【摘要】 资源型城市的发展历史表明,要摆脱随资源衰竭而消亡的命运,实现可持续发展,唯有进行产业转型,通过新的主导产业的形成壮大,优化原有的产业结构,逐步降低直至摆脱对不可再生资源的依赖。走出一条“建设—繁荣—衰退—转型—再振兴”的道路。本文以资源型城市最密集的东北地区为研究对象,构建了资源型城市产业转型较完整的理论分析框架和实用分析方法,从城市发展路径和演化动力研究得到影响产业转型模式选择的内外部因素;对各因素进行逻辑和量化分析以选择准确的转型模式;结合区域产业发展方向,建立东北地区省域及资源型城市主导产业选择模型;对产业转型实施效果进行评价;对转型过程中的各支撑子系统做出发展规划。针对以往相关研究的不足之处,本文在主导产业选择基准和指标体系设计方面体现了资源型城市的个性特点和需求,使产业选择更贴近现实,可行度提高;把主导产业选择结果放在区域经济协调发展的大背景下进行审视和调整,通过研究区域产业集群化发展方向及产业带空间布局的经济地理图,为各资源型城市产业发展制定细致的方向,以避免区域间产业结构雷同造成的低水平重复建设和恶性竞争;进行产业转型效果的多角度评价,包括与其它资源型城市间的横向比较和自身各产业发展效率的动态分析,此评价结果对资源型城市产业结构调整策略制定更有针对性。在各环节均以具体城市做实证分析,验证分析方法的可行性。更多还原

【Abstract】 History of resource-based city shows that, the only way can alter the city’s fate of die with resource exhausting is industry transition. Cultivates new dominant industries, optimizes original industry structure, gradually reduces and eventually gets rid of dependence to resource, thus city can fulfill continuable development and create a way of“build—flourish—decline—transform—renewal”.This thesis puts the research emphasis on china’s northeast areas, which is the area with most resource-based cities. Constructs an integrated theoretical and practical analysis frame, firstly researches these cities’developing route and evolving impetus to conclude the factors which effect industry transition mode; takes logic and quantitative analysis to select exact transition mode; builds dominant industry selection model suitable for province and city with consideration of northeast area’s developing aspect; evaluates the effect of industry transition; marks out the supporting subsystems of the transition procedure.The innovation points include: the design of dominant industry selection index gives prominence to resource-based cities’characters and different demand, therefore the selected industries are more workable; appraises and adjusts the selected dominant industries on the background of area economy incorporation, researches area industry cluster’s developing trends and industry belt distribution, makes accurate direction for each dominant industry, avoids the loss from industry structure similarity; evaluates industry transition’s effect from multi-angles, including the compare with other resource-based cities and the compare among one city’s several dominant industries, the evaluate result is meaningful to relative industry policy’s adjustment.
