高等学校教师资源优化配置研究

【摘要】 中国的高等学校面临前所未有的机遇和挑战。作为高校人才培养、科学研究、社会服务功能的承载者和实践者,教师队伍的建设问题日益受到重视,教师资源“第一资源”的理念日益凸显。然而,高校教师资源配置还存在诸多问题,不仅阻碍着我国高校创建世界一流大学的进程,甚至成为一些高校正常发展的瓶颈。本文以高等学校教师资源配置的优化为出发点和落脚点,试图从理论高度深入阐释高校教师资源优化配置新的理念;综合应用系统分析与系统综合、定性研究和定量研究等科学方法,从历时与共时两个维度、宏观和微观两个层次剖析高校与高校教师以及高校教师资源本身的内涵;以一系列相关理论、原理和方法为依托,构建高校教师资源优化配置的原则与机理、系统与内容。首先,对提出的问题及背景进行了介绍、对国内外相关问题的研究进行了分析,提供了发现、提出、研究、解决问题的方法。第二,对问题研究的理论依据进行了探析,将人力资源理论、资源配置理论以及相关管理科学原理作为本文研究的理论基础。第三,对高等学校教师资源的特征、影响因素,优化配置的原则、系统、内容进行了详尽分析,建立了高校教师资源优化配置的机理,提出了高校教师资源优化配置的“双重主线”观点和复合设计模型。第四,对“双重主线”之一的高校教师资源优化配置目标进行研究:采集大量高校教师资源配置的数据资料,从历时和共时两个维度,宏观和微观两个层面分析我国22年高校与教师资源配置进展和2004年高校教师资源配置现状,进而设计出高校与教师资源配置动态分析模型并成功进行了验证。第五,对“双重主线”之二的高校教师资源优化配置内容进行研究:构建了高校教师资源优化配置过程系统——战略和操作复合体系。第六,依据本文的研究理念和研究成果,对我国争取建设世界一流大学的“985工程”高校与世界一流大学教师资源实例进行了比较分析。本文的研究具有一定的理论意义和实践价值,其研究的理念、成果希望能够为高等学校教师资源优化配置提供参考和借鉴。

【Abstract】 Chinese universities are facing unprecedented opportunities and challenges. How to organize and build the teaching resource are being payed more attention, who practise people training, science research and social service. At the same time, the standpoint that the teaching resource is the first resource is standing out. But now, the issues of teaching resource are being the bottleneck of universities development and the barrier of universities to top class in the world.Based on qualitative analysis and quantitative analysis, the dissertation pointed out the connotation of teaching resource form optimization theory. Then the principle, system and connotation of teaching resource optimization were promoted by a series of theories, principles and methodology.First, the background is introduced, the related studies are analysized and the study methods are selected.Second, the dissertation studied the current theory and pointed out that the theory of Human resource, theory of resource allocation, and relevant Management theories should be the study basis.Third, based on the study on the character of teaching resource in the universities, impact factors, the principle, system and elements of teaching resource allocation, this developed the theory of‘two key point’and set up complicate model about teacher resource optimized allocation.Fourth, the study on one of‘two key points’, the goal of teaching resource optimized allocation is: by the principle of statistics sampling, a lot of universities’teaching resource allocation data is collected. This analyzed 22 years and 2004 of data of universities teaching resource allocation by using mathematics statistics method and computer technology, then developed dynamic analysis model, and successfully passed exam and practice.Fifth, the study on the other‘two key points’, the operation of teaching resources optimized allocation is: this set up the system of universities teaching resource optimized allocation including strategy and operation practice.Sixth, by the using of this theory and result, this compared and analyzed the‘985 project’in China and the first class universities in the world.This study will serve for current Human Resource Management development in universities. And this result can direct universities practice.
