地铁项目建设招标评标管理研究

【摘要】 随着我国城市规模逐步扩大,城市交通问题日益显现,地铁建设随之加速进行。地铁项目建设耗资巨大,科学有效地控制项目建设投资是地铁建设可持续发展的重大问题之一。地铁项目建设招标评标,是通过投标竞争降低项目建设投资最有效途径。本文依据建设项目招标评标管理理论,对地铁项目建设招标评标进行了系统分析,提出了地铁项目建设招标评标管理的理论和方法,并据此对天津地铁一号线建设招标评标管理进行了具体分析。针对目前我国地铁车辆定点生产的现状和地铁车辆国产化政策,提出地铁车辆购买应采取邀请招标的方式。建立了资格预审指标体系和评审方法;设计了评标指标体系,包括一致性指标(必须与招标文件要求一致)、及格性指标(招标文件要求以上为合格,没有程度差别)、比较性指标(主要是费用指标)。依据系统思想和多目标决策理论,提出评标的准则是在一致性指标和及格性指标都满足的前提下,评标价最低的标书中标,评标价是经过修正了的投标价。根据隧道工程的技术特点,即设计-施工-监测-再设计-施工循环进行,提出地铁隧道工程采取划分标段、按标段实行D-B的建设组织模式。提出了地铁建设项目D-B招标的方式、资格预审的指标体系和评审方法、评标指标体系,建立了隧道工程D-B招标评标模型。根据地铁高架结构工程的工程特点,提出地铁高架结构工程宜采取设计-招标-施工的传统建设模式,按设计招标和施工招标分阶段进行。提出设计招标的方法、资格预审标准和方法,设置了设计招标评标的指标体系、建立了设计招标评标模型。提出了地铁高架结构工程施工招标资格预审指标体系和评审方法,设置了评标指标体系,建立了施工评标模型。

【Abstract】 Along with the expansion of china city scope, urban transportation problems have become increasingly obvious result. The subway construction carries on along with it acceleration. The subway project construction costs greatly, the scientific and effective control to project construction investment is one of major issues to the subway constructs sustainable development. The subway project construction tender and bidding review, are the most effective way to reduce the project construction investment by the competitive bidding. Based on the construction project tender management theory, system analysis of tender for the subway project construction was done. The theory and method of subway project construction tender management were proposed . According to the above, concrete analysis was done to the bidding for Tianjin subway line construction .In view of the present situation of our country subway vehicles fixed-point production and the subway vehicles domestic product policy, it was proposed the subway vehicles tender fits the invitation tender. A prequalification system indicators and assessment methods were proposed; the bidding review indicator system was designed. And a further breakdown of these indicators into consistency indicators (ie with the tender documents must be sought), passing indicators (above requested in tender document to be all qualified, and no degree of difference), Comparison Indicator (mainly cost indicators). An bidding review criterion was put up according to systems thinking and decision-making theory. Under the premise of consistency indicators and passing indicators are met, the lowest evaluated bid price is the successful bidding. The tender price is the price of after assessment.According to the technology characteristics of the tunnel project, namely the design - construction - monitor - re-engineering -construction circulation carries on, Subway Tunnel project was proposed to take classified tenders, implemented by Section Design-Build building model. It was proposed that the tendering way of Design-Build subway construction project, pre-qualification system of indicators and assessment methods. Bidding review indicator system and Design-Build bidding review model was established.According to engineering characteristics of the Subway bridge structure project, a design-tender-Construction of the traditional construction model for bridge structure project was proposed. It needs two steps of design tender and construction tender. Design tender, pre-qualification criteria and methods were proposed, design bidding review index system was setup, and a design bidding review model was established.The Subway bridge structure project Construction tender pre-qualification indicator system and assessment methods were proposed; Construction bidding review index system and bidding review model were established.
