基于循环经济的资源型城市发展理论与应用研究

【摘要】 资源型城市是提供我国能源和原材料的主体,为我国经济和社会的发展做出了重要贡献。同时也面临着矿竭城衰和生态环境破坏严重等问题。资源型城市发展成为政府和学术界关注和研究的热点。但由于线性经济发展模式的制约,时至今日仍然没有找到有效的发展途径。因此,研究并探索资源型城市持续发展的途径迫在眉睫。本文在分析资源型城市发展基本特征、演进方向及对循环经济基本理论研究的基础上,认为循环经济是实现资源型城市持续发展新的途径和必然选择,提出了基于循环经济的资源型城市发展理论,并以铜陵市为例进行了应用研究。 1.研究了我国资源型城市发展的基本特征与演进方向。从资源型城市发展、可持续发展理论和循环经济发展方面分析了研究现状及存在问题;对我国资源型城市发展的特点、面临的问题以及障碍根源进行了剖析,讨论了国外资源型城市发展经验及启示,探讨了我国资源型城市的演进方向,提出发展循环经济是实现我国资源型城市持续发展的有效途径。 2.研究了循环经济理论对资源型城市发展的导向作用。总结了循环经济的内涵与主要特征,回顾了循环经济的产生与发展过程,分析了循环经济与可持续发展的关系,指出我国资源型城市发展循环经济的必然性和紧迫性,探析了循环经济理论对资源型城市的产业重构、非线性和非物质发展的导向作用。 3.深入研究了基于循环经济的资源型城市发展理论。提出了资源型城市发展的拐点理论、循环理论和系统理论。分析了资源型城市发展拐点出现的必然性、周期性、滞留性和方向不确定性等基本特性,给出了资源型城市发展拐点变化趋势判别条件及数学表述,对城市发展方向和变化趋势进行了预测,为资源型城市发展预警机制的建立提供了依据;首次提出资源型城市循环由物质循环和非物质循环构成。在分别对产品、企业、产业、市域、区域、国家和全球层次的物质循环进行分析的同时,对意识思维链循环、价值导向链循环、知识创新链循环、信息传递链循环、产业结构链循环等非物质循环进行了讨论,基于资源型城市的非物质循环概念,提出五次产业结构体系及其实现方式。提出了描述各循环间关系的“四层说”;提出资源型城市发展系统是一个开放的复杂系统,系统由发展动力系统、发展支持系统、发展评价系统构成。给出了系统的概念模型,分析了系统之间的关系;提出资源型城市发展的基本模式及保障措施。 4.提出了基于循环经济的资源型城市发展指标评价体系,探讨层次分析法、神经网络分析法、支持向量机分析法在资源型城市发展指标评价和预测中的应用,并运用神经网络分析法对铜陵市主要发展指标进行了评价和预测。 5.提出了基于循环经济的资源型城市发展理论在铜陵市的实现方案:建立循环经济试点企业、建设生态园区、构建五次产业体系等实现循环经济发展目标的途径和政策法规、信息平台、支撑体系等保障措施。

【Abstract】 As the major supplying units of energy and raw materials, resource-based-cities have contributed greatly to the development of our economy and society. Meanwhile, they are confronting with many serious developing problems, such as the exhausting mineral resources, the declining cities, and the aggravating ecological environment, etc. The government and academe have focused on such problems also. Due to the restriction of the linear economic developing pattern, however, effective ways of resource-based-cities’ development haven’t been found, yet today Therefore, it’s urgent to find a sustainable development way for resource-based-cities. On the basis of analyzing the primary features, evolving directions, and the principle of recycle economics, as a new way and inevitable selection to realize the sustainable development of resource-based-cities, the recycle economic theory is put forward in this paper, and the application research has been carried out in Tongling City.1. The primary features and evolving direction of resource-based-cities. The existing problems are analyzed from such aspects as the development of resource-based-cities, sustainable development theory and recycle economic theory. The developing features, the confronting problems, and the root of developing obstacles of resource-based-cities have been probed into; the developing experience and enlightenment of foreign resource-based-cities are also analyzed. The different evolving directions of resource-based-cities have been discussed and it is put forward that developing recycle economy should be an effective way to realize the sustainable development of resource-based-cities in our country.2. Recycle economic theory and its guidance upon the development of resource-based-cities. The connotation and main characteristics of recycle economic theory, its emergence and developing process are summed up. The relationship between recycle economy and sustainable development is discussed, the inevitability and urgency for resource-based-cities to develop the recycle economy have been realized; with nonlinear and non-material developing characters, the recycle economic theory’s guidance on the industry reconstruction has been further discusseded.3. The development theory of resource-based-cities on the basis of recycle economy. The inflexion point theory, recycle theory and systematic theory of the development of resource-based-cities have been brought forward. The basic properties of the inflexion point in the developing process of resource-based-cities have been analyzed, such as their inevitability, periodicity, detainablity, and uncertainty in direction; the judgment requirement and mathematical narration of the changing tendency of the developing inflexion of resource-based-cities have been confirmed to indicate the developing direction and changing tendency, the warranty of predictivewarning system of the development have been also established; the circular structure of resource-based-cities, which comprises material and non-material recycles, has been advanced for the first time. It is pointed out that the material cycle consists of product, enterprise, industry, city levels, district levels, country and global levels, the non-material cycles consists of cycles of awareness and thinking chain, value orientating chain, knowledge innovating chain, information transferring chain and industry constructing chain. On the basis of non-material cycles, the five-grade-construction system of different industries and their realization modes have been established. The four-level theory is also put forward in this paper by describing the relationship among different cycles. It is considered that the developing systems of resource-based-cities are opening and complex, they are composed by developing power system, developing support system and developing evaluation subsystem.
