【摘要】 西南地区是我国人口聚居的重要空间之一。自改革开放以来,西南地区有了较快的发展,社会经济状况与生存空间环境有了明显改善,但是由于受到特殊的自然地理环境、历史人文基础以及交通信息条件等多方面因素制约,致使其发展仍然较为落后。特别是在广大乡村区域,经济发展的滞后性及其所引发的一系列问题,使我们必须关注于中小企业与城镇的发展。事实上,中小城镇是乡村社会经济发展的一个重要支点,所以着眼于城镇建设与中小企业成长的互动,探索推动中小企业与城镇良性发展的具体模式,将为解决西南地区乡村现实存在的一些问题,提供一种较为切实的思路。论文按照从实践认识到理论探索,再到实践运用的基本逻辑与线索,探讨了西南地区城镇中小企业集群在诸多因素制约下的成长路径问题。研究依“区域——城镇——集群”序列展开,其间综合运用了城市学、管理学、经济学的基本原理,尝试性地建立了中小企业集群成长路径分析的一种理论框架,并在研究和对比我国发达地区城镇企业集群发展实践的基础上,概括性地提出了西南地区城镇中小企业集群成长路径的基本特征和行动策略。研究认为,中小企业集群成长是一个持续动态的过程,而这一过程本身将受到自组织、外部环境和被构组织机制的作用;中小企业集群的成长路径是其成长机制作用过程的外在显现,而成长路径选择则是对成长机制的作用方式做出相应约定。因此,为了促进和加快西南地区城镇中小企业集群成长,则需要积极致力于其成长机制的培育和优化。通过对我国浙江、广东等地企业集群的发展实践进行分析比较,研究认为,不同的历史条件和现实环境,将决定不同地域中小企业集群的成长路径具有差异性。结合西南地区乡村发展的现实背景,论文指出今后其城镇中小企业集群的成长路径,将是以市场化力量为基础,以政府激励为导向,内生优势孕育和外部条件利用相结合的渐进式发展,并提出了相应的实现途径。目前西南地区一些地方政府已开始重视针对中小企业集群成长的规划引导。研究通过对国内外相关实践进行分析认为,制定系统、全面的“集群规划”是地方政府部门对集群成长进行引导的一种重要方法。论文就此阐述了制定集群规划的目的、所要实现的功能及其自身的特点,并结合城镇现实,提出集群规划编制的基本框架以及与之相关的评价方法。文章最后以重庆市大足县龙水镇五金产业集群的发展实践作为分析背景,做出了相应的实证性研究。更多还原

【Abstract】 Southwest of China is a important area which population settle in. After carrying out reform and opening policy, southwest of China develops rapidly. Therefore, the status of society, economy and the environment of survival space have improved obviously. But now its development relatively lags behind other areas at the same because of the limitations which come from especial natural environment, location condition and other some factors. Especially in wide country region of southwest, the laggard economy and a series of other problems which are induced by the laggard Economy make us need to attend the development of small and medium-sized enterprises and small and medium-sized towns. In fact, small and medium-sized towns are the important support points to the development of society and economy in rural region. So based on the viewpoint of harmonizing town construction with small and medium-sized enterprise growing, seeking after the pattern which small and medium-sized enterprises develop better together with towns will provide a practical way for resolving some realistic problems of rural region in Southwest China.According to the logic clue which is from practice cognition to theory exploration and followed by practice application, the thesis discusses the problem on growing path of small and medium-sized enterprise cluster in the town of Southwest China. From macroscopic background to microscopic action, study follows special sequence to spread. By applying the basic theory of town research, economics and management science comprehensively, author establishes the theoretical framework of analyzing growing path of small and medium-sized enterprise cluster. Moreover, the basic characteristics on growing path of small and medium-sized enterprise cluster in the town of Southwest China and corresponding tactics are put forward generally, on the ground of studying and contrasting the development experiences of small and medium-sized enterprise clusters in developed areas of China.The research revealed that the growing of small and medium-sized enterprise cluster is a durative and dynamic course. At the same time, this course will be influenced by self-organization mechanism, outer environment affecting mechanism and passive organization mechanism. The growing path of small and medium-sized enterprise cluster is explicit show of the effect of its growing mechanism.
