突出,人类总结历史得出的深刻结论和正确选择是:走可持续发展的道路,促进人与自然的和谐。环境污染不仅给人类带来巨大的经济损失,而且严重影响人们的生活质量,如果不加以有效的控制还会影响到人类子孙后代的幸福生活甚至生存。所以,资源环境问题成为当前世界各国关注的热点。本论文在研究中发现解决我国资源环境问题的瓶颈在于资金问题。我国长期环境恶化并难以得到实质改善的主要原因是环境保护与治理投资严重不足及环境保护与治理投资的效率低下。论文首先对国内外的环境保护与治理投资理论进行分析研究,找出目前主要的研究领域及存在的薄弱环节,然后从自己研究的问题出发,确定论文的研究重点。论文深入研究了我国环境污染的原因及其与环保投资的关系,希望通过有效的环境保护与治理投资来解决环境污染的深层次原因。针对环境保护与治理投资不足的问题,论文提出了多元化的筹资渠道,强调环境保护与治理投资不能仅仅依赖政府投资,必须走市场化的途径,吸引社会资金投入环保事业。论文研究了吸引社会资金的多种具体途径,同时指出政府需要将环境保护与治理投资的环境效益和社会效益通过减免税收、贷款优惠和补贴等多种形式给环保投资者以货币化的回报。论文研究了各种环境保护与治理投资的模式,指出环境保护与治理投资需要根据具体情况选择最佳的投资模式。社会资金趋利的特点必将促使环保投资者提高投资效率,环境保护与治理投资的日益市场化也更加需要科学的投资决策方法帮助决策,传统的投资决策方法体系不能完全满足其需要。论文创新性地提出采用实物期权方法建立更加科学的环保投资决策体系,解决环境保护与治理投资效率低下的问题。论文尝试建立环境保护与治理投资实物期权决策模型,并采用实际案例进行模拟运算,发现实物期权方法比传统的净现值决策方法更具有科学性,能更好地避免有利的投资机会的丧失。只有进行有效的、科学的环境保护与治理投资,并将环保投资与各种其他的经济手段、法律手段、技术手段相结合,政府和整个社会都积极参与环保事业,才能真正促进环境的改善,促进人与自然的和谐,保护好我们美丽的地球家园。更多还原

【Abstract】 There is more and more environmental crisis in our beautiful earth and in our courty. According to history, human can draw a correct conclusion and selection that is choosing sustainable development way to improve the harmony between human and natural world. Environmental pollution not only brings huge economic damage, but also influences people’s living quality significately. If we can’t control the pollution efficientely, it will affect our descents’happy life and existence. Thus, environment problem becomes a big challenge in today’s world.This dissertation finds that the bottleneck to solve the environment problem is capital. The main reason for the worsening and difficult to improve of environmental problem is the deficiencies of the investment to environmental protect and the low efficiency of the investment to environmental protect. First, the dissertation deeply researches the existing theory of investment to environmental protect, and find the present main research fields and the weakness by now. Then the author can focus her research emphasis. Second, the dissertation studies the reason of environmental pollution and the relation between it and the investment to environmental protect. The author hope we can solve the pollution problem by effective investment to environmental protect. Third, in order to the deficiencies of the investment to environmental protect, the author propose pluralism fundraising channels. We can’t only depend on the investment of the government, but to obtain the fund from the market, and attract the social capital to invest the cause of environmental protect. At the same time, the government must give the monetary return to the environmental investors by reduction of tax, loans on favorable terms and subsidy etal. Third, the dissertation studies various investment model and point how to find the best investment model of environmental protect according to concrete condition. At last, in order to solve the low efficiency of the investment to environmental protect, the author research the investment decision methods. The dissertation originally put forward using real option theory to solve the decision of investment to environmental protect. The author try to build a model of investment to environmental protect and carry on imitation calculation on the practical case. The model is proved to be feasible.更多还原
