【摘要】 强于世界者必盛于海洋,衰于世界者必先败于海洋。从国际上看,世界上经济大国莫不是海洋大国。21世纪是人类全面开发利用海洋的世纪,海洋问题已成为世界各沿海国家高度关注的议题。我国既是世界上人口最多的大国,也是海洋大国。保持我国社会经济的可持续发展,实现中华民族伟大复兴的战略目标离不开海洋。1995年江泽民主席指出:“我国是一个陆地国家,也是一个海洋大国。”开发和利用海洋,对于我国的长远发展将具有越来越重要的意义。我国已经确定,在21世纪初期实施国家发展战略时,适时启动和实施建设海洋强国的国家发展战略,努力把我国建设成为海洋科技先进、海洋经济发达、海洋生态环境健康、海洋综合国力强大的海洋强国。作为沿海开放城市和国家重要的海洋科研基地,青岛市聚集了大量的海洋科技人才和海洋科研机构,是我国建设海洋科技产业城最具潜力的城市。20世纪90年代初,我市部分专家学者提出了“从海洋科学城走向海洋产业城”的初步构想,市政府已经把发展海洋科技和电子信息产业作为跨世纪发展高新技术、加快产业升级的两大重点,并决定用10年左右的时间创建“青岛海洋科技产业城”(以下简称“创城”)。 青岛市的“创城”工作已经引起了有关方面的重视并得到了国家科技部的明确支持。2001年1月21日,科技部召开第35次部务会议,研究组建青岛海洋科学研究中心等问题。会议支持青岛建设海洋科技城。因此,尽快把青岛市建设成为我国重要的海洋科技产业城,不仅具有重大的理论意义,而且对于加快推进实施我国海洋强国战略具有重要的现实意义。 本文在大量调研和系统论证的基础上,紧密结合青岛市海洋产业发展的现状特点,应用新产业区理论以及区域经济理论和开发模式等,追索了创建我国海洋科技产业城的理论渊源。 本文通过比较分析不同类型世界科学工业园区的发展历程、区位布局、管理体制、运行机制及政府促进园区发展的法规政策,试图为规划设计我国海洋科技产业城提供有益的借鉴和总体思路。更多还原

【Abstract】 Title: A powerful country in the world must be powerful in the ocean, while a weak country in the world must first be weakened in the ocean. Internationally, all the economic powers in the world are powerful in the ocean. Twenty-first century is a century for the mankind to fully develop and utilize the oceans, and the ocean-related problems have been becoming a seriously concerned subject of the coastal states worldwide. As a large ocean state and the most populous country in the world, China cannot, without developing the oceans, maintain its sustainable development in society and economy and realize the strategic object of fulfilling the renaissance of the Chinese nation. In 1995, President Jiang Zemin points out that, "our country is a land nation, but also a large ocean state" . The development and utilization of oceans are becoming increasingly significant to the long-term development of China. China has determined that, while carrying out the state’ s development strategy in the beginning of the 21st Century, China will initiate and carry out the development strategy of building a powerful ocean state at an appropriate time, and will make an endeavor to build China into a powerful ocean state with advanced ocean science & technology, developed ocean economy, healthy marine ecological environment and strong overall national strength.As an open coastal town and the national key base for ocean science & technology with a large collection of talents and research institutions in this field, Qingdao is the most potential town for establishing a town of marine science & technology industry in China.At the beginning of 90’ s of the 20th century, some experts in Qingdao made a tentative proposal of "transforming a town of ocean science intoa town of ocean industry" . The Municipal Government of Qingdao has long taken the development of ocean science & technology industry and the development of electronic information industry as the two key sectors in the cross-century development of high and new-technology as well as in the acceleration of upgrading industries. The Government has also decided to create and establish "An Ocean Science & Technology Industry Town of Qingdao" with about 10 years’ time (hereinafter referred to as "create the town" ).The efforts of Qingdao Town in "Creating the town" have attracted the attention of various parties concerned and obtained the positive support of the Ministry of Science and Technology. On 21 January 2001, the Ministry of Science and Technology convened its 35th Ministerial meeting to discuss issues such as organizing Qingdao Ocean Science Research Center. The meeting also expressly supported Qingdao Town to build an ocean science town. Therefore, it is not only significant in theory to build Qingdao Town into an important ocean science & technology industry town of China, but also significant in practice for accelerating the implementation of the "powerful ocean state" strategy of China.Based on the large amount of investigation and research work, this Paper probes into the fundamental theories of building national ocean science & technology town by means of closely considering the present situation and characteristics of the ocean industry development in Qingdao and by applying the new industry zone theory as well as the regional economy theory and development model etc.This Paper compares and analyses the development processes, locations and layouts, managerial systems, operational mechanisms of scientific & industrial parks of various types in the world and the laws, regulations and policies of their governments for promoting their development. Thereby, this Paper try to be used as a reference forplanning and designing the national ocean science & technology industry town.Based on the former research, this Paper further explicitly pinpoints the meaning, characteristics, functional localization and development object, proposes the construction target and basic thinking in "creating the town" .This Paper makes a systematic analysis of the advantages and constraint conditions of Qingdao Town in establishing the national marine science & technology industry town, and on the basis of which, proposes the basic framework model of "one center, two park districts" in the ocean science & technology industry town.This Paper also makes a classified analysis and research on the primary, second and tertiary industries in the overall ocean industry by applying the 3-level ocean industry division method. By research and analysis of the typical cases and starting from the interrelationship and transformation mechanism amongst science & technology, products and industry, this Paper earnestly analyses the deep-seated factors limiting the transformation of ocean science & technology into ocean industry, proposes the suggestions for promoting the industrialization of the ocean scientific & technological achievements of Qingdao Town and operational model of ocean industrialization appropriate to the local conditions. By comparison and analysis, this Paper proposes the overall thinking, key emphases in work and concrete countermeasures for the construction of the ocean science & technology industry town in Qingdao, and provides a useful reference for building ocean science & technology industry town in China.更多还原
