【摘要】 本文以俄罗斯国家安全问题为研究对象,主要分析俄罗斯在政治、军事、人口、经济、能源、金融、科技、生态和信息等具体领域的国家利益、基本安全状况、存在的安全隐患和风险及其面临的威胁,同时阐释俄罗斯实施的安全战略和安全观的定位,维护和处理安全问题所推行的政策、探寻俄罗斯解决各领域安全问题所采取的措施和手段。在俄罗斯国家安全问题中,传统安全和非传统安全问题同时并存,不过非传统安全问题呈现出日益上升的态势。在传统安全方面,面对纷繁复杂的国际局势,俄罗斯仍然需要维护国家政治安全、军事安全和人口安全。在非传统安全方面,随着全球化浪潮的迅猛发展,俄罗斯面临着经济、能源、金融、生态、科技、信息等非传统安全领域的威胁,努力寻找解决安全问题的政策、措施和途径。为了维护国家安全,俄罗斯积极寻求国际安全合作,首先在独联体国家范围内建立集体安全机制,其次在上海合作组织框架内在打击“三股恶势力”和贩卖毒品等跨国犯罪方面开展密切合作,在反恐领域与美国和北约进行合作。中俄在安全领域开展了行之有效的合作,并已经取得了明显的成效。基于此,俄罗斯努力实现更广泛的集体安全,最终确保自身的国家安全。更多还原

【Abstract】 This article takes Russian national security question as the object of study, mainly analyzes the Russia threat which in politics, the military, the citizen, the economy, the energy,the finance, the ecology, the science and technology, the information and so on concrete domain’s national interest, the basic safe condition, the existence safe hidden danger and the risk and faces,the threat simultaneously explains the security strategy and the safety localization Russia implements, the policy which the maintenance and the processing security problem carry out, inquired about that Russia solves the measure which and the method the various domains security problem adopts.In Russia national security question, the tradition safe and the alternative security problem also coexists, but the alternative security problem presents the situation which rises day by day. In the traditional security aspect, facing the complex international situation, Russia still needed to maintain the national politics security, the military security and the citizen safety. In the alternative security aspect, along with the globalized tide’s rapid development, Russia is facing the economy, the energy, the finance,the ecology, the science and technology, the information and so on alternative security domain threat, seeks for diligently the policy, the measure and the way about the solution security problem.In order to maintain the national security, Russia seeks the international security cooperation positively, first establishes the collective security mechanism in Commonwealth of Independent States country scope, and under Commonwealth of Independent States collective security frame,“three evil forces”and trades the narcotics in the Shanghai Cooperation Organization in the attack and so on transnational crime aspect to carry out clasp, carries on the cooperation in the anti-terrorist domain and the US and NATO. China and Russia have carried out the effective cooperation in the security domain, and had already made the tangible progress.Based on this, Russia realizes the more widespread collective security diligently, ensures own national security finally.更多还原
