技术本科教育的理论与实践

【摘要】 近几年来,随着我国高等教育的快速发展,高等教育以各类在校生2300万的总规模高居世界第一。然而,我国高等教育规模的扩张,并没有满足社会经济发展对各类人才的需求,技术型人才稀缺产生的劳动力资源的结构性矛盾十分突出。针对这种现状,许多本科院校,特别是一些由高职高专升格为本科的新建院校,提出要以技术性人才为主要培养目标,举办本科层次技术教育,以此缓解我国劳动力市场的结构性矛盾。与此同时,这些院校在实践过程中面临的是是否需要培养本科层次的技术应用型人才?培养技术应用型本科人才的技术本科教育的理论基础何在?技术本科教育的内涵与特征如何?如何按照技术教育的特点,确定相应的教育目标,培养出合格的本科技术应用型人才?发展技术本科教育需哪些保障条件等等一系列问题是横亘在他们面前的一系列难题。本文通过多学科研究、比较研究以及实证研究等多种形式,分别就技术本科教育发展的背景、研究的出发点、发展技术本科教育的理论基础以及在比较借鉴的基础上,探索了技术本科教育,并对此进行了系统的研究和阐释:第一章,导论。在对国内外已有技术本科教育的相关资料、文献进行梳理与综述的基础上,重点厘定了技术本科教育的基本概念,提出了我国当前社会经济发展条件下技术本科教育的发展问题,并阐明了本文的研究内容与研究方法。第二章,技术本科教育的理论基础。从“三元论”哲学观及技术学、经济学、人才发展观和高等教育多样化等多学科角度出发,重点对技术本科教育存在的思想基础、社会基础和教育基础等理论问题进行了系统的阐释,提出发展技术本科教育是当前我国社会经济发展的理性选择。第三章,技术本科教育的内涵及特征。提出技术本科教育是本科层次的技术教育,它有别于本科层次的普通教育与工程教育,也有别于职业技术教育的其它层次,并尝试提出技术本科教育的若干特征。第四章,技术本科教育的国际比较研究。对世界范围内的技术本科教育类型与院校进行比较研究,重点梳理了具有代表性的德国应用科学大学(FH)、日本技术科学大学、我国台湾应用科技大学及英国原多科技术学院等实施技术本科教育类型院校的基本情况与特征,并提出了借鉴方案。第五章,技术本科教育的人才培养模式。在对有关技术本科院校的实践和探索经验进行实证分析的基础上,重点对专业设置、专业培养目标、培养规格及人才培养方案与培养途径进行了阐述,提出了技术本科教育的课程设置和人才培养模式。第六章,发展技术本科教育的制度保障。在分析当前我国现有教育体制的基础上,重点就技术本科教育的管理制度、保障机制进行了深入的研究,提出了发展我国技术本科教育政策性意见和建议。

【Abstract】 Recent years, with the rapid development of higher education in China, the total enrollment of higher education in China ranks first with the number of 230,000,000. However, with the expansion of higher education in China, it still can’t meet the demand of the social and economic development. The structural contradiction of the human resources is so prominent, which is arisen by the lack of technical and technological. Many 4-year higher educational institutions, especially the new 4-year universities upgraded from 3-year higher vocational and technical college develop into Technical Education at Undergraduate Level (TEUL) which aims to train advanced technical and applied talents in order to relax the structure conflict of labor force. These universities also face many difficult problems such as the theoretical foundation, the essence and characteristic of TEUL. How to determine the corresponding teaching objectives according to the characteristic of technical education and how to cultivate the qualified technology-applied professionals are the problems that are explored by them. The paper attempts to give an interpretation on the background, theoretical basis and the exploration on the practice of TEUL on the basis of comparative, interdisciplinary empirical and systematic research after the systematic research.The first chapter: Introduction. Based on the literatures on TEUL in China and abroad, this part prescribes the definition of TEUL, proposes proposes the issue of its development under current social and economic environment, and states the content and research methods of this study.The second chapter: theoretical basis of TEUL. This part mainly analyzes the ideological, social and educational basis of TEUL in a systematic way, and proposes that TEUL is the rational choice of current situation.The third chapter: connotation and features of TEUL. This part states that TEUL is the technological education at degree level, which is different from general college education and engineering education, and also differs from technical education on other levels. The features of TEUL are also discussed in this part.The fourth chapter: international comparative study of TEUL. This part mainly discusses the leading features of some representative colleges which adopt TEUL, such as Fachhochschule, Japanese university of technogical science and Taiwan University of applied science and technology, as well as British Former Polytechnics.The fifth chapter: training mode of TEUL. Based on the analysis of TEUL, this part states the curriculum、 training objective、 training plan and training methods, and proposes the training model of TEUL.The sixth chapter: the insurance system for developing TEUL .Based on the analysis of the Chinese present education system ,the further research is focused on the management and insurance system of TEUL and put forward some policy comments and suggestions on developing TEUL.
