【摘要】 伴随着经济发展,矿产资源的高消耗,客观上加大了资源的开发力度,大规模的资源开采和加工,增加了对生态环境的干扰和破坏;同时,资源开发利用过程中的低水平消耗,带来大量的“三废”排放,对环境的干扰和污染严重超过生态环境本身的容量和承载能力,造成生态环境质量下降。矿产资源开发所造成的环境污染与生态破坏已成为整个生态系统退化的重要因素。在我国,十七大报告将节约资源和保护环境作为基本国策。但是长期以来,掠夺式开发方式与矿产资源开发利用中短视行为的普遍存在是我国环境污染与生态环境破坏问题叠出的根源。因此,从理论层面寻求根治资源开发引起的环境与生态破坏问题的途径是我国学者研究的重要方向与目标。本文以资源科学、系统理论、可持续发展及生态经济理论等为基础,从多学科角度出发,分析我国矿产资源开发利用与生态保护的现状、特征和趋势,并提出建议。基于生态系统理论分析和环境资源的市场评价,深入分析矿产资源开发对生态系统的影响方式及途径,探索生态系统对矿产资源开发的反馈机制,在此基础上进行区域矿产资源开发生态环境影响评价体系的建立。结合资源主导型区域经济发展的特点,利用罗吉斯蒂曲线描述区域PRED的系统演化,借鉴国外矿产资源开发区域与生态保护的有益经验,提出对我国的启示。将基于生态系统的区域矿产资源合理开发规模和资源约束下的区域生态经济协调发展相结合,构建区域矿产资源开发生态协调体系基本框架的建立。最后从实践层面选取典型的矿产资源开发利用型经济区域山西省安泽县为例,从生态环境影响评价层面,进行区域矿产资源开发与生态环境协调机制的综合性、系统性研究,加以验证,总结经验,最后提出山西省安泽县矿产资源开发与生态环境协调管理机制的相关政策建议,以及对下一步工作的启示。本文的研究拟为区域矿产资源开发利用与生态环境之间的关系提供定量支持,为区域矿产资源生态环境保护政策的制定提供依据。同时,促进区域矿产开发利用与生态协调系统机制构建的理论和方法研究,为区域矿产资源开发与生态环境协调机制构建提供政策方向。更多还原

【Abstract】 Along with economic development, the high consumption of mineral resources has resulted in large-scale resource extraction and destruction of the ecological environment.At the same time, low-level consumption in the process of resource development and utilization brings a large number of "three wastes" discharge.Ecological environment destroyed causes of interference and serious pollution on the environment beyond their carrying capacity. The development of mineral resources reasened by environmental pollution and ecological damage has become an important factor in degradation of the ecosystem as a whole.In our country, 17th major reports take saving resources and protecting the environment as a basic national policy. However, in a long time, the predatory exploitation of mineral resources and prevalence of short-sighted behavior in the process of minaral utilization become foundation stones of China’s environmental pollution and ecological damage .Therefore, reseach on the solution of environmental resources and ecological damage from a theoretical level is an important and the target direction for our scholars.In this paper, the author studies the utilization of mineral resources and ecological protection from a multidisciplinary point of view. Based on ecosystem theoretical analysis and market evaluation of environmental resources, the paper analyzed the impact on the ecosystem of mineral resources and feedback mechanisms of ways to explore eco-system in-depth. Combine with resource-based characteristics of regional economic development and the description of evolution in regional PRED system by logistic curve, the development of mineral resources from abroad and ecological protection of the region should be taken for a useful reference. After analyzeing the ecosystem-based regional development of mineral resources in a reasonable size and resource constraints under the coordination of regional eco-economic development, build regional eco-system of the basic framework for the coordination of the establishment is possible.Finally, the paper selects the region-based economy Anze County of Shanxi Province as an example from the practical level to construct the coordination mechanism of regional ecological environment.This study is proposed for the regional development and of mineral resources to coordinate the relationship between ecological environment and utilization. It also provides quantitative support for the regional ecological and environmental protection of mineral resources in policy formulation.更多还原
