【摘要】 目前，我国的房屋质量问题仍非常普遍，由此带来了一系列问题。通过对其他国家处理类似问题方法的考察，发现质量保险制度是解决这些问题的有效途径。本文正是以房屋质量保险制度作为研究对象，对在我国建立房屋质量保险制度的相关问题进行了研究。 本文对房屋质量保险制度的发展和基本构成进行了分析，并应用外部性理论、非对称信息理论、成本收益理论、博弈理论论证了建立房屋质量保险制度的必要性，并分析了其运作机理。 基于对国外各种房屋质量保险制度模式的比较分析，提出了我国建立质量保险制度的框架，并论述了该项制度建立与启动实施的可行性及相关策略。 本文采用定性和定量研究的方法系统地研究了房屋质量保险的核心内容。其中通过对房屋质量缺陷风险、国外房屋质量保险保险责任、除外责任等的比较分析得出了我国质量保险责任范围框架。并对质量保与现有与房屋有关的一些保险进行了对比。 基于对房屋质量缺陷时间分布规律的定性定量研究，和对国内外完工后各类质量责任期限的对比研究，从理论上正确定义了工程质量保证期等概念，并为房屋质量保险期限的确定提供了明确的依据。 运用精算理论建立了房屋质量保险纯保费厘定模型，提出了在缺乏保险理赔数据情况下厘定房屋质量保险费率的依据和方法。 结合我国目前的工程质量管理体系，提出了在我国建立质量检查机构的可行途径及质量检查机构的工作流程等核心内容。 本文的研究成果为我国房屋质量保险制度的建立提供了理论和实践上的有益参考。更多还原

【Abstract】 Nowadays in China it is common for the frequent occurrence of defects in buildings, and the present Quality Management System still calls for further improvement in terms of quality risk management. Under such a condition, with Building Inherent Defects Insurance as a research subject, this dissertation proposes that avoiding and decreasing building inherent defects risk can be achieved with the implementation of Building Inherent Defects Insurance in China.Firstly, on the basis of studying the international Building Defects Insurance Systems , this dissertation classifies and analyzes the principle of these systems with Externality Theory .Asymmetric Information Theory and Game Theory.Secondly, with references to the successful implementations of Building Defects Inherent Insurance System in the world, this dissertation proposes the model and development strategies of Building Inherent Defects Insurance system in China.Then, this dissertation investigates the key points of Building Inherent Defects Insurance, including period, exclusions, premium rate.Moreover, this dissertation carries out an exhaustive study on Technical Inspection Service, the key part of Building Defects Insurance Systems, including its working contents and methods. Also, it proposes the way to set up such institutes in ChinaOn the whole, applying qualitative and quantitative analysis, this dissertation examines Building Inherent Defects Insurance Systems by conducting theoretical and practical studies, and provides the beneficial references for the implementation of Building Inherent Defects Insurance system in China both in theory and practice.更多还原
