基于系统科学的电信运营企业转型研究

【摘要】 转型是世界电信业的大趋势,也是中国电信业长远发展的内在要求。电信运营企业转型是电信业转型的具体体现之一,也是关系到国计民生的大事。市场的变化无穷、产业链日趋复杂以及企业内部的适应性分工和调整,使得电信运营企业转型涉及的内容包括业务内容、基础网络、运营机制以及组织管理等诸多方面,可以说,企业成功转型成为一项异常复杂的系统工程。 因此,从系统角度,对电信运营企业转型的根源、目的以及途径的理论性研究具有十分重要的意义。本文就是在这个背景之下,从系统的观点,运用包括复杂适应系统和自组织理论在内的系统科学的理论和方法,对电信运营商的转型做出分析和研究,包括企业转型的根源、转型的动力和途径,以期为我国电信运营企业转型提供理论上的借鉴和参考。利用系统科学的理论和方法研究电信运营企业的转型问题是站在崭新的视角进行的一次新的理论分析与尝试。 通过系统分析和研究,本文指出,电信运营商转型是复杂性主体的适应性生长,是内外部因素共同造成的结果。影响转型的序参量包括外部序参量:技术水平、用户需求和行业政策,以及内部序参量:企业文化和运作机制。同时,电信运营企业转型的途径是在企业内部各环节之间形成超循环模式,建立稳定的交互结构。电信产业链相应转变为立体层次化结构,其中也存在信息流的超循环。本文还以固网运营商转型为例,结合系统动力学仿真平台,建立了电信运营企业转型动力学模型,对转型前后业务收入及各影响因素进行对比分析。 本文主要内容分为七章,第一章是论文研究的背景介绍,包括与本文相关度较高的理论发展及应用现状;第二章是对电信运营企业转型的介绍分析,包括目前对企业转型的理论研究和国内外各个典型电信运营企业实施的战略情况;第三章是应用复杂适应系统理论对电信

【Abstract】 Transformation is the tendency of world telecommunications industry, and it is also the inner requirement of the long-term development of China telecommunications industry. The change of market is infinite, industrial chain become complex day by day as well as adaptability adjustment of telecommunications operator, which makes the transformation involves lots of abundant and complex content: services and foundation network, and many aspects such as operation system as well as organization management. It can be said that operator’s successful transformation becomes an unusually complex systematic project.Therefore from systematic viewpoint, the theoretical research for causes, objectives as well as the approaches of telecommunications operator transformation is very important. So under this background, This paper makes analysis and research for related issues of telecommunications operator transformation based on systematic scientific, in order to provide the theoretical basis and reference for the development communication industry.It is presented that telecommunications operator transformation is the adaptability growth of complexity adaptive agent, and it is the result that internal and external factors causes together. The order parameters that affect transformation include external order parameter: technical level, users demand and profession policy, as well as internal order parameter: corporate culture and operating procedure.
