【摘要】 中国共产党的执政伦理建设,是一项具有全局性、战略性和前瞻性的重大理论和现实研究课题,既属于基础理论研究的范畴,又具有很强的应用价值。其研究目的在于总结当代社会主义国家共产党执政实践中面临的挑战和存在的问题,科学地判断国内外的形势和中国共产党所处的历史环境,深入分析党所肩负的历史使命和党员队伍的现状,深化对中国共产党执政的基本经验和基本规律的认识,从而增强党的执政能力,增强党组织的创造力、凝聚力和战斗力。正是基于以上想法,笔者对如何加强和改进中国共产党的执政伦理建设问题做出了一点肤浅的探讨与研究。全文共分九章:第一章:绪论。本章分三节,分别从“中国共产党执政伦理建设”研究的意义与现状、思路与方法、内容与特色等方面,对执政伦理建设问题作一概括叙述。第一节:研究的意义与现状。首先,对本课题研究的重大理论和现实意义加以了分析。其次,从国内外两个方面总结了本课题的研究现状。第二节:研究的思路与方法。首先,提出了本课题的研究思路。其次,提出了研究的方法。第三节:研究的内容与特色。第二章:执政伦理概念的提出及其理论沿革。本章分三节。第一节:执政伦理的概念及其与和谐社会的关系。首先,对执政伦理的概念进行了界定。其次,在阐述和谐社会相关理论的基础上,对执政伦理与和谐社会的关系展开了分析,认为中国共产党的执政伦理建设与社会主义和谐社会构建两者之间存在着密不可分、相辅相成的联系。第二节:中国传统政治伦理观。简要回顾了中国传统政治伦理观的流变。第三节:西方政治伦理观。在简要回顾西方政治伦理观发展历史的基础上,概括了西方当代执政伦理建设的显著特点。第三章:中国化的马克思主义执政伦理理论。本章分三节,以历史为线索,总结中国共产党的执政经验和执政规律。第一节:民主革命时期党在局部地区执政的伦理建设。第二节:新中国成立以来党的执政伦理建设。第三节:以胡锦涛为总书记的党中央执政伦理建设的理论与实践。第四章:中国共产党执政建设所面临的伦理挑战。本章分三节。分别从时代、环境、理论、实践、历史与现实等层面,逐一分析党在执政伦理建设中所面临的挑战。第一节:全球化时代的伦理挑战。第二节:国内环境的双重挑战。就中国共产党执政伦理建设面临的国内环境的双重挑战展开了论述。第三节:理论维度的伦理分析。第五章:中国共产党执政伦理的价值体系。本章分三节,分别论述了构成中国共产党执政伦理价值体系的三个层面,即:价值基础、价值核心与价值目标。其中,价值基础构成执政伦理价值体系的基石与主体,价值核心是执政伦理价值体系的精髓和灵魂,而价值目标则是执政伦理价值体系的终极追求和目的指向。三者相辅相成,密不可分,共同构成中国共产党执政伦理的价值体系。第一节:价值基础。中国共产党执政伦理的价值基础,包括执政责任、执政公正、执政诚信、执政廉洁四个层面。第二节:价值核心。中国共产党执政伦理的价值核心。应包括合公益性、以人为本、执政为民三个层面。第三节:价值目标。民主执政、科学执政、依法执政与和谐执政是中国共产党执政伦理的价值目标。第六章:中国共产党执政伦理的机制体系。本章分两节,从不同角度论述了中国共产党执政伦理的机制体系。执政伦理机制体系是关于如何通过机制的运作,使执政伦理机制体系所提出的伦理要求转化为执政主体的伦理实践和伦理品德,主要包括执政伦理型塑机制与执政伦理监控机制两个部分。第一节:执政伦理型塑机制。执政伦理型塑机制主要是指关于执政伦理道德的形成和塑造机制。完善执政伦理道德的型塑机制,可从教育机制和内省机制两个方面进行讨论。第二节:执政伦理监控机制。为有效实施执政伦理监控,必须不断加强和完善执政伦理监控机制的构建。而完善执政伦理监控机制,需要从建立健全监控防范、惩贪治腐、激励保障与守廉自律等四个方面的机制着手,并且需要将这些机制形成统一整体,以努力实现党员不能腐败、不敢腐败、不必腐败、不愿腐败的伦理目标。第七章:中国共产党执政伦理的结构体系。本章分三节,主要研究执政伦理的结构问题,其中包括执政党的整体静态结构、整体动态结构和个体伦理结构。第一节:执政党的整体静态结构体系。要建立健全执政党的整体静态结构体系,包括内部静态结构体系与外部静态结构体系。第二节:执政党的整体动态结构体系。应建立健全执政党的整体动态结构体系,其中包括公共政策过程的伦理制度、干部选任过程的伦理制度以及执政能力建设的伦理制度等。第三节:执政党的个体伦理结构体系。要建立健全执政党的个体伦理结构体系。第八章:中国共产党执政伦理的建设路径。本章分两节,着重研究中国共产党执政伦理的建设路径。第一节:宏观对策。必须制定融制度伦理化与伦理制度化双管齐下以及德性伦理、制度伦理与法律伦理三位一体有效的宏观对策。第二节:微观对策。必须制定出台包括党务公开、网络党建、权力监督、党内民主、党群和谐、党际友好、公共政策、选人用人等八个方面在内的微观对策。第九章:结语。本章分两节。第一节:需要进一步探讨的问题。提出了三个未能很好地解决或解决得不尽人意的问题,需要继续与党建学界的同行们一起来研究。第二节:加强执政伦理研究,促进和谐社会构建。建设中国特色社会主义,关键在党。我们有理由相信,随着中国共产党执政能力的提升和执政伦理建设的加强,一定会使国家更加殷实,人民更加富裕,并将在国际事务中发挥更多更大的作用。更多还原

【Abstract】 Communist Party of China’s ruling ethics construction, is one item has the overall importance, strategic and the forward-looking significant theory and the reality research topic, both belongs to the basic theory research category, and has the very strong application value. Its research goal lies in the challenge and the existence question which in the summary present age Socialist countries Communist party being in power practice faces, scientifically judges the historical environment which the domestic and foreign situations and our party locate, thoroughly analyzes the historical mission and the party member troop’s present situation which the party shoulders, deepens to the Communist Party of China being in power basic experience and the basic rule understanding, thus enhancement party’s ruling ability, enhancement party organization’s creativity, cohesive force and battle efficiency. Was precisely based on above idea, how the author to strengthens and improves Communist Party of China the ruling ethics construction question to make a point of superficial discussion and the research.The full text altogether divides nine chapters:First chapter: Introduction.This chapter divides three, separately from the Communist Party of China being in power ethics construction aspects and so on research significance and present situation, mentality and method, content and characteristic, makes a summary narration to the ruling ethics construction question.First section: Research significance and present situation.First, has performed the analysis to this topic research significant theory and the practical significance.
