中国民主建设中的政治权力配置方式

【摘要】 建设社会主义民主政治是新中国成立以来尤其是改革开放以来中国政治发展的主题。时至今日,社会主义民主政治在中国有了长足的进展,取得了巨大的成就。同时,毋庸讳言的是,中国民主政治发展的现状,与中国社会主义国家政权的性质,与人民当家作主的愿望和要求仍然存在较大的距离。从理论上讲,在社会主义一党执政条件下,对如何建立人民民主赖以实现的制度化形式的探索还远未完成。在中国发展社会主义民主政治,最为核心的问题就必然落脚在实现党的领导与人民民主的统一上,只有寻找到二者统一的制度化形式,才能为中国民主政治的发展提供坚实的理论支持。做到这一点,就必须解放思想,在理论上突破西方传统理论的范式,对民主问题进行中国化的解读,建立与中国基本政治制度高度相容的民主理论。服务于这一任务,本文探讨了如下问题:一、从揭示政治、政治制度、民主政治等基本概念和范畴入手,建立分析的逻辑前提。通过分析人与自然、人与人之间始终存在的紧张状态所导致的公共困境,揭示出政治即人类共同体摆脱公共困境的方式与途径,从中我们获得了人类注定要从事政治生活,建立公共权力的原因所在。接着通过对政治制度内涵的深入剖析,认为政治制度是在明确权力归属基础上的政治权力的配置模式和运行机制。建立了关于政治制度的分析框架,着重分析了政治权力配置在空间和时间上的两个维度,由此可以获得对政治制度进行分析的全新视角。这是本文在政治理论上的最大创新之处。二、以上述政治制度分析框架为基础,对当今世界主流民主模式赖以建立的理念基础、权力配置方式和支持系统进行了全面分析。认为民主就是在“主权在民”这一理念指导下就如何实现在政治权力配置过程中的民众参与所作的制度化安排,最根本的是实现了政治权力更多还原

【Abstract】 Constructing the socialism democracy is the topic of the Chinese politics development from the new china established, especially, from Chinese Reform and Opening Up. Up to now, the socialism democracy had made substantial progress and obtained huge achievement in China. Meanwhile, indubitably, the present condition of the Chinese democracy development have a long way to go comparing with the property of the national political power and wishes and request of the people being the masters in china. Theoretically, the exploration of the institution of the People’s democracy has not yet finished. The lessons are hard to draw from the ready-made mode of the mankind’s democracy practice, especially at the one-party ruling condition. Therefore, the key question of the development of the socialism democracy is the unification of the party’s leadership and people democracy in the system environment of the one-party ruling condition of socialism. Furtherly, the institutionalization of the unification of both may provide a solid theory support for the development of the Chinese democracy. The only way to do it is to emancipate the mind, to break through the normal formulas of the western tradition theories, to unscramble of the sinicize of the democracy problem, to build up compatible democracy theories with basic and political system height in China.In order to accomplish this mission, the paper probed these problems:Firstly, an analytical logic premise are established on the basis of the basic concept and category of the politics, political system, democracy, etc. firstly, the public predicament which caused by analyzing nervous appearance between person and nature, interpersonal, indicates the ways更多还原
