【摘要】 做为政府信息化的主要形式，电子政务既是全球化、信息化发展的产物，也是政府行政改革的内在要求和技术动力。电子政务是涉及到技术、政策、组织和制度等层面问题的复杂系统工程，它的实施必须以理论上的突破为基础和先导。因此，对电子政务的研究是一个时代性课题，有一定的理论和现实意义的。本文认为，电子政务是信息技术与政府创新相融合的产物。自20世纪70年代起，全球性的行政改革浪潮和信息技术的高速发展都对人类生活产生了巨大的影响。进入九十年代，这两个领域相互融合,已经成为一种不可阻挡的趋势。打破传统的行政模式，建立适应全球化和信息社会的新行政模式，既是时代对改革的迫切要求，又是当代行政改革的自觉目标。电子政务的出现，恰恰迎合了这种要求，推动了当代全球政府行政模式由传统行政官僚制向适应信息时代发展需要的新模式的转变。“从根本上来说，电子政务不仅仅是通过互联网行使政府的特权，而且是工业化社会向信息社会转型的一次变革”。本文将电子政务作为信息化社会的政府治理的一种模式选择进行了研究。在理论方面，系统地分析了电子政务产生的时代背景，它的内涵及主要特征；在实践方面，从对各国电子政务发展的分析比较，以及对中国电子政务建设中存在的问题的观察和思考，提出了中国电子政务发展应采<WP=155>取的策略和模式，针对制约各国电子政务发展的主要问题之一“安全问题”进行了重点研究，并就如何解决这一问题提出了自己的观点。本文的基本内容主要由前言、六章和结语构成。在前言中，对电子政务研究的背景、国内外对该课题的研究情况以及本文的理论意义和实用价值等进行了说明。并提出了本文的核心观点：电子政务是政府创新与信息技术相融合的产物，是政府创新的信息化模式，只有与政府创新紧密结合，电子政务才能得到良性发展。第一、二、三章主要从理论上对电子政务与政府创新的关系、电子政务的内涵及其价值、电子政务下政府创新的内容等进行了研究，认为全球化、信息化是电子政务产生的技术动因，而政府创新则是电子政务产生的理论源泉。第一章首先概述了政府管理的信息化发展趋势，对政府创新的概念及其本质进行了界定；其次，对国外政府创新的理论及实践进行了研究，重点考察了克林顿的“重塑政府”运动与电子政务的兴起，以及彼得斯关于政府未来治理模式分析。第二章对电子政务的公共行政价值进行了分析。首先，从政府创新与信息化相结合的角度对电子政务的内涵进行了诠释。对当前理论界将电子政务简单归结为政府管理和服务的电子化、网络化，或者是信息技术在政府管理中的应用等观点提出了质疑。主张应该从更高的层次理解把握电子政务。电子政务给政府注入了一种全新的管理理念。电子政务不是传统政务与信息技术的简单叠加，也不是传统政务模式的电子化复制，而是借助于信息技术对传统政务的全面改造，是“一场深刻的革命。”其次，分析了电子政务对公共行政的影响，进而阐明了电子政务的公共行政价值。第三章对电子政务下政府运行机制的转变进行了分析。以信息技术在管理中地位的上升为起点，分析了由此所带来的政府行政模式的一系列新变化。重点围绕政府信息管理、政府组织结构、行政决策、政府业务流程、政府人才结构等五个方面，对可能出现的变革进行了分析，主要包括：政<WP=156>府信息公开与共享的加强，公众零距离获取政府信息成为可能；虚拟政府组织的出现以及政府部分功能虚拟化的倾向；政府决策条件与决策水平的提高，电子民主的出现；政府业务流程适应新技术条件所进行的重组与再造；政府人才结构的调整等。第四、五、六章是在前面理论研究基础上，对电子政务的实证研究。第四章对国外电子政务发展进行了比较研究。从组织实施、投资方式、功能定位、网站建设等方面对各国在发展电子政务中的做法进行了对比，对国外电子政务建设的普遍特点进行了分析。在此基础上，针对中国的具体情况，对中国电子政务建设提出了一些启发性的建议。第五章是对中国电子政务的实践探索。通过对中国电子政务的发展历程和发展现状的考察，分析了中国电子政务发展的特点、面临的主要任务以及存在的主要问题，并对中国电子政务建设中存在的问题进行了分析，提出中国电子政务发展的策略及模式选择。第六章对电子政务的安全问题进行了系统的研究。包括电子政务的安全理念、电子政务的安全管理和电子政务的技术安全三部分内容。对电子政务安全问题的研究在电子政务研究中有着特殊的地位，它虽然仅是电子政务的一个方面，但是却影响着电子政务发展的全局。因此，安全问题可以说是电子政务研究中不容回避也不应该回避的重要内容。在结语部分对本文的主要特点及理论价值和实践意义进行了说明。指出，随着未来社会政府治理模式向知识化管理、政府宏观政策引导、公共服务社会化、政府组织虚拟化以及政府功能模块化的演进，信息技术将在政府变革中扮演越来越重要的角色。政府创新与信息技术的融合是电子政务产生的直接原因，只有从政府管理变革的高度去认识电子政务，才能保证电子政务的良性发展，电子政务不仅仅是技术工具，更是推动政府管?更多还原

【Abstract】 As the main form of government information turn, E-Government is not only the outcome of globalization and information turn development, but also the inner demand and the technique motive that government administration to reform with. E-Government is a complicated system engineering that involves the technique, policy, organization and institution etc. It puts into practice must with theoretically of breakthrough for foundation with lead first. Therefore, to the research of the E-Government is an ages lesson, have the certain theories with the realistic meaning of.This paper puts forward that E-Government is an outcome of information technique and government innovation blends mutually. Since the 70’s of 20 centuries, the worldwide administration reforms’ wave tide and the high-speed development in information technology both to mankind life produced the enormous influence. Entering the 90’s, the blends of these two realms have become a kind of trend that can’t be impeded. Breaking the traditional administration mode, establishing a new administration mode to adapt to the world turn and the informational society, this is not only an urgent request but also a self-conscious target for contemporary administration reform. The emergence of E-Government, catered to this kind of request exactly, pushed the contemporary world government administration mode to change from traditional administration bureaucrat system mode to new mode that information ages development needs. “come to say by the root, E-Government not only is to exercise the governmental privilege by Internet, but also is to replace from industrial society to informational society”. This paper takes E-Government as a kind of mode choice for government administration in informational society to proceed <WP=158>research. In the aspects of theories, systematically analyzed the times of creation background to E-Government, the content and the main characteristic. The observation of the problem exsited in practice aspect, from to the analysis of the all countries E-Government development comparing, and to our country E-Government developments with consider, put forward the strategy that it should adopt with the mode, and to make one of the key problem “safety problem” that invite all countries E-Government development proceeded the thorough research, combining how to resolve this problem put forward my own standpoint.The paper is divided into eight parts. It includes the foreword, six chapters and conclusion.In the foreword, to investigative background in governmental affairs in electronics, domestic and international a researches of the lessonses circumstance and textual theories meaning with practical value etc. proceeded the elucidation. And put forward the textual core standpoint:E-Government is an outcome of information technique and government innovation blends mutually,it is informational mode of government reform. Only close combination with government reform, the E-Government then can get the positive development.The front three Chapters main focus on the research with content and it’s values, the relation of creative government and E-Government, the contents under E-Government etc. theoretically proceeded the research. Point out that world turn and information turn are the technique cause of E-Government , and the government reform is the theories headspring of E-Government.An information for first all saying government management turns to develop the trend, concept and its innate characters that set ups proceeded the define to the government.The next in order, proceeded the research to abroad on theories and practices of government innovation .The point investigation concentrate in Clinton’s “Reengineering government” ,the rise of E-Government, and Peter’s book concerning future in mode of government managing analysis.In Chapter 2 analyze the administerial values of E-government.
