【摘要】 电子政务涉及政府管理的方方面面,要实现政府治理的高效运作与业务协同,并在一体化的电子政务中实现“一站式服务”,必须建立协同治理的思路,实现政府协同治理。通过联通各个孤立的政务系统,把分散的政务数据资源整合起来,提升政府治理的整体效能,并利用协同平台实现与社会公众的互动。因此,政府协同治理已经成为世界政府治理的发展趋势。政府协同治理研究在我国尚属于一个较新的课题。对于研究者而言,要对政府协同治理的理念、思想乃至实践做出全面、系统的分析和评价,需要首先从事一系列的基础性研究,即要从政府协同治理的思想发展出发,对政府协同治理的基本范畴和范式进行界定,对政府协同治理的基本理论进行归纳与总结。基于这一思考,本论文将研究和写作目的定位于展现当代政府协同治理的发展特征与进程,揭示政府协同治理机制,说明政府协同治理是历史发展的必然。因此,基于这一思想,本文从管理学的角度,构建了政府协同治理的基本理论框架。首先,对政府协同治理的思想发展状况进行历史性的描述,提出了政府协同治理是历史发展的必然,从而界定政府协同治理的概念及相关理论范畴。以规范本文的研究范围,本文对政府协同治理的类型与特点进行了描述,并界定了政府协同治理的主体与内容。这些研究对于构建政府协同治理理论具有重要的支撑作用。其次,分析了政府协同治理的运行机制。说明了政府协同治理并非空穴来风,有其相关的动力来源及支撑体系。政府失灵迫切需要政府协同治理,正是由于政府失灵带来的重大压力,迫使政府治理必须走一条新的、不同以往的发展道路。而民主政治又为政府协同治理提供了政治保障,使政府协同治理在全球化进程中获得了新的生命力。同时政府协同治理是对现代主要公共问题的回应,政府协同治理的形成有其自身的机理,其中人力资源是政府协同治理的基础力量,制度是政府协同治理的保障体系,信息资源是政府协同治理的基础资源,电子政务是政府协同治理的技术支撑。任何新事物的出现都具有两面性,论文还对政府协同治理面临的一系列障碍作了深入的分析。再次,分析了政府协同治理的组织实施过程,构建了政府协同治理的过程模型。本文从政府协同治理组织实施的原则出发,从动因、过程、结果三个方面阐述了协同治理过程模型的构建思路,提出了政府协同治理组织实施的保障措施。最后,针对前一章构建的过程模型,分析了政府协同治理的效率,并构建了政府协同治理效率分析的指标体系。更多还原

【Abstract】 E-government involves the aspects of the government administration. Should realize the highly effective operation and the service collaborative, and realize "the ’one-stop’ work style service" in the integrated E-government, we must establish the mentality of the collaborative governance in order to realize the collaborative governance of the government. Through link each isolated government affairs system, get up the scattered government affairs data resources, we should promote the overall potency of government governance and realize to interact with the social public using unified the platform. Therefore, the collaborative governance of the government already becomes to the trend of development of the world government governance.The collaborative governance of the government still belongs to a new research subject in our country. Speaking of the researcher, needs first to be engaged in a series of basic researches if makes comprehensive, system to analyzes and appraises to the idea、the thought and even the practice of the collaborative governance of the government. This is to say, we must embark from the developmental thought of the collaborative governance of the government to definite the basic category and the model and induce and summary of the elementary theory of the collaborative governance of the government. Based on this ponder, the goal of this paper studying and writing will locate to display the development characteristic and the advancement of the collaborative governance of the government at present, and to reveal the mechanism of the collaborative governance and note that the collaborative governance will be the historical development. Therefore, based on this thinking, the paper constructs the basic framework of theory of the collaborative governance of the government from the perspective of management.Firstly, the paper descripts the historic development of the collaborative governance of the government and proposes a historical necessity of the collaborative governance of the government. So we define the concept and the related areas of the collaborative governance of the government. It describes the types and the features of the collaborative governance of the government in order to standardize the scope of the study in the paper. And it defines the main of the content of the collaborative governance of government. These studies play the important role in the construction of the collaborative governance of the government.Secondly, the paper analyses the operating mechanism of the collaborative governance of the government. The collaborative governance of government has its power sources and related support system, is not groundless. Government-Failure proposes urgent needs to the collaborative governance of the government. It is precisely because of the pressure of Government-Failure forced the government to take a new and different development road. And democracy provides to the direction for the collaborative governance of the government, so that the collaborative governance of the government has gained new vitality in the process of globalization. At the same time the collaborative governance of the government is the main response to public issues. The formation of the collaborative governance of the government has its own mechanism. Human resource is the dominant force, the system is the security system, information resource is the based resources, E-government is the technical support of the collaborative governance of the government. The emergence of any new things have a dual nature, the paper also coordinated a series of obstacles government faced.Thirdly, the paper analyses the organization and implementation process and establishes the process model of the collaborative governance of the government. This paper starts from the principle of implementation of the collaborative governance of the government, expositions the thinking of the model of the collaborative governance of the government from the reasons、the process、the results etc. The paper puts forward to security measures of the collaborative governance of the government.Finally, the paper analyses efficiency of the collaborative governance of the government and builds the index of government performance evaluation system.更多还原
