【摘要】 本文是对中国政府土地管理行为系统研究的一个初步尝试。按内容大致可分为两大部分，第一部分(一、二章)是在阐明政府土地管理行为的本质和内涵的基础上，总结了学术界涉及政府土地管理行为研究的成果，从政府制定政策的决策过程、行政组织的管理行为两方面建立了政府土地管理行为的理论框架：第二部分(三、四、五、六章、结论)就我国政府土地管理重大决策和管理行为进行了具体分析，并提出规范和改进的建议。 各章要点如下：第一章导论，主要阐明政府土地管理行为的本质和内涵，研究的目的和已有的基础、研究的理论和现实意义等。第二章，首先，从政府管理的行政组织的建立，中央与地方关系的发展两方面阐明政府管理组织理论；其次，通过政策过程的分析，阐明政策的抉择理论；最后，从管理学的角度，分析土地管理中个体、群体、领导行为，阐明管理行为理论。第三章是对我国政府土地管理行为的总体分析，首先总结政府土地管理的特征：其次，分析了政府土地管理的组织系统；第三，从总体上分析了政府土地管理决策过程(以土地利用规划决策为例)，提出了改善规划决策的对策。第四章，选择耕地总量动态平衡决策个案资料进行分析，着重探讨了决策执行问题。第五章，分析和总结了我国政府农村土地管理的特点，指出我国农村土地管理存在的问题，探讨了政府适应管理环境的变化，加强农村土地管理，实现管理目标与管理手段协调的措施。第六章是对一类特殊管理行为的分析研究，着力分析了土地违法行为的成因，然后从约束组织成员行为角度出发提出控制土地违法行为的对策。结论部分是对本文分析研究从理论和对策两方面做出的总结。更多还原

【Abstract】 This paper made up of two sections, systematically studies the Chinese government’s land management behavior. Section 1 (chapters 1-2), based on the essence and connotation of the government’s land management behavior, summarizes the work done earlier and sets up the theoretical framework of the government’s land management behavior. Section 2(chapter 3-6 and the concluding part) analyses the Chinese government’s great land management policy-decision and its management behavior and puts forward some standard suggestions.Chapter 1, the preface, mainly explains the essence and the connotation of the government’s land management behavior, the accomplished research findings and the research purposes. Chapter 2 firstly discusses the management organizational system and the relationship between the central government and the local government, then explains land policy-decision theory through policy process analysis, finally analyses individual, group and leaders’ behaviors and clarifies the management behavior theory. Chapter 3, which focuses on the overall the analysis of the Chinese government’s land management behavior, firstly summarizes the characters of the Chinese government’s land management, then analyses the land management system, finally analyses the government land management policy-making as a whole by land use planning policy-making and proposes the suggestions concerned. Chapter 4 concentrates on fulfilling the policy-making by means of using dynamic balance of tilling land total. Chapter 5 analyses and summarizes the government’s rural land management characters, points out the problems of the government’s rural land management, then explores the government’s measures to coordinate objectives and management means on the basis of the management’s catering to the environmental changes. Chapter 6 analyses the reasons of the government’s land violation and puts forward the measures to control it from the viewpoint of limiting the organization member behavior. The concluding part summarizes the whole paper from the angle of theory and countermeasure.更多还原
