【摘要】 中国拥有世界上最大的种子生产与供应系统。但是，中国种子经营企业数量多、规模小，市场化程度不高，种子市场管理严重失控。海外公司抢占国内市场，中国种子行业面临严峻的竞争压力。如何提高中国种子企业竞争力水平，成了一个迫切需要解决的焦点问题。 本项研究借鉴企业组织理论和产业经济学企业竞争力理论构建中国种子企业提高竞争力水平成为本研究的在理论上探索的问题。研究方法采用了系统分析、比较优势分析，通过改进主成分分析法，建立中国种子企业竞争力评价方法。并通过案例分析进行实际应用。本项研究在以下三个方面进行了创新性探索： 一是在竞争力理论分析基础上对种子企业竞争力发展理论进行了探索。 第一、从产权制度和企业经济学角度阐明中国种子企业的内部、外部经济学特征，该特性是中国种子企业发生，成长的原动力。 第二、从经典企业竞争力理论角度阐明中国种子企业党争力源泉，其实质是企业核心竞争力。比较优势理论，战略、结构、绩效(SSP)理论，技术变迁理论是现代企业提高竞争力的主要手段。中国种子企业提高竞争力，需要不断从上述理论中汲取经典理论和现代理论之精华。 第三、运用上述理论，构建中国种子企业竞争力评价指标体系。 二是构建中国种子企业竞争力评价指标体系，并应用于四个种子部门的企业竞争力分析。 通过对100家水稻种子企业竞争力分析，50％的中国水稻种子企业具竞争力。通过对100家玉米种子企业竞争力分析，40％的中国玉米种子企业具竞争力。通过对100家小麦种子企业竞争力分析，42％的中国小麦种子企业具竞争力。通过对100家棉花种子企业竞争力分析，41％的中国棉花种子企业具竞争力。取得了重要的分析结果。 三是提出了中国种子企业经营体制和经营方式的创新的政策建议。 改革种子企业管理体制；深化国有种子企业体制改革；修改不相适应的法规和政策；调整公共财政对种子企业的支持政策；深化种子企业科技管理体制改革；加强人才培养引进；提升科技创新水平。要逐步形成不断提高支持中国种子企业竞争力的政策体系。更多还原

【Abstract】 China has the biggest seed production and the supply system in the world. But, there are too many seed management company that the scale is small and the marketable degree is not high, the seed market management seriously loses control. The overseas company seizes the domestic market, the Chinese seed trade faces the severe competition pressure . How to improve Chinese seed company’s competitive power has become the main question which urgently needs to solve.Using enterprise the theory of organization and the industrial economics as reference , constructing China seed profession with enterprise competency theory in order to raise the competitive competency has becoming the main the question which theoretically . The research methods includes the System Analysis and Comparative Advantage Analysis. Assessment methods of China seed profession’s competency is established by the improvement principal component analysis and are been applied to practice through the case analysis .In this paper, a innovation exploration is given in terms of the following three aspects:One: studied on development theory of the enterprise competency which bases on competency of theoretical analysis.Firstly,from the view of properity institute and enterprise economic, make clear the economic character of Chian seed enterprise exist both in and out side,this character is the engine of Chian sedd company to be bourn and growt.Secondly, from the view of classicle theory of company competation, find the original theory for China seed company, in fact it is the company’s nuclear competation.comparative superiority theory and the achievements (SSP) theory, technical vicissitude theory is the main method for modern company to improve its competence. For China seed company to improve its competence, the essencial theory both in classical and modern theory of company competence must be received.Thirdly, industry devement theory, Profession concentration degree, rion- market barrier, integrated management, collectivization management, variety property system, competitive advantage, technical innovation.is the development theory for China seed company to be obeyed in its innovation and reformation, on the base of these theory, the evaluation indx for assesing the competence of China seed company is constructedTwo: a appraisal index system about construction the China seed profession competency was establish, and applied it to analyze four seeds departments’ enterprise competency. By analysis to 100 rice seed enterprises’ competency, 50% of China rice seed enterprise has the ability of competency. By analysis to 100 corn seed enterprises’ competency, 40% of China corn seed enterprise has the ability of competency . By analysis to 100 wheat seed enterprises’ competency,42% of China wheat seed enterprise has the ability of competency.
