中国特色社会主义制度创新研究

【摘要】 中国特色社会主义制度是中国共产党90多年来领导人民奋斗、创造和积累的重大成就之一,是马克思主义中国化制度创新的实践结晶。马克思主义中国化是实践创新、理论创新与制度创新三位一体的统一过程,其创新成果从中国特色社会主义的形成和发展看,就是开辟了中国特色社会主义道路、形成了中国特色社会主义理论体系、确立了中国特色社会主义制度。这正是党的十八大对马克思主义中国化创新成果和中国特色社会主义科学内涵的新概括。目前学术界从制度视角对中国特色社会主义发生发展的进程和规律等问题的研究刚刚起步,整体系统性的研究成果还很少见。有鉴于此,本文选择马克思主义中国化制度视域的学理视野,以中国特色社会主义制度为研究对象,较为系统深入地研究中国特色社会主义制度创新发展的历史进程、基本经验、理论基础、成果形态、逻辑结构和良性运行等诸多基本问题。论文由绪论、正文和结束语构成。在篇章结构上,除绪论对研究意义、研究现状、研究内容、核心概念等作出说明,结语对本研究作出整体总结之外,正文分为三部分,即第二、三章是“方法论与理论基础”部分；第四、五章是“历史进程”部分；第六、七章是“逻辑结构与完善发展”部分。全文共约22万字,主要观点有：马克思主义中国化进程中制度创新与建构问题的理论研究,首先要确立科学的方法论。马克思主义包含着科学、丰富和独特的制度理论,这一制度理论立足于唯物史观,运用辩证思维,通过阐述生产力与生产关系、经济基础与上层建筑“二元结构”间的辩证统一关系,科学揭示了人类社会制度形态产生发展的客观规律和内在动因。坚持历史逻辑与理论逻辑的统一、社会实践逻辑与制度观念逻辑的统一是马克思主义制度理论的显著特点,也是其从根本上优于西方制度主义理论之所在。马克思主义制度理论是解读中国社会主义框架中制度建设问题的基本范式。中国共产党在社会主义方向上的制度创新与建设是一个典型的理性制度建构过程,这一过程是在马克思主义中国化整体框架中进行的。科学社会主义基本原则、马克思主义中国化理论创新成果提供了制度创新与建构的思想基础和理论指导。对中国特色社会主义制度而言,中国特色社会主义理论体系是制度体系创新和建构的直接理论指导。中国特色社会主义制度虽然确立于改革开放的伟大实践,是马克思主义中国化第二次历史性飞跃的重大成果,但是,这一制度创新的探索历程贯穿于中国共产党90多年的历史进程之中,是以马克思主义中国化第一次历史性飞跃重大成果为基础的,体现了一脉相承又与时俱进的历史逻辑。以毛泽东为核心的第一代领导集体在新民主主义革命时期对新型国家制度建设进行了初步探索,并在局部执政中进行了多方面实践,积累了丰富的制度成果和宝贵经验,为中国特色社会主义制度的形成提供了基础性资源。新中国成立后经过社会主义改造,确立了社会主义基本制度,奠定了中国特色社会主义的政治前提和制度基础。在此基础上形成的中国特色社会主义制度,是马克思主义同当代中国实际和时代特征相结合的产物,是马克思主义中国化制度创新的最新成果,是中国共产党制度建设史上的一次重大历史飞跃。改革开放30多年来,几代中国共产党人围绕中国特色社会主义这一主题,一以贯之、不懈探索、奋力实践,以道路作为实现途径,以理论体系作为行动指南,最终形成了作为根本保障的中国特色社会主义制度。这一制度体系的生成是制度继承、制度创新与制度转型三位一体的过程,遵循了实践性、价值性与时代性相统一的逻辑。意识形态的内在一致和极具弹性、推进主体的党群合作模式、制度变迁内生与创设的相互结合等,都是中国共产党人在社会主义框架内推进制度变迁的成功经验。中国特色社会主义制度作为一个系统,是由相互联系、相互制约的各个子系统构成的。从微观要素结构看,这一制度系统包含理念、规则、组织和载体四层要素结构；从社会有机体的横向结构看,中国特色社会主义制度包含经济制度系统、政治制度系统、文化制度系统、社会制度系统和生态制度系统等内容；从纵向运行层次看,中国特色社会主义制度包含根本制度、基本制度、具体制度和运行机制等四个层面。此外,中国特色社会主义制度作为正式制度规则与意识形态、道德传统、价值观念等非正式制度规则紧密结合在一起,因而对其进行非正式制度视角的研究就显得非常必要。中国特色社会主义制度的确立并不等于制度的成熟定型。实践创新、理论创新永无止境,制度创新与建构的进程也永无止境,中国特色社会主义制度化建设的道路仍然漫长。在新的历史条件下继续推进制度创新,不断完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化,这不仅是全面深化改革的总目标,也是中国共产党人在建设和发展中国特色社会主义实践中面临的一项十分艰巨的战略任务。坚定制度自信、推进制度创新、提高制度执行力,是深入推进中国特色社会主义制度完善和发展历史进程的主要着力点。更多还原

【Abstract】 The system of socialism with Chinese characteristics is one of the significant achievement in more than90years of the communist party of China leads the people fighting,create and accumulate, is the essance of practical in Sinicization of marxism. Marxism is the unity of practical innovation, theoretical innovation and system innovation of the trinity, it’s achievement from the view of the socialism with Chinese characteristics is open up the road of socialism with Chinese characteristics, form the system of theories of socialism with Chinese characteristics, establish the system of socialism with Chinese characteristics. This is the new summarize of the achievements of sinicization of marxism and the scientific connotation of socialism with Chinese characteristics in Eighteenth Party Congress, is also the objective basis of the path of confidence, the theory of confidence and the institution of confidence. Academics from the point of view of marxism sinicization research is still in its infancy and local search stage, there is few research achievements of the overall system. For this reason, this paper select theoretical system of marxism horizon of the field of vision, In the system of socialism with Chinese characteristics as the research object, further study of the theoretical basis of the system of socialism with Chinese characteristics, the course of history, the basic experience, logical structure of the form and positive operationet.The thesis consists of introduction, text and conclusion. The establishment of the socialist system with Chinese characteristics is not equal to perfect, like the theory of sinicization, sinicization of marxism system has no end. The construction of socialism with Chinese characteristics is still long, under the new historical conditions continue to push forward the system innovation, developing and perfecting the system of socialism with Chinese characteristics, promoting the modernization of national management system and management ability,this not the only goal of deepen the reform, but also the difficult strategic task that Chinese communists in the construction and development of socialism with Chinese characteristics practical.
