长春高新技术产业开发区规划战略环境影响评价

【摘要】 本文以可持续发展理论、城市规划原理等为理论指导,采用模糊评判法、层次分析法等多种模型和方法对开发区总体规划进行战略环境影响评价。论文首先从研究开发区现状入手,对开发区产业结构与用地布局、开发区与周边地区的关系、环境保护与环境基础设施状况等进行分析论述,找出存在的主要环境问题,由此对总体规划设计方案进行初步判断分析研究。然后对开发建设过程中的生态环境影响进行评价,预见可能出现的环境问题;针对有高新技术产业代表性的汽车产业园区、医药产业园区进行战略环境评价,为继续坚持主导产业的发展方向提供科学保证;最后对开发区的环境承载力作出分析评价。本论文通过对典型实例——长春高新技术产业开发区的战略环境评价,对以工业用地为主的新开发建设区域,如何控制环境污染,解决环境问题提出了合理化建议,为开发区规划的实施提供了科学依据。
