【摘要】 建立完善的城镇住房保障制度，是对市场机制的必要补充，也是国家社会政策与社会保障制度的重要组成部分。为了实现社会公平，保障居民特别是中低收入阶层居民的居住权，必须通过政府采取有效措施，解决低收入家庭的住房问题。论文拟对城镇住房保障制度的基本理论基础进行分析和思考，探讨马克思主义经济理论与西方经济理论关于社会保障和住房保障问题的论述及启示，通过对主要经济发达国家不同时期住房保障制度的内容、手段、实施环境和效果的分析与比较，找出规律，总结经济发达国家解决低收入家庭住房问题的经验和教训，并结合中国实际，设计我国住房保障制度的理想模式和基本思路。 根据研究主题和方法的要求，本选题的研究分理论基础和实证分析两部分。第一部分为城镇住房保障制度的基础理论分析，即导论和第一、二、三章的内容。第二部分为城镇住房保障制度建设的实证考察和对策分析，即第四、五、六、七、八章的内容。 第一章，导论。本章的主要任务是描绘论文的研究框架，分析本选题的研究背景、本选题的研究方法和结构，提出本选题的特色和创新之处。 第二章，分析基础Ⅰ：住房与住房保障制度。本章的主要任务是确立全文研究的基本范畴，从住房、住房保障、住房保障制度等基本概念入手，层层深入，探讨社会保障的历史渊源和基本内涵，分析住房属性与公共住房的本质，探讨住房保障制度的基本内涵。 第三章，分析基础Ⅱ：城镇住房保障制度的理论探源。本章的主要任务是确立论文研究的理论基础，通过对马克思主义经济理论和西方经济理论关于社更多还原

【Abstract】 To establish a perfect urban housing security system is a necessary supplement of market mechanism and an important part of the nation’s social policies and social security system. In order to realize social fairness and secure the habitation of city dwellers, especially the middle and low-income dwellers, the government must take effective measures to solve the housing problem for the low-income families. This paper analyzes and thinks the basic theory of the urban housing security system. It discusses the statement and enlightenment on social security and housing security issues of Marxist economics and western economics, and finds out the law by analyzing and comparing the contents, means, implementing environment and effects of the developed countries’ housing security systems in different periods, and then summarizes the experiences and lessons. This article incorporates the theory with the practice in china to design an ideal mode and advance the basic ideas for china’s housing security system.According to the requirements of research theme and research method, this article was carried out in two parts: basic theory and empirical analysis. The first part analyzes the basic theory of urban housing security system, which including the introduction and the first three chapters. And the second part including the remaining five chapters empirically analyzes the construction of china’s urban housing security system and then puts forward some proposals.Chapter 1: Introduction.
