基于层次定位的我国高校核心竞争力研究

【摘要】 本世纪头20年是我国发展的重要战略时期,国家实施科教兴国和人才强国的战略赋予我国高等教育崭新的历史使命。在经济和科技全球化的新形势下,我国教育发展将在更大程度上与世界融合,我国高等教育受到新的挑战。我国高校能否抓住机遇,科学定位,选择符合自身发展的目标和办学模式,在激烈的竞争中提高自己的核心竞争能力,是关系到我国高等教育可持续发展的战略问题。论文在高等教育中引入核心竞争力的理念,将定位理论与核心竞争力理论相结合应用于高校的探索,给高校的发展带来新的思路,将进一步提升我国高校的国际竞争能力,对于我国高校实现可持续发展具有重要的理论和现实意义。首先,论文对基于层次定位的高校核心竞争力研究的相关理论进行了综述。阐述高等教育管理理论、高等教育发展理论等高等教育有关理论,以及定位理论、资源基础理论等战略管理理论,明晰了核心竞争力的理论渊源及其内涵、特点。其次,论文对我国高等教育的发展现状及趋势进行分析。通过对我国高等教育各阶段发展状况的回顾,总结了我国高等教育发展现阶段值得关注的几个问题,并对我国高等教育的发展趋势予以展望。第三,论文对我国高校层次定位及其影响因素进行解析。在借鉴发达国家以及国际组织高校分类定位的基本思想的基础上,通过与我国通行的高校分类定位思想的比较分析,明确了高校层次定位的内涵及功能,提出了高校层次定位的原则,并从外部环境和内部条件两方面分析了我国高校层次定位的影响因素。第四,论文对我国高校的层次定位进行评价。采用主成分分析的方法对高校层次定位评价指标进行遴选,建立了基于数据包络分析(DEA)的层次定位评价模型,并选取教育部直属的72所高校作为样本,用其2004年的数据进行高校层次定位评价的实证分析。第五,对高校核心竞争力进行识别及对策研究。论文综合BP神经网络的评价思想和熵值法的基本原理,构建了BP神经网络—熵的高校核心竞争力识别模型,对我国高校核心竞争力进行层次定位的识别评价,并根据教育部直属72所高校层次定位的结果,进行相应的高校核心竞争力识别的实证研究,进而提出提高我国高校核心竞争力的相关对策建议。

【Abstract】 The first twenty years of this century is an important strategic period for the development of our country. China has been carrying out the strategies of revitalizing the nation through science and education and of strengthening it through talents, which attaches brand new historic missions to the higher education. It will receive a new challenge, for our education development will integrate with the world to a large extent under the globalization of economy and technology. It is of vital importance to the sustainable development of our higher education whether our colleges and universities can take the opportunity, make scientific positioning, choose appropriate goals and running models fit for their development and raise the core competitiveness in the fierce competition or not. This dissertation introduces core competitiveness to higher education, combines positioning theory and core competitiveness theory and applies them to the exploration of colleges and universities, bringing new insights into their development, which will further improve their international competitive capacities and be of important theoretical and practical significance to the sustainable development of colleges and universities in our country.Firstly, this dissertation overviews the relative theories about the core competitiveness of colleges and universities based on their tiered positioning, expounds those about higher education including administrative theory and development theory in addition to those about strategic administration such as positioning theory and resources basic theory, and clarifies the theoretical origins of core competitiveness together with its connotations and features as well.Secondly, this dissertation analyzes the current development situation and the trend of higher education in China. Through reviewing each development stage of our higher education, it sums up several issues deserving our attention and forecasts the development trend as well.Thirdly, this dissertation interprets the tiered positioning and the influencing factors of our colleges and universities. On the basis of using the basic thoughts of developed countries and international institutions classification positioning and comparing them with those of our current practice, it defines the connotations and functions of colleges and universities level positioning and puts forward its principles and as well as analyzes its influencing factors from the perspectives of external environment and internal condition.Fourthly, this dissertation evaluates the level positioning of our colleges and universities. Adopting the method of main component analysis and selecting level positioning evaluation indices, it establishes the level positioning evaluation models based on DEA and makes an empirical analysis of 2004 sample data from 72 colleges and universities directly under Education Ministry.Fifthly, this dissertation recognizes the core competitiveness of colleges and universities and conducts countermeasure research. It combines BP neural network evaluation thoughts and entropy method basic principles and sets up BP neural networks-entropy core competitiveness recognizing model for our colleges and universities. In addition, based on the tiered positioning results of 72 colleges and universities directly under Education Ministry, it makes an empirical research into recognizing the corresponding core competitiveness and raises proposals for improving that of colleges and universities in our country.
