【摘要】 随着我国经济的持续快速增长,经济发展与环境保护之间的矛盾日益突出,尤其是在经济发展过程之中,给环境保护带来的负的外部性和环境资源的公共地悲剧所显现的环境保护的低效率,已严重影响我国经济增长的质量与效率。而究其低效率的根源是环境资源的产权不清,名义的公共产权导致实际上的无产权。为此,本文从建立环境效率经济的概念入手,顺着产权经济理论、效率经济理论、环境产权不清的外部性与公共地悲剧的两种典型表现、我国环境资源低效配置的现状与成因、环境效率经济改善的一般理论与实践,以及中国环境效率经济改善的途径与政策选择路径加以全面阐述与研究。本文主要研究成果与创新:1、关于环境效率经济。目前学术界还没有“环境效率经济”这一概念,更没有其研究成果,由本人首次提出并加以研究。认为环境效率经济是经济学界、环境学界的理论与实践探索中首先需要认识和界定的基础性问题。从词性组成上看,环境效率经济的内涵由环境经济与效率经济概括而成的“合成词语”,是由环境经济与效率经济的词义两者的有机合成;从核心意义上看,环境经济是指环境资源的科学、合理、有序开发并以环境容量为基本约束条件的社会再生产活动,效率经济是指以经济效率最高化基本目标的社会再生产活动。因此,我们将环境效率经济定义为:环境效率经济是以环境资源的科学、合理、有序开发并以环境容量为基本约束条件,追求经济效率最高的社会再生产活动。2、系统地论述了产权经济理论与效率经济理论及其关系,并明确提出了中国环境产权制度的构架,我国环境产权的低效率现状及明晰环境产权的迫切性。3、构建了“外部性”与“公共地悲剧”的理论模型,并依据模型分析了我国经济外部性的低效表现及公共环境资源低效率的现状,进而提出了解决对策。4、着重研究了我国重化工业化阶段所带来的低效率,以及模糊的产权、扭曲的价格、低效的制度配置带来的低效率、区域经济增长中盲目追求GDP等所带来的低效率的现状与成因。5、针对我国环境资源低效配置的现状、系统完整提出了政府干预的庇古税手段、市场化的科斯定理手段及排污权交易制度的借鉴与应用是环境效率经济改善的一般理论与实践选择。并在此基础上,提出了我国环境效率经济改善的途径与政策选择。更多还原

【Abstract】 With fast increase of Chinese Economy, Contradictions between Economy development and environment protection are getting more and more obvious. Specially, Negative externality and tragedy of the commons for environment protection have hindered quality and efficiency Chinese economy increase. Reason for leading to low efficiency is vague environment property. Therefore, beginning with setting up environment efficiency economy concept, The paper researcheed on property economy theory , efficiency economy theory ,negative externality, tragedy of the commons, position and reason for low efficiency of environment resource as well as general theory and practice environment efficiency economy improvement respectively. The following are the findings of this study:1. About Environment efficiency economy. So far, nobody has explained concept of environment efficiency economy and studied except me. what Is environment efficiency economy? From members of the word, Environment efficiency economy contents are composed from environment economy and efficiency economy organically. From real mean of the word, On condition of environment resource development scientifically and reasonably, Environment efficiency economy is social re-produce action of finding for Re-produce economy high efficiency.2.The property economy, efficiency economy theory as well as their relations are discussed. Moreover, Chinese environment property system are also built. It is necessary that facing low efficiency of Chinese environment property, We should confirm environment property as soon as possible.3. By setting up "externality and tragedy of the commons" theory model and analysing position of Chinese low efficient environment, The paper raised strategy.4.The research is focus on low efficiency that stage of heavy industry、vague property、distorted price, system arrangement and seeking GDP bring about5.Facing fact of Chinese environment resource low efficiency, The outlook that the thesis put forward Pigovian tax measured by government ,coase’s theory for market and application of system of emission trade is publie theory and practice for environment efficiency economy improvement.
