【摘要】 城市土地是城市建成区范围内的建设用地,是城市社会经济的物质基础。城市土地高效利用是指城市土地在不同部门、行业、企业、项目和使用者之间的高效配置和高效使用,它关系到人类的生活质量和可持续发展等诸多重大问题。“高效”具有两层含义。第一,指“高效能”,在经济上可以理解为“高效益”,体现为经济效益、社会效益和生态效益三个主要方面。第二,指“高效率”,在本文可以理解为城市土地使用的高频率。研究城市土地高效利用问题,不但要研究城市土地利用效益、效率本身,更要研究导致城市土地利用效益、效率高低的各种因素及其相互作用的机制。为此,本文以城市土地高效利用中存在的问题为切入点,借助西方经济学、产权经济学、新制度经济学、金融学的有关理论,采用理论研究和实证分析相结合的总体思路,运用定量与定性、归纳与演绎、对比分析等多种研究方法,结合长沙市的实际情况,对市场经济条件下城市土地资源的高效利用进行了深入系统的研究。全文共分为四个大的部分。第一大部分是前言,主要论述城市土地高效利用研究的目的、意义,国内外研究述评,研究方法、论文框架和主要研究创新。第二大部分是理论研究,由第一至第六章组成,论述的主要内容包括城市土地高效利用的内涵与城市土地产权、城市土地高效利用供给机制优化、城市土地高效利用结构优化、城市土地高效利用与城市用地扩张控制、城市土地高效利用途径与评价、城市土地高效利用的政府调控。其中,在第五章第二节,提出了由房地产、银行、证券、保险等部门共同发起成立政府房地产抵押贷款公司,按标准购买商业银行的住房抵押贷款债权,发行住房抵押贷款债券等促进城市土地资源高效利用的新观点、新见解。在第五章第五节,借助计算机信息技术,利用社会科学统计软件包SPSS12.0中的聚类分析方法,通过对城市土地资源高效利用状况进行聚类分析,揭示了特定城市在土地资源高效利用上区别于其他城市的总体特征,从而为因地制宜地制定城市土地资源高效利用的政策,发挥城市土地资源高效利用的比较优势,及为城市土地资源高效利用的评估和定量研究,提供了具有重要意义的新的途径和方法。第三大部分是第七章,对长沙市城市土地高效利用进行实证研究,通过这一大部分的研究,揭示了长沙市城市土地资源高效利用的基本特征、优势与不足,提出了进一步优化产业结构调整、重点发展园区经济等一系列符合长沙市实际情况的政策建议,对促进长沙市城市土地资源的高效利用具有很大的现实指导意义。第四大部分是结语。更多还原

【Abstract】 As the construction land within the scope of planned city proper, urban land is the material base of the urban society and economy. Highly-efficient utilization of urban land means highly-efficient allocation and highly-efficient use of the urban between different departments, industries, enterprises, projects and users. It relates to such major issues as living quality of the mankind, sustainable development and so on. "High efficiency" has two meanings: firstly, it means "high profit", which mainly reflects economic benefit, social benefit and ecological benefit; secondly, it means "high frequency" utilization of urban land.When making a study of the highly-efficient utilization of urban land, we should not only research the efficiency itself in urban land utilization, but also research all the factors which conduce high and low efficiencies in urban land utilization and their interaction mechanism. Therefore, by taking the problems existing in highly efficient utilization of urban land as the penetration point, having the aid of the relevant theories of Western Economics, Property Economics, New System Economics and Finance, adopting the general thinking line combining theoretical research with analysis of concrete evidences, applying various research methods including amount determination & nature determination, induction & apriorism and comparison & analysis and combining the real conditions of Changsha City, this thesis has made a systematic study of highly efficient utilization of the urban land resource on the condition of market economy.This thesis consists of four parts. PartⅠis about the foreword, which mainly explicates the purpose and significance of highly efficient utilization of urban land, review of home and overseas research on this topic, research method, thesis framework and main research innovations.Consisting of Chapters 1 to 6, PartⅡis about the theoretical research. It explicates connotation of highly efficient utilization of urban land and property right of urban land, supply mechanism optimization for highly efficient utilization of urban land, structure optimization for highly efficient utilization of urban land, highly efficient utilization of urban land and control of expansion in using urban land, way to highly efficient utilization of urban land and relevant evaluation, government control in highly efficient utilization of urban land. In Section 2 of Chapter 5, the author brings forward the new viewpoint, that is, the departments of real estate, banking, securities, insurance etc. should jointly establish a government real estate mortgage loan company to buy creditor’s rights of residential house mortgage loan of the commercial banks according to the standards and issue residential house mortgage loan bonds, for the purpose of promotion of highly efficient utilization of urban land, In Section 5 of Chapter 5, the author, by having the aid of computer information technology and adopting cluster analysis method in the social science statistic software package SPSS12.0 to analyze the state of highly efficient utilization of land resource, has revealed the general character that specified cities are different from other cities in highly efficient utilization of land resource. Therefore, the author has provided a new and significant solution for formulating the policies for highly efficient utilization of urban land resource in the light of local circumstances, giving play to the comparison advantage of highly efficient utilization of urban land resource and evaluating and amount determining research of highly efficient utilization of urban land resource.PartⅢcontains Chapter 7, in which the author, by making concrete evidence study of highly efficient utilization of urban land in Changsha City, has reveal the basic character, advantage and inadequacy of highly efficient utilization of urban land resource in Changsha City, brought forward a series of policy proposals tallying with the actual conditions of Changsha City including further optimization of industrial structure and laying stress on developing park-zone economy. These proposals are of great realistic direction significance for promoting highly efficient utilization of urban land resource in Changsha City.PartⅣis about the conclusion.更多还原
