【摘要】 当前,全球化作为最迅猛的时代潮流,在打开中国发展之门的同时,也给历史文化遗产带来了严重危机;与此同时,地域化在人类对自身发展方式的反思中也日渐强势,推动我国的历史文化遗产保护步入正轨,并促使相关理论与实践的探索进入到一个空前活跃的阶段。在全球化与地域化发展两极互动的背景中,地处西南地区的巴蜀古镇历史文化遗产保护既面临着艰难的挑战,又存在着巨大的机遇。秉持何种研究思维来引领理论与实践探索,将成为当代的历史文化遗产保护成功与否的关键。论文认为,在不同国家和地区的文化和传统范畴内运用遗产保护的基本原则,探索符合本地实际的适应性保护理论和方法,寻求“标准理论”的地域化,应是历史文化遗产保护的根本途径与目标。基于此种认知,论文将城市规划学、建筑学、考古学、地理学、文化学、社会学、经济学、法学、系统学融贯一体,坚持“以问题为导向”的原则,遵循“发现问题——分析问题——解决问题(思路)”的思维逻辑,通过总体策略、技术方法与制度环境的深入研究,探索并建构巴蜀古镇历史文化遗产适应性保护的重要理论,同时希望以此为切入点探索我国当代社会发展语境中,不同文化地域中的古镇历史文化遗产保护的本土化理论。论文认为当前的巴蜀古镇历史文化遗产保护存在着“保护策略模糊不清”、“保护技术使用不当”和“保护制度残缺不全”三大问题。基于这种认识,论文从历时与共时角度来解析巴蜀古镇历史文化遗产的生成发展与构成格局,并在归纳古镇特征的基础上与现实问题进行比照分析,进而提出它们所导向的保护目标和方向。通过巴蜀古镇的本体分析与保护导向认知,论文提出了保护的总体策略,认为巴蜀古镇保护应该积极协调“保护与发展”、“传统与现代”和“机遇与挑战”三个方面的矛盾;在巴蜀古镇历史文化遗产保护的技术方法研究中,论文建构了以AHP层次分析法为理论基础的保护评估模型,并提出了基于“拟合”原理的遗产区域拟合保护方法和现实构想;在巴蜀古镇历史文化遗产保护的制度环境研究中,论文提出了“集权化”与“垂直化”的行政保障机制改革思路,以及维持“事务通告”、强化“事务咨询”和引导“事务托管”的分级式公众参与途径。更多还原

【Abstract】 Currently, while openning the gate of development to China, the globalization as a most rapid trend of the times brought to the historical and cultural heritage serious crisis. At the same time, with the introspection of beforehand ways of development ,reginal development also gets increasingly strong, and it promotes historical and cultural heritage protection on track in China, and to brings the exploration of theory and practice related to a period of unprecedented growth stage. Under the background of the interaction between globalization and the reginal development , research on protection of historic & cultural heritage of historic town in Bashu is facing difficult challenges and tremendous opportunities. Upholding which research thought guiding theoretical and practical exploration will be the key to whether success or failure that the contemporary protection to historical and cultural heritage.Paper considers that using the basic principles of protection to the heritage in the countries and regions with different cultural background, exploring the adaptive protection theories and methods , and changing the "standard theory" to the local theory ,is the fundamental way and objectives to protect the historic and cultural heritage.Based above, papers will combine integrated urban planning, architecture, archeology, geography, cultural, sociology, economics, law and systematics, and study the issues about protection to historical and cultural heritage of historic town in Bashu in the current regional natural and social environment. Adhering to the "problem-oriented" principle in accordance with the "discovering problem - analysizing problem - solving problem (thinking)" logical thinking, and through the deep research to overall strategy, the technique methods and the institutional environment, exploring and constructing the important theory of the compatible protection to history cultural heritage of historic towns in Bashu. simultaneously ,taking this as the breakthrough point, we hope to explore the localilzation theory of the protection to history cultural heritage in different social development linguistic environment and different cultural region in our country present age.The paper thought that there are three major problems that“blurring protection strategy”,“improper use of technology protection”and“protection system incomplete”in the protection to historic towns now. Based on this kind of understanding, the paper analyzes the pattern of development and constitutition of historic towns from the angle of lasts and altogether , and in induces the characteristic of historic towns in the foundation to carry on with the realistic question according to the analysis, then propose the protected object and direction they guide to.Through the analysis of historic town and cognition of protection guidance , the paper propose the overall strategy of protection that three aspect contradictions of“the protection and the development”,“the tradition and the modern”and“the opportunity and the challenge”should be positively coordinated. In the research on the technical methods of protection to the historic towns in Bashu,paper makes the protection assessing mode based on AHP, and proposes the protection methods and practical ideas about regional fitting to historic and cultural heritage based on fitting Principle. In the research on the institutional environments of protection to the historic towns in Bashu,paper proposes the reform mentality of“the centralization”and“the vertical”to administrative safeguard mechanism, and the public participation ways of maintaining the“affair announcing”,strengthenning“affair consulting”and guiding“affair trusting”.更多还原
