山东省区域创新系统研究

【摘要】 知识经济时代,自然资源、资本、劳动力资源、区位要素等影响区域经济发展的传统因素,对当前区域经济发展所起的作用正在逐渐减弱,逐渐隐退成为区域环境的一部分,科学技术成为区域经济增长的决定性因素。区域创新系统对区域经济的发展方式、发展水平起着重要而深远的作用,区域创新系统研究已经被各国、各地区广为重视。山东省必须把创新作为山东省社会经济发展的基本战略,走创新强省的建设之路,对山东省区域创新系统的研究具有重要的现实意义。本文从区域创新能力、系统运行效率、经济贡献、系统仿真、系统建设等多方面对山东省区域创新系统进行了深入研究。区域创新能力是衡量区域创新系统状况的重要尺度,本文将区域创新能力分为当前创新能力和潜在创新能力,建立了包含25个指标的区域创新能力评价指标体系,对我国东部地区10省市的创新能力进行了评价。区域创新系统的运行效率是创新系统结构优化与功能发挥程度的反映,本文将区域创新系统效率分为直接科技效率、宏观经济效率和社会效率,建立了三段式评价指标体系,建立了区域创新系统效率评价的DEA模型,研究了DEA有效决策单元的排序问题,建立了阶段效率的总效率合成方法,对区域创新系统运行效率进行了评价。区域创新系统对区域经济增长具有重要的驱动作用,本文讨论了区域创新系统对区域经济的支持力,建立了支持力评价的指数模型,对区域创新系统的经济支持力进行了评价。根据索洛余值法,本文推导了科技投入对经济增长作用的产出增长型速度方程,通过回归分析,研究分析了山东省区域创新系统近10年的科技投入对经济增长的贡献率。根据系统动力学的基本理论和山东省经济、社会、科技发展的实际情况,本文建立了山东省区域创新系统的系统动力学仿真模型,确定了相关参数,对山东省区域创新系统的运行情况进行了模拟和预测。从中可以分析和发现区域创新系统中起主要作用的因素,认识区域创新系统的内部运行机制,寻找政策着力点。根据上述研究结论,结合山东省区域创新系统的实际情况,本文分析了当前山东省区域创新系统存在的问题,探讨了山东省区域创新系统建设的政策措施,提出要抓好创新系统的资金投入、人才投入、创新环境建设、高新技术开发区建设、创新主体的功能发挥及相互协调、跨区域的创新合作等方面的工作。

【Abstract】 At the age of knowledge-based economy, the traditional factors affecting the development of regional economy such as natural resources, capital, labor resource, regional element, etc. are gradually weakening its role in the current development of regional economy, and depressing into a part of regional environment, and science and technology has become the decisive factor for the growth of regional economy. The regional innovation system has played an important and profound role in the development way and level of regional economy. The whole country and various regions have paid more attention to the research of regional innovation system. Shandong Province must take the innovation as the basic strategy of social and economic development of Shandong province to stride toward a road of construction by the innovation. This will be of important realistic significance for the study of regional innovation system in Shandong province. In this Thesis a deep study of regional innovation system of Shandong province has been made from the aspects such as regional innovative ability, system operation efficiency, economic contribution, system simulation, and system construction.The regional innovative ability is the important measure for the status of regional innovation system. In this thesis, the regional innovation ability is divided into current innovative ability and potential innovative ability. The evaluation index system of regional innovative ability containing 25 indexes has been established, by which the innovative ability of 10 provinces and cities in East China has been evaluated. The operation efficiency of regional innovation system reflects the optimization and functional degree of innovation system. In this Thesis, the regional innovation system is divided into direct science & technology efficiency, macro-economic efficiency and social efficiency, and the three-phase evaluation index system and DEA model for the efficiency evaluation of regional innovation system have been established. The methods for the synthesis of total efficiency of phase efficiency and the sequencing of DEA effective decision-making unit have been researched, by which the operation efficiency of the regional innovation system has been evaluated.The regional innovation system has an important driving role for the growth of regional economy. This thesis has discussed the support of the regional innovation system upon the regional economy, and established the index model for the evaluation of support force and assessed the economic support for the regional innovation system. According to the Solow residual method, the output growth speed equation of technical contribution to the economic growth has been deduced in this thesis. Through the regression analysis, the contributive rate of the technical contribution to regional innovation system to the economic growth in recent ten years in Shandong Province has been researched and analyzed.According to the basic theory of system dynamics and the actual condition of economic, social and technical development in Shandong Province, this Thesis has established the simulation model of system dynamics for the regional innovation system in Shandong Province, determined the relevant parameters and simulated and forecasted the operation condition of regional innovation system in Shandong Province.According to the aforesaid study conclusion and in combination with the actual condition of regional innovation system in Shandong Province, this Thesis has discussed the policy and measure for the construction of regional innovation system in Shandong Province, and proposed to ensure the fund contribution and talent contribution to the regional innovation system, the construction of innovation environment, the construction of high-tech development zone, the functional elaboration and mutual coordination of innovation entity, and the innovative cooperation across regions.
