师范院校竞争战略研究

【摘要】 本文以处于经济体制转型、管理体制转型中的师范院校为对象,研究师范院校的战略管理问题,探索我国高等学校战略管理的创新之路。 首先,论文针对国家《面向21世纪教育振兴行动计划》对师范院校的战略性影响,分析师范院校所面临的竞争形势,提出对师范院校发展具有普遍意义的竞争战略问题,阐述师范院校竞争战略研究的意义和目的,对相关文献进行综述,并且确定本文的研究内容、方法及技术路线。 其次,论文在分析高等学校组织属性的基础上,探讨高校战略管理与企业战略管理的共性与差异;通过对竞争位势理论、资源基础理论、动力能力理论等主流战略理论的分析,探讨战略理论用于高校管理的可行性,论述企业战略理论对师范院校竞争战略研究的启示,并且对师范院校竞争战略作出研究预设。 再次,论文在分析师范院校产品性质和市场竞争规律的基础上,提出师范院校竞争战略的应用框架,主要包括:战略环境分析、资源与能力分析、竞争分析的分析框架;战略使命、标的制定原则;基本竞争战略、业务战略和职能战略的模式;以及竞争战略实施和控制的方法。 再次,论文在对盐城师范学院所处的宏观环境、行业环境、区域环境等外部环境以及资源、能力、核心竞争力等内部条件进行具体分析的基础上,对盐城师院的服务区域、服务层次、服务内容和办学规模进行定位,继而进行盐城师范学院竞争战略方案设计,其中包括:战略使命与目标设计、重点战略以及重大战略工程设计、职能战略设计以及战略实施与战略控制设计。 最后,论文从高等学校组织属性、高等教育产品与市场特性、师范院校竞争战略的制定与实施等方面作出研究结论,对论文的创新之处和不足之处加以总结,并且提出了一步研究的展望。

【Abstract】 This dissertation focuses on the competitive strategy for the Chinese normal universities and colleges, which are under the transition of financial and managerial modes, and seeks for the methodology innovation of the management of the Chinese institutions of higher education.First of all, on the basis of the discussion about the strategic effect of the 21-Century Plan of the Vitalization of Chinese Education by the government, this dissertation analyses the competitive situation within the field of higher education, advances the topic about the competitive strategy of the normal universities and colleges, clarifies the significance and the aim of the research, gives a summary of the relative researches, and puts forward the content, the methods and the outlines of the research.Secondly, on the basis of the analysis of the organizational attribute of the institutions of higher education, an exploration is made into the similarity and the difference of the strategic management between enterprises and institutions of higher education. By analyzing the feasibility of the application of enterprise strategic management theory and methodology in the management of the institutions of higher education, the dissertation continues to discuss the inspiration from the theory of enterprise management on the part of the study of competitive strategy for normal universities and colleges, and to make a pre-designing of the structure and principles of the research.Thirdly, on the basis of the analysis of the product property and the market regularity of normal universities and colleges, an application framework is made about the environment analysis, resource and competence analysis and competition analysis, about the principles to make the strategic mission and goal, about the modes of basic competitive strategies, vocational strategies and administrative strategies and about the methods of strategy implementation and strategy control.Fourthly, to put the above theory and methods into practice, the dissertation takes Yancheng Teachers College as a specimen. On the basis of the analysis of its external environment and internal factors, a specific design of competitive strategy is made for Yancheng Teachers College, including the strategic mission, the strategic goal, the important vocational strategies, the administrative strategies and the methods of strategy implementation and strategy control.Finally, on the basis of above discussion, a summary is made about the organizational attribute of the institutions of higher education, the product property and the market regularity of higher education, and about the theory and methods of the competitive strategy for normal universities and colleges. Meanwhile, by pointingout the innovative and defective factors of this dissertation, a prospective view is made about the further researches.
