高速公路建设和养护一体化管理信息系统研究

【摘要】 高速公路建设与养护管理一体化是公路建设和养护管理中的一种全新的管理理念,对于发挥公路资源的最佳效益、保证公路管理决策的系统化、科学化和现代化具有重要的意义。本文在对现有高速公路建设和养护中存在的诸如信息孤岛、经验决策、建养分离等问题深入分析的基础上,首次提出了建养一体化的概念,对建养一体化的总体规划、信息资源配置理论、基于建养一体化的决策支持模型和路面使用性能的评定和预测方法等进行了深入的研究,最后对建养一体化系统进行了总体设计和实现,为消除信息孤岛,提高数据利用率,提高高速公路建设和养护管理决策水平提供了理论指导和技术途径。在高速公路建养一体化总体规划研究中,结合我国高速公路的实际,首次提出了建养一体化的概念并给出了形式化定义,对建养一体化系统的建设目标、建设指导原则、研究内容以及综合评价方法等进行了详细的研究。在信息资源配置研究中,在总结我国高速公路建设和养护管理模式的基础上,抽象出建养一体化系统的管理模式,按照信息粒度的理论首次提出了建养一体化信息层次模型,建立了基于信息融合技术的建养一体化信息处理方法,并给出了应用实例。在决策支持模型研究中,对高速公路建设项目寿命周期费用分析模型、寿命周期环境评价模型以及高速公路路面结构生命过程可靠性模型等进行了深入研究。首次建立了基于集对论和属性数学理论的综合评价模型,并在评价时对各指标权重采用变权的方法,提出了变权函数的确定模型,结合实例验证了综合评价模型的实用性。在路面使用性能评价和预测方法研究中,通过对影响高速公路路面使用性能的因素分析,考虑已有预测模型的应用状况和我国高速公路的养护管理现状,首次提出了高速公路路面使用性能灰色预测和物元综合预测模型,并对预测模型进行了应用。在上述研究的基础上,本文对高速公路建养一体化管理信息系统的进行了总体设计,对系统的边界进行了界定,对系统的子系统进行了划分,并加以设计和实现。在工程中进行了应用。理论研究和工程实践都表明,本文建立的方法通过长期的实践和积累,能为高速公路的建设和养护决策等提供科学的、有益的指导。

【Abstract】 The integration of expressway construction and maintenance (IMCM) is a brand new management concept in expressway construction and maintenance, which is of vital importance to the realization of expressway resources’optimum effect, the systematization, scientization and modernization of highway managing decisions. The treatise, first, based upon sound analysis of problems existing in current highway construction and maintenance such as Information Island, intuitive decision making and the separation of construction and maintenance, puts forward the concept of integration. It also probes in depth the overall plan of IMCM, the theory of information distribution; IMCM revolved decision-making model and the evaluation and prediction of pavement performance. Finally, it presents the overall plan and recipe for integration system, which provides theoretical and technical approach to the elimination of Information Island, the enhanced rate of data use and improved decision-making level in construction and maintenance.In researching into the overall plan of integration, the author, taking into account the real situation of our country’s expressway, advances and defines the concept of IMCM and elaborates on its target, guiding principles, studying content as well as its comprehensive evaluating methods.In researching into the distribution of information resources, the author, after summing up the construction and maintenance models of our country, extracts the integrated managing mode,puts forward the integrated hierarchical information model following the theory of information granularity, sets up and illustrates with real cases the integrated information processing methods on the basis of information fusion technique.In researching into the decision-making model, the author goes deep into life-period cost analyzing model of expressway construction projects, life-period environmental evaluation model and life-period structure reliability model of expressway pavement. In so doing, the author puts forward the overall evaluation model on the foundation of set pair theory and attributes set mathematics theory. In the process of evaluation, the variable-weight method is applied to the indexes, the definitive model of variable weight function is put forward, and the feasibility of the overall evaluation model is experimented.In researching into the evaluation and prediction of pavement performance, the author comes up with and practices the grey and matter element comprehensive predicting models for the utility of expressway road surface by means of analyzing affecting factors to expressway pavement performance along with the application of existing predicting models and the current situation of our country’s expressway maintenance.Based on the above exploration, the treatise presents the overall design to the information managing system of IMCM, defines its boundaries, divides and materializes its subsystem, and puts it into construction practice. Both theoretical research and project application indicate that the method proposed in this article can eventually provide scientific and constructive guidance to expressway construction and maintenance strategy.
