中国转型期反经济周期问题研究

【摘要】 由于多种原因，我国在上世纪八十年代才挣脱社会主义无经济周期波动的理论桎梏，经济周期波动研究逐渐居于宏观经济研究的中心位置。研究周期波动的目的是为了避免经济的剧烈波动，保持国民经济持续、快速、健康发展。这就必然要求利用反经济周期去削弱或抵消周期波动的负面影响。这也是我国政府转变经济职能，改善宏观调控的一项主要内容。改革开放以来，我国经济几起几落，周期波动呈现出新的特点，反经济周期也必然具有十分鲜明的特征。因此，着力探讨和专门研究我国转型期的反经济周期问题已成为社会主义经济理论的急需和实践的迫切要求，具有重大的实践意义和理论意义。 本论文全面研究了中国转型期的反经济周期问题。反经济周期是一个国家实施宏观调控的重要组成部分，是为了消除经济周期给国家经济带来的负面影响而采取的各项经济、政治措施，从而促进国民经济保持稳定增长和发展的调控经济行为。本论文认为，经济周期性波动是实行社会主义市场经济过程中经济发展的客观规律。但在中国转型期，经济周期具有其鲜明的特殊性，这不仅是市场运行本身的失灵所引起，而且是由经济转型过程中的各种矛盾所引发的。这些矛盾的形成既有政治、经济和文化等基本因素，也有中国转型期特殊的投资体制、金融体制、流通体制等具体因素。 本论文通过对一般经济条件下反经济周期理论和实践的研究，结合中国转型期的具体实际情况，建立了中国转型期反经济周期的基本框架；运用数量经济分析方法建立了反经济周期的基本分析模型，并且具体研究了我国转型期反经济周期的短期机制——财政货币政策的有效配合和长期机制——有效供给和需求管理，分析了我国经济社会转型以来反经济周期的绩效和经验教训。根据上述理论研究和实证分析，全面探索了转型期反经济周期的战略问题，提出了反经济周期的一般战略问题，包括模式选择、调控对象、运行环境和运行机制等；研究了反经济周期的战略选择，包括经济运行的预警监测体系、反经济周期的系统性机制和反经济周期的绩效评价体系等。 本论文的基本思路和框架如下：在第一章中，首先介绍了中国的经济社会转型问题，明确转型的基本价值取向——市场经济，由此说明在市场经济条件下经更多还原

【Abstract】 Because of various reasons, China didn’t shake off the shackles of the theory on non-cyclical fluctuation in economy until 1980s. And the study on the cyclical fluctuation gradually became the center of the study on macro economy. The purpose of the former study is to avoid the violent fluctuation and keep the national economy developing in a continuous, rapid and healthy way. So anti-economic cycle should be applied to weaken and offset the negative influence brought by the cyclical fluctuation. It is also a primary content of the economic function transition and macro control improvement which are carried out by Chinese government. Since the reform and opening-up, Chinese economy has experienced economic fluctuation. Cyclical fluctuation emerged its new characteristics. It can be certain that anti- economic cycle possesses its bright feature. Therefore, to the socialism economic theory and practice, It is urgent to spare no effort to discuss and study the problem of anti- economic cycle in China’s transition. It has got great practical and theoretical significance.This essay concerns an overall research on the problem of anti-economic cycle in China’s transition. When it comes to carry out macro national control, anti-economic cycle is the main part. For the sake of eliminating the negative influence, we should adopt various economic更多还原
