【摘要】 冷战结束后，世界形势发生了深刻的变化。随着全球化进程的加快，国家安全问题也出现了新的形势和特点，“传统安全威胁和非传统安全威胁的因素相互交织”，强调当代国家安全问题具有综合性，非传统安全因素对国家安全和国际安全的影响力上升，人们开始关注当前除军事以外的诸如文化安全、经济安全、环境安全、能源安全、恐怖主义等非传统安全领域。其中国家文化安全问题日益成为安全理论关注的焦点。进入二十一世纪，我国的安全环境也发生很大变化，世界大战和外国直接军事入侵的威胁基本消除，但文化安全问题变得突出。党的第十六届四中全会明确提出了始终要把国家主权和安全放在第一位，坚决维护国家安全，确保国家的政治安全、经济安全、文化安全和信息安全。把“文化安全”提升到“国家安全”的高度，说明“文化安全”已经成为我国政府关注的重点，也为我们研究和制定国家文化安全理论和政策指明了方向。据此，本论文拟从以下几个方面予以探讨和阐析。(一)全球化与文化。全球化是文化实践的平台，文化是全球化的一个维度，两者是相互联动的关系。全球化对文化产生了深刻的影响，全球化导致了文化的商品化、促使了文化的大众化、冲击了民族认同，同时全球化也冲击了文化的封闭性，促使不同区域文化的相互交融与碰撞增强。同样，文化也对全球化至关重要。(二)全球化与文化安全。全球化加速了国家安全由传统安全向非传统安全演变，国家文化安全亦浮出水面。全球化对国家文化安全的影响突出表现在对文化主权的挑战方面。面对西方强国的文化霸权战略，不仅包括中国在内的发展中国家，即使西方发达国家在参与经济全球化进程中，都不得不强调自己的文化主权，把文化主权的维护放到重要的战略位置。(三)全球化与中国文化安全观的变迁。全球化促使了中国文化安全问题的增生和文化安全观的演变。全球化在中国的历史进程分为四个阶段，全球化与每一阶段的中国文化安全问题具有同构性。鸦片战争后，中国全球化进程艰难启动，中国文化安全危机开始凸现，文化民族主义是近代中国文化安全的主题；五四运动揭开了现代中国文化安全的序幕，启蒙与救亡构成国家文化安全的双重构建；冷战时期，文化安全分为两大阵营，中国采用苏联式的社会主义文化安全模式，意识形态安全是国家文化安全的全部内容；“冷战”结束后，文化安全观开始由传统文化安全观向非传统文化安全观嬗变。(四)全球化与当代中国文化安全问题。全球化背景下中国文化安全总体态势不容乐观，文化安全问题日趋复杂多样。中国文化安全问题面临着内部和外部的双重压力。在内部文化安全问题上存在着意识形态淡化、社会思潮多样化、社会认同危机等问题。在外部文化安全问题上存在着西方“话语霸权”的威胁、消费主义文化的侵蚀、西方文化产业的挑战等问题。(五)全球化条件下中国文化安全战略选择。全球化条件下中国文化安全面临着诸多挑战和威胁，谋划国家文化安全战略、作出科学的战略选择是维护中国文化安全的当务之急。论文提出了和谐文化是维护我国文化安全的根本战略以及文化创新战略、文化崛起战略和“软实力”战略。全球化不仅是国家文化安全问题的一个重要背景，而且是国家文化安全观嬗变的一个重要变量。全球化使以国家为主体的国际体系发生了深刻变化，并以其自身的逻辑改变着人们对国家文化主权与国家文化安全的认识和理解，从而出现了全球化进程中国家文化安全观的演变与重构问题。全球化时代的中国文化安全观应是科学发展、系统动态、以国家利益为最高利益的国家文化安全观。更多还原

【Abstract】 Since the end of the cold war extensive and profound changes have taken place in the world situation. Following the speeding up of globalization there have been new situation and characteristic about the national security question, the factors of the traditional safe threat and the non- traditional safe threat have been woven together which emphasize the comprehensiveness of the present national security question, the non- tradition safety factors have more influence on the national security and international security, the non- traditional safe such as the cultural security, the economic security, the environment security the energy security, the terrorism is becoming a cause for concern besides the military. The national culture security problem has being the focus of the security theory day by day.In the 21st century, the great changes have also taken place in our country security environment and the threat of the world war and the foreign directly military invasion has been basically eliminated, but the culture security problem has become increasingly prominent. The Fourth Plenary Session of the Sixteenth of CCP explicitly proposed must place prime emphasis on the safely and the national sovereignty, China will firmly maintain the national security and guarantee the political security, the economic security, the cultural security and the information security. The cultural security has now been elevated to the national security which indicates the cultural security problem is an important issue of our government and also pointed out the direction to study and formulate the theory and the policy of our culture security. Accordingly, this paper will discuss and clarify in this field, as follows:Firstly, Globalization and Culture. The globalization is a platform of the cultural practice and the culture is a globalization’s dimension, both of them are interrelated. Globalization has influence upon Culture: The globalization caused the cultural commercialization, urged the cultural popularity, impacted the national identity, and the globalization has also impacted on the cultural closeness,prompted the different region culture to blend and collide mutually. As well. Culture is important to Globalization.Secondly,Globalization and Cultural security. The globalization accelerated the national security of evolution form the tradition safety to the non- traditional safety and the national culture security problem also come into being. The effect of the globalization on the national culture security mainly is that the globalization challenges the cultural sovereignty. Facing western powerful nation cultural hegemony strategy, not only does developing nation including China, but also does the western developed country can’t help emphasizing on own cultural sovereignty and attach strategic importance to protecting the cultural sovereignty in participation in the economy globalization process.Thirdly, Globalization and Evolution of the cultural security concept. The globalization caused the culture security problem to emerge and the cultural security concept to evolve. The history course of globalization in China is divided into four stages and there is an inherent concurrence between Globalization and Chinese culture security problem. During Opium War, the crisis of Chinese cultural security started to rise and Cultural Nationalism was the subject of the modern Chinese culture security. The May 4th Movement of 1919 opened the prologue of the modern Chinese cultural security and the national salvation and the enlightenment were dual themes of the national cultural security; During the cold war, as the cultural security was divided into two camps, China must take up the Soviet Union’ s socialism cultural security model and the ideology security was the whole idea of the national cultural security; After the cold war, Chinese cultural security concept started to change form the tradition safety concept to the non- traditional safety concept.Forthly, Globalization and Chinese contemporary cultural security problem. Chinese culture security situation is more complex against the globalization background, while the cultural security problem is more complex and diverse. On the internal cultural security problem, the ideology abating, the social thought diversifying, the social identification crisis occurring and so on. On the exterior cultural security problem, the western Discourse Hegemony threating to our national language writing, the consumerist culture corroding the nation-state culture security, the western Information Hegemony impacting on our culture security, the western cultural product challenging to our national culture industry and so on.Fifthly. Chinese culture security strategic thought and strategic choice against the globalization background. Chinese culture security is facing many challenges and the threats, it is essential to plan the national culture security strategy and make the scientific, strategic choice for maintain Chinese culture security. In strategic choice, the essay advances that constructing the harmonious culture is the basic strategy for maintain Chinese culture security and the strategy of the culture innovation, the strategy of the culture rise, the strategy of the soft power.In conclusion, the globalization is not only an important background of the national cultural security problem but also an important variable of the national cultural security’ s view. The globalization has caused the international system to change profoundly with the nation of subject and changed the understanding of people about the national culture sovereignty and the national cultural security on its own logic, thus the question of the national cultural security’ s evolution and restructuring appeared in the globalization process. Chinese culture security should be the scientific,developmental, systemic, dynamic national culture security’ s view within the national interests of the highest criteria in the age of globalization.更多还原
