【摘要】 随着资源消耗快速增长，资源安全成为我国经济安全的关键，而全球化背景下经济安全是国家安全的核心，因此资源安全直接关系到新时期国家安全问题。解决资源安全问题，必须建立资源安全保障体系，其中包括建立和加强资源性产品储备等。然而仅有一定量的储备物资是不够的，如何使国家物资储备管理科学化、规范化，以提高物资储备的应急反应能力，在当前尤显重要。文章在掌握了近期国内外有关研究成果的基础上，从公共经济、公共管理以及国家安全和资源安全角度分析了国家物资储备的公共产品属性、应急属性，提出了政府通过契约委托非政府机构管理国家储备物资的理论依据和可行性。从物资储备便捷供应的需要特性，分析了供应链管理理论对物资储备管理的指导作用。通过分析国际国内政治经济形势，明确了我国物资储备所处的内外部环境，厘清了新时期国家物资储备在国防建设、应对突发事件和经济安全等国家安全事务中的作用。文章沿着从理论到方法再到模型和实例的路径，采用理论研究与实证研究相结合的方法，研究了物资储备管理体制和运行机制、储备物资品种与数量选择的方法、物资储备绩效评价、信息化管理等方面的内容，最后作为案例研究，对储备铜的适度规模进行了具体测算。在管理体制和运行机制方面，分析了当前体制机制存在的问题，提出了物资储备管理体制改革的市场化方向，设计了近、远期改革方案，指出政企分开，成立储备物资管理总公司及省级分公司和仓储专业企业，是最理想的改革方案。在储备物资品种与数量选择方面，提出了确定储备物资品种和数量应当综合考虑的重要因素，设计了品种选择的因子法和测度数量的经济福利模型。在物资储备绩效评价方面，运用线性回归方法，建立了对宏观经济指标影响的评价模型，设计了评价指标体系。在信息化管理方面，分析了物资储备管理信息系统的特点和功能要求，构建了基于语义本体的设计模型。通过分析，文章认为由于各国发展阶段、资源状况、经济实力、国际环境、安全战略的不同，储备的品种、规模、政策等战略也不同，最主要的是要使得储备与国情、国际环境相相适应。全球化背景下，虽然生产、贸易、运输等效率大大提高，但是仅从物资保障角度讲，由于供求、流通和价格等因素的影响，仍然解决不了供应安全的问题。因此，新时期，要履行好经济调节和公共服务职责，我国政府必须进一步加强和完善重要物资的国家储备。更多还原

【Abstract】 With rapidly growth of the resources consume, the resources security is becoming daily more important for china’s economy security. Meanwhile, the economy security is of vital importance to ensure state security in the globalization circumstances. So, the resources security is closely related with the state security in the new circumstances. Therefore, China should set up the guarantee system of the resources security to resolve the problem of resources security. The measures should include: to lower the resources depletion of economic development; build up and strengthen the reserve of the products with resources...etc.However, having the fixed reserve supplies is not enough. The most important thing is make sure the national supplies management scientific and standardization to increase the reaction capacity. By analyzing the recent international and local researches, the article studied the public product and emergency characters of national supplies reserve form the perspective of public economy, public management, state security and the resources security. The article gave the theories basis and possibility of government committee non-government institute to manage the national reserve by contract. From the angel of the convenient supply, the article analyzed the management theories of the supply chain should instruct the management of the supplies. By analyzing the international and local political and economic situation, the article clarified that the national reserve play a vital role in state defense, reply abrupt affairs and economic security etc.As the basic theories of supplies reserve, the above provide basis for reserve management method and technical innovation.The article begins with theories, then methods and model, finally with example. by integrating the methods of theories, example and comparative study, the article studied the supplies reserve’s management system and operating mechanism, the method to choose the species and amount the supplies, the evaluation, and the model of the manage information system...etc. end with a case study, the article investigate the reasonable reserve scale of copper.The article analyzed the existent problems in the aspects of management system and operating mechanism. According to the trend of China’s state administrative departments, institutions, by international and local experience, the article gave the reform direction of the management system. The article also design the short and long term reform project, point out the best way is promote the separation of government functions from enterprise management, to establish supplies management central office, provincial branches and professional business enterprises.From the aspects to choose the supplies’ species and amount, we should consider the reserve in its entirety. The article designed the factor method to choose species and the economic welfare model to measure the amount.From the aspect of the supplies evaluation, the article designed the index systems of macroeconomics and set up the evaluation model of macroeconomics index by using the linear regression analysis.From the aspect of the management information system, the article analyzed the character and request of the system, and set up the model.Because differences between develop stage, resources condition, economic, international environment and security strategy in different countries. The article thinks that different countries should have their own reserve species, scale and strategy. In the globalization circumstances, although the production, trade, conveyance’s efficiency increased rapidly, the problem of the supply security always be exist for the reasons that the influence of the supply, circulate and price. Therefore, to improve the government functions of economic regulation and public service, our government should strengthen and improve the national reserve of the vital supplies.更多还原
