【摘要】 随着经济社会的发展和人们对环境问题关注程度的增强,环境保护和生态建设日益受到重视,绿地保护建设作为改善城市环境的有效手段也更受重视,但受地价及国情所至的较低的城市人均用地指标的限制,城市绿地面积不可能达到理想的数量,从根本上解决城市面临的环境问题,绿地的保护建设必须从城市向市域拓展。经济社会的发展、城市化水平的提高,深刻改变着城市形态和区域结构,市域面临着生态保护和经济发展的双重压力。在经济高速发展中,保护好人类赖以生存的市域环境,市域绿地系统规划具有重要作用。为了实现城市和区域的可持续发展,城市和市域的发展建设迫切需要有效的市域绿地系统规划的指导,《城市绿地系统规划编制纲要(试行)》明确要求城市绿地系统规划包括市域绿地系统规划,并规定市域绿地系统规划要“阐明市域绿地系统规划结构与布局和分类发展规划,构筑以中心城区为核心,覆盖整个市域,城乡一体化的绿地系统”。但是,当前我国市域绿地系统规划的研究工作相对薄弱,规划的定位、规划范围不明确,缺乏统一、规范的市域绿地分类标准。规划实践中,所谓的“市域绿地系统规划”只是城市绿地系统规划的一部分内容,存在编制内容空洞、缺乏深度,规划成果可操作性差、效力低下等问题。针对当前市域绿地研究和规划实践的实际,根据国情,立足于社会经济发展的现状,以满足实际市域绿地规划、保护、建设的实际需要为目的,重点探讨解决目前市域绿地规划编制中的基础性问题和亟待解决的关键问题。首先,本项研究试图通过对我国现时期市域状况的系统分析,明确市域与发展中存在的各种问题,分析问题及其产生的原因,由此探讨市域绿地系统规划建设的特殊性,这是本项研究的理论基础和基本着眼点。更多还原

【Abstract】 Along with the economic and social development and people pay close attention to the environmental problems, environmental protection and ecological construction are attained more and more attention day by day. Green space protective construction as the effective means to improve urban environment is now playing an important role. However, due to the restriction of the price of land and the lower average per capita index of urban land utilization which are subject to national conditions, the urban greenery area can not be reached to an ideal target. In order to fundamentally solve the environmental problems that the city faces, protective construction of green space must be expanded from city to administrative area of the city.The development of economy and society and the improvement of urbanization level are deeply changed the urban morphology and regional structure. The municipal administrative area faces the double pressures of ecological protection and economic development. During the high speed developing period of economy, how to well protect the environment of municipal administrative area on which mankind depends for existence, the planning of green spaces system is playing an important role. In order to realize the sustainable development of the city and the administrative area of the city, an effective guidance of municipal administrative area planning of green spaces system is very necessary for the development and construction of the city and its administrative area. "The outline of planning of city green spaces system (trial) explicit addresses that the planning of city green spaces system should include the planning of green spaces system of municipal administrative area, and it stipulates that municipal administrative area planning of green spaces system has to be:“expound the structure and layout of municipal administrative area planning of green spaces system and categorized the development plan, build up a green spaces system which concentrates on the central of the city and covers all the regions and integrates urban and rural area”.However, the research work of present municipal administrative area planning of green spaces system is relatively weak in our country, the orientation and the scope of the planning are indeterminate. It lacks of normative and unified criteria for classification of green space. In practice, the so-called "municipal administrative area planning of green spaces system”is only one part of the planning of urban green spaces system. It is shortage of detailed content, research depth. The implementation of the research result is not practical and the efficiency is very low.Study the reality of practice of present research on green spaces system of municipal administrative area, based on the national conditions and the current situation of social economic development, this paper will focus on discussing the solution of the key points in the process of outlining the planning of green spaces system of municipal administrative area to fulfill the practical demands for planning, protection and construction of green spaces of municipal administrative area.First of all, this research attempts to probe into the particularity of the construction of municipal更多还原
