【摘要】 中国的县域经历过2000多年的演变，尤其是20世纪80年代以来，其经济发展取得了巨大的成就，成为国民经济和社会发展中的重要力量。但是，中国县域经济东、中、西部发展严重不平衡，诸多县域在发展过程中面临着资源、资金、市场、人才、技术、观念、体制等方面的突出矛盾和深层次的问题。围绕这些矛盾和问题，本文从理论和实证的层面对县域经济发展的模式进行了深入研究。 首先，论文对中国县域经济的内涵、地位和面临的问题进行了系统的概括。县域占中国国土总面积的94.0％，人口总量的70.41％，GDP的56.31％。县域经济是一种综合型、联结型、开放型、特色型和非平衡型的区域经济，已经成为国民经济社会发展的基本支柱、培育经济新增长极的重要途径、实现区域经济合作的主要基础、统筹城乡的重要环节、全面建设小康社会的战略途径和建设社会主义新农村的重要载体。但是，目前诸多县域产业层次和农业效率较低、中小企业尤其是龙头企业发展不足、教育水平和人力资源素质较低、农民收入增长乏力并面临较大困难、县域城镇化建设滞后于工业化。 其次，论文提出了中国县域经济发展的总体模式。在借鉴美国、欧盟、日本等发达国家发展地区经济的成功经验、总结中国县域经济发展的成功经验与模式的基础上，针对目前中国县域经济发展的问题和目标，提出了以特色产业集群发展为主要内容的总体模式，即立足县域特色，以支柱产业发展为目标，以特色产业集群化发展为主线，以组织模式为动力和调控，以运行模式为支持和保障，发展壮大县域经济。它包括以下三个具体模式： 1．产业结构模式。论文在综合分析县域经济产业结构优化影响因素的基础上，提出产业结构优化的总体思路，指出新型工业化是县域经济产业结构优化的必由之路，而发展县域特色产业是产业结构优化的重要途径。进而，论文对特色经济的内涵做出了科学的界定，系统分析和研究了县域特色产业以自然资源差异为基础、以社会资源差异为基础和以综合竞争力差异为基础的形成路径，通过市场化、规模化、创新化、开放化、生态化和品牌化等的发展路径。然后，针对县域特色产业选择构建了特色产业的评估模型，并进行了陕西省某县特色产业选择的实证研究和分析。 2．组织模式。论文在借鉴国外主要发达国家的郡县制管理体系经验的基础上，将中国县域经济发展的组织模式构建为“服务型政府+民营企业集聚+特色产业园区承载”的新型多重推动模式，即政府为主导，市场为基础，特更多还原

【Abstract】 Chinese county has experienced more than 2,000 years evolution, particularly since the 1980’s, its development of economy has obtained the huge achievement and become a powerful drive in the national economy and the social development. But the Chinese county economy of east, center and west develop seriously unbalanced, many counties have encountered outstanding contradictions and deep-rooted problems in the developing process, such as resources, capital, market, people, technology, concept and system. This paper has carried on the exploration to the development pattern of county economy from the theory and the practice, in order to resolve those questions.Firstly, the paper has carried on a systemic and across-the-board research to the Chinese county economy. With the development of society, the connotation of county economy becomes more and more richness. County economy is one kind of region economy, which is synthesis, joint, open-type, characteristic, and not in balance. The county accounts for the total Chinese area 93%, the total Chinese population 70.41%, and the Chinese GDP 56.31%. County economy has already become national basic pillar of the socio-economic development, and developing county economy has already become the important approach fostering new economy increasing, the main foundation achieving corporation of the regional economy, the important link pooling in urban and rural areas and the strategic route of constructing well-off society across-the-board. But, there are many problems, such as, the level of county industry and agricultural efficiency are relatively low at present, small and medium-sized enterprises (especially leading enterprises) develop insufficiently, education level and the quality of human resource are low, the growth of farmer’s earnings is very slowly and faces many difficulties, county urbanization lag behind industrialization.Secondly, the paper put forward the development pattern of Chinese county economy.
