长江中下游干流岸线资源评价

【摘要】 岸线资源作为水陆交界地带重要的国土资源,长期以来对它的应用研究仅限于少数区域,理论研究几乎没有。本文在中国科学院“九五”重大项目的支撑下,结合长江中下游典型区域的分析,探索了岸线资源评价的理论和方法。基于前人的研究,通过对岸线资源基本概念、属性特征、利用方式的讨论,本文初步给出了岸线资源及其评价的基本定义,提出了内河岸线资源利用分类,制订了岸线评价的基本程序和主要步骤,从而为岸线资源研究奠定了理论基础。长江中下游岸线长达3500余公里。通过岸线资源自然属性分类,本文首先运用GIS手段,进行了研究区域岸线资源总量调查和分类长度量算的工作。其次,以基础理论为指导,通过运用GIS、统计分析、综合分析等定量、定性方法,完成了研究区域300多个岸段的岸线自然条件评价和开发条件评价研究,并在此基础上,初步提出了长江中下游岸线资源开发利用的基本建议。第三,为使研究区域后续的岸线资源研究工作更顺利地进行,本文初步建立了基于MapInfo软件的长江中下游岸线资源信息系统,内容主要包括岸线资源数据库和港口数据库两大部分。最后,本文运用港口地理学的基本理论和方法,探索了长江中下游岸线资源的主要利用方式——港口的优化配置问题,划分了长江中下游港口组合区。通过研究,本文认为,长江中下游岸线资源主要受岸前水深和岸线稳定性的影响,质量好的岸线资源有限。岸线整体质量存在明显的属性差异、岸别差异和地区差异,是形成目前岸线开发利用地区间不平衡的重要自然基础。因此,重视岸线资源的评价研究、加强岸线资源的治理保护、坚持以港口、工业、仓储等主要利用方式为主的多方式开发、实施全面保护、重点治理、南北联合、地区协作、分步开发的方针是保证长江中下游岸线资源得以持续利用的基本策略。

【Abstract】 Water-front resources, situated in the interface of river and land, is one of the most important land resources in China. Whilst there are few practical studies reported, especially theoretical studies. Supported by the ‘95’ Project of Chinese Academy of Sciences, this dissertation discusses the theory and methods on evaluating water-front resources by analyzing typical water-resources along the lower and middle reaches of Yangtze River. It can be mainly divided into three parts: In first part,based on the discussion and analysis to the basic concepts, natural attributes and using-types, this paper illustrates the common definition and utilization classification of water-front resource, presents the basic programme and main steps of resource elevation, and then founds the principal theory of water-front resource research. In second part,at first by mean of geography information system(GIS), the total water-front resource are investigated and the lengths of various water-front types are measured. Secondly, the evaluation to nature setting and the exploration conditions of 300 sections are conducted by GIS tools, statistic methods and synthetic analysis, and then some suggestions on water-front utilization are presented. Thirdly, the water-front resource information system of the lower and middle reaches of Yangtze River is set up,which includes the databases of the water-front resources and port resources. Finally, based on the theory and methods of port-geography,ports scheme and port-group division are put forward. In third part,the author draws some conclusions: (1) There are not many high quality water-front resources because of the affection of stability and depth of the water-front resources. (2) The evident distinction appears in attributes, classification and area characters, which result in non-balance of areal water-front utilizations. (3) Therefore, more considerations should be paid to the assessment of the water-front resources, and the harness and protection measures should be strengthened by multi-mode utilization (mainly including port, industry, storage, tourism, etc.). At last, the author puts forward to measures of exploring the water-front resources along the lower and middle reaches of Yangtze River, that is, protection in whole, harnessing in stress, exploration step by step, union between north and south and co-operation among regions. These are the foundation of sustainable utilization to the water-front resources along the lower and middle reaches of Yangtze River.
