【摘要】 在可持续发展成为人类社会发展的主题与前进方向、中国着力建设和谐社会的今天,可持续发展理论也成为了指导新疆开发自然资源的重大理论基础。矿产资源做为对社会经济系统具有重要支撑作用的基础资源,其可持续发展利用问题也成为了整个新疆社会经济纳入可持续发展轨道的关键所在。本文的内容及研究框架如下:一、新疆矿产资源开发利用在社会经济发展中重要的战略地位这一部分系统分析新疆矿产资源禀赋特征,并从内部、外部环境、资源与经济发展、发展战略整合的角度诠释了新疆矿产资源开发对区域经济发展的带动作用。又从产业定位、资源承载力与资源安全分析了新疆矿业经济在中国21世纪经济发展系中的坐标,得出结论:新疆成为了中国21世纪矿产资源接替区。二、新疆矿产资源的资源耗竭和综合承载力研究首先解释了矿产资源的稀缺性与耗竭性的概念,分析了新疆矿产资源的稀缺与耗竭问题,并围绕着新疆矿产资源综合承载力区域评价,针对矿产资源承载经济发展的能力、矿产资源的人口承载力,以及生态环境、土地资源水资源支撑新疆矿业发展的能力加以研究。三、新疆矿产资源的配置对矿产资源在社会生产和经济系统中的作用和地位加以分析,以资源资产化为切入点,针对制约新疆矿产资源配置的因素,提出了资源化与资产化相结合的管理模式,并将产权管理体系、价值核算体系引入矿产资源配置中,以规范市场促成资产化管理体系的建立。四、新疆矿产资源开发与生态环境建设的协调发展在新疆矿产资源开发与生态环境建设的协调发展问题上,就矿产开发诱发的主要生态环境问题与地质灾害,分析了矿业开发与生态环境保护的关系,提出了新疆矿产资源与生态环境的同步开发措施。更多还原

【Abstract】 At present, when the sustainable development grow into the chief subject and advance direction of human society, and China even strive to found the harmonious society, the theory of sustainable development become the foundation which guide the exploitation of the natural resource in Xinjiang. Being the basic resource which sustain the system of the economic and society, the sustainable development of mineral resource even become the key which fit the society and economics of Xinjiang into the sustainable development road.The study frame and prime content are as follows:I. The important strategy situation of the exploitation of Xinjiang’s mineral resources in the society and economics developmentThis part analyzed the characteristic of Xinjiang’s mineral resources, and even demonstrated the promotion of the Xinjiang’s society and economics by the exploitation of mineral resources from these views: the internal and external environment; resources and the development of economy; the readjust of the development strategy. Then the paper analyzed the orientation of Xinjiang’s mineral economics in the Chinese economical system, and in the views of the industrial orientation; carrying capacity; the resources security, it made this conclusion: Xinjiang becomes the replay region of the Chinese mineral economics in the 21st century.II.
