【摘要】 全球化为区域经济发展带来了新的机遇和挑战。随着分工的深化,经济行为主体之间的交易对象增加,交易频率上升,产业链环节的协调与整合问题比以往显得更加重要和迫切。区域产业链的构建与优化是提高区域产业竞争力、促进区域经济可持续发展的重要途径,在新形势下研究区域产业链的构建机制与战略,具有十分重要的意义。本文以区域产业链的构建作为贯穿始终的主线。论文首先界定了产业链概念,指出产业联系是产业链的本质,并讨论了产业链与价值链、供应链的区别与联系。在此基础上,对区域产业链构建的基础理论进行了系统分析,总结了区域产业链的构建模式与战略,建立起区域产业链构建的理论框架。本文认为,区域产业链的构建有利于建立高效的区域之间与企业之间的新型关系,优化资源配置,提高产业效率。区域产业链的组织结构受产业类型、生产技术、产业制度、交易成本及分工水平等的影响,竞争力强的产业链通常是跨区域分布的,将产业链所有环节都纳入区内未必是最好的策略。本文还对产业链与产业集群之间的区别与联系进行了讨论,认为产业集群实际属于产业链现象,是产业链条或链段在特定区域的集合,产业集群的多种特性都可以用产业链加以解释。论文从经济效应、产业关联、经济结构和空间布局等方面对区域产业链构建进行了经济分析,提出了基于产业链的区域经济发展路径。根据产业链环节起源、链接关系和发展路径,总结出内生拓展、引进配套和环节嵌入等三种区域产业链构建模式,并提出特色型、文化主导型和创新主导型三种区域产业链模式构建的优化策略。论文强调了产业链经营的思想,并分别从类型选择、环节配置、节点集聚和环境优化等方面探讨了区域产业链的构建战略。本文以珠三角具有一定代表性的小榄、石龙、狮岭三镇作为实证研究对象,对三地产业链的形成机制与构建模式进行了概括与分类,指出当地自然资源对三地主要产业链的影响微弱。与公司“先销售后生产”的拓展模式不同,三地产业链发展表现出“先生产后销售”的环节延伸顺序,本文据此总结出了一种区域产业链环节拓展的一般模式。研究表明,区域产业链各链环节生产与“流”的规模并不是完全对应的,反映出区域经济边界的多孔特性和区域产业链结构的网络性特征。通过统计数据分析发现,三地产业链的产业增长率指数有明显差异,以石龙电子信息产业最高,而小榄食品饮料产业和狮岭皮革皮具业则较低;从产业链对区域经济增长的贡献来看,石龙电子信息产业链贡献最大,次为狮岭皮革皮具产业链,而多链交汇的小榄则相对较小。狮岭镇的产业专业化程度虽明显高于小榄和石龙,但它的产业效率并不是最高的,这在一定程度上印证了“新奥地利学派”的观点,即竞争力的强弱取决于企业家精神而不是市场集中度。根据发展现状与存在问题,论文提出了三地产业链的调整与优化对策。更多还原

【Abstract】 The globalization has brought both new opportunities and challenges for regional economic development.With the deepening development of labour division,the bargainers between economic behavior subjects has increased,the frequency of bargain has risen,and the cooperation and conformity between taches in industry chain become more important and more imminent than ever.The construction and optimization of regional industry chain are important approachs for improving regional industrial competitiveness and accelerating the sustainable development of regional economy.So the research on the construction mechanism and strategy of regional industry chain has important theoretical and practical significance.The construction of regional industry chain is the theme in this paper.The conception of industry chain has been defined firstly.It is pointed that the industrial affiliation is the essence of industial chain,and the differences and relations between industry chain,value chain and supply chain have been discussed.Then,the basic theories of regional industry chain construction have been analysised,the construction modes and strategies of regional industry chain have been summarized;basen on that,a theoretical framework of regional industry chain construction has been formulated in this paper.It holds that the construction of regional industry chain is beneficial for constituting new efficient relations between regions and enterprises,then the resources collocation can be optimized and the industrial efficiency can be improved.The framework of regional industry chain will be affected synthetically by industrial type, industrial technology,industry system,transaction cost and the level of labour division.The spatial distributing of strong industry chains always spanning regions,it unnecessarily be the best strategy for bringing all taches of industry chain into a single region.The paper has also discussed the differences and relations between industry chain and industrial cluster and pointed out that the industrial clusters actually belong to the phenomena of industry chain,a industrial cluster is the aggregation of industry chains or sects of industry chain within a specified region;many characters of industrial cluster can be explained by industry chain.An economic analysis on the construction of regional industry chain from economic effect,industrial relationship,economic structure and spatial distribution has been taken in the paper;then, base on industry chain,some strategies for regional economic development have been presented.According the origin of indusrial chain taches,link relationship and development path, the construction modes of regional industry chain are summarized as“endogenous extending”,“importing and matching”and“tache-embeding”;then,three strategies for optimizing the construction of regional industry chain are presented in the paper.Afer emphasizing the idea of managing industry chain, the paper has discussed the construction strategies from industry sort choice,tache-matching,node-centralizing and environment optimization.The paper takes XiaoLan,ShiLong and ShiLing which are typical in ZhuJiang River Delta as study cases.After discussing the forming mechanism and construction mode of the three towns,the paper points out that local natural resources can hardly affect the reginal main industry chain on forming in the three towns. Different from the company expand mode which“sale before production”, the industry chain’s tache extension show a sequence as“production before sale”in the three regions.On these grounds,the paper summarizes a mode for regional industry chain expanding.The scale of manufacture and“flow”of every tache in regional industry chain is not entirely parallel,which reflect the“muti-hole”character of regional economic boundary and the network structural character of regional industry chain. Analysis on statistical data indicates that,the industrial increasing ratios among the three towns are evidently different,the numeral of electron information industry in ShiLong is the supreme one,but the numeral of food and drink industry in XiaoLan and leather industry in ShiLing are relatively lower;according to contribution ratio,the electron information industry in ShiLong is also the highest one,the leather industry in ShiLing to be the next place,the contribution ratio of a single main industry in XiaoLong is relatively lower due to having more main industries than the two formers.Though the degree of specialization in ShiLing is evidently high than those of XiaoLan and ShiLong,but the industrial efficiency in ShiLing is not the highest one within the three towns,this partly verify the viewpoint of“new-Austian School”:the competitive ability is decided by entrepreneurial spirit not the concentration degree of market. According to development situation and present problems,the paper has presented some countermeasures for adjusting and optimizing the regional industry chains in the three towns.更多还原
