【摘要】 当今世界,金融已成为经济的核心,维护金融安全是国家经济安全的重要组成部分,而实施金融监管是确保金融业和金融经济持续、稳定、健康运行的必要条件,也是整个社会经济发展的重要保障。伴随着经济、金融全球化的迅速发展,世界各国金融监管体制都发生了深刻变革,国内外金融市场联系和相互影响日益密切,金融创新不断推出,金融竞争十分激烈,金融风险不断显现,客观上对金融监管提出了新的要求。在金融全球化的今天,如何对金融机构实施有效监管,抵御金融风险已成为各方面关注的热点问题。因此,深入了解金融全球化趋势给我国金融事业的发展和金融监管体制带来的影响和挑战,明确国际监管的新变化,把握我国金融监管体制的新发展,研究探讨构建中国特色的金融监管体制,是维护金融的安全稳定和适应我国加入WTO的需要,也是更好的使我国金融业面临全球化带来的挑战和竞争,促进我国金融业健康、稳定发展。本文共分六章,详细论述了金融全球化趋势下我国金融监管体制的科学构建。第一章金融监管理论的基本概述。主要介绍了西方发达国家比较有代表性的几种行政管制理论以及金融监管理论的发展历程,通过对监管理论的梳理,打造金融全球化趋势下的科学监管新理念。第二章金融全球化的趋势及影响。主要分析了金融全球化趋势的表现和特征,从金融全球化对金融业务、金融机构、金融市场、金融风险和货币体系等方面的影响论述了金融全球化对世界金融业的影响;从金融业的竞争、金融风险、金融监管的难度等论述了金融全球化对我国金融业的影响。第三章国际金融监管体制的新变化。通过对国际金融监管体制的历史回顾,找出金融监管体制的新变化,同时借鉴国外的先进金融监管理念。第四章我国金融监管体制的沿革和发展。主要论述了我国金融监管体制的形成和发展。特别是金融全球化的今天,加强金融监管为维护金融稳健运行发挥重要作用。第五章我国金融监管体制在金融全球化趋势中面临的挑战和存在的问题。分析我国目前的金融监管体制不适应金融全球化的发展。第六章构建适应新趋势的中国特色社会主义金融监管体制。核心内容包括建立现代银行经营管理制度、构建中国特色的金融监管模式、完善金融监管法制建设、完善金融监管的协调机制、充分发挥金融监管对经济发展的支持作用。更多还原

【Abstract】 In our times, the finance becomes the core of economic, it is important component of the national economic security to safeguard the finance safely. Then it is essential terms to implement financial supervision that financial sectors and financial economy are operated lastingly and steadily and healthily, and it is the important guarantee of the whole social economic development too.With the development of economic and financial globalization, there are much change of financial supervision in the world, the coporation and the effection in the world are more intimately, there are many financial inventions, the financial competition are more complex, there are many financial risks.many new financial supervision are demanded objectively. In the times of financial globalization, how to resist national financial risks, prevent financial risks from spreading between the countries are becoming the question that countries all over the world care about.Then we must learn the question and the challenge on financial supervision in financial globalization, construct the new financial supervision system, adapt to the WTO, promote our economy lastingly and steadily and healthily.This text is divided into six parts. Chapter one introduces several kinds of financial supervision theory. Chapter two introduces the effect and the trend of the financial globalization, analysed the push factors of financial globalization and international cooperation trends of financial supervision. Chapter three introduces many new changes in financial supervison in the world.Chapter four is the progress and the development in financial supervison system in CHINA.Chapter five is with the financial globalization, the question and the challenge in financial supervision.The last chapter is mainly some new suggestions on how to improve financial regulation of our country incorporating the new development of international financial supervision.更多还原
