城镇化背景下农村校长专业发展研究

【摘要】 近年来,虽然关于校长专业发展问题的研究走进了研究者的视野,并产生了一批有价值的研究成果。但是,这些成果大都着眼于探讨校长专业发展的一般性规律,模式与政策保障机制,缺乏对特定校长群体专业发展困境的深刻理解与揭示。尤其是对于农村校长专业发展的研究更是缺乏系统性的深入研究。而我国的基本国情与农村教育的重要地位,决定了农村校长专业发展的重大社会意义。因此,本文选取了农村校长的专业发展问题展开研究。随着《国家新型城镇化发展规划(2014-2020年)》的颁布,中国社会即将进入快速城镇化发展的关键阶段。届时,将对农村教育带来前所未有的挑战与机遇。在新型城镇化发展历史进程中,农村教育如何发展成为重要的现时代课题。本文研究农村校长专业发展不是泛泛而谈,而是把这一问题置于新型城镇化背景下加以探讨,研究分析了农村校长专业发展存在的现实问题,探讨了新型城镇化带来的农村校长专业生活环境的改变以及新的角色挑战,在此基础了提出了依托城镇化如何促进农村校长专业发展的相关对策建议。本研究在一定程度上丰富了城镇化进程中农村教育相关问题的研究成果。本文由导论、正文五章以及结语七部分组成。导论部分对选题的背景、意义与价值、核心概念厘定、文献综述、理论基础与研究方法进行了总体性概述。第一章探讨了农村校长专业发展问题的由来。主要从二元制结构的先赋性不公、教育管理制度的隐性束缚、教育财政制度的优势偏斜等宏观政策方面分析了农村校长专业发展遇到的制度障碍。第二章梳理了城镇化背景下农村校长专业发展的问题形态。认为中国的城镇化可以简要地划分为省级政府设计、市县平级政府合作的城镇化和县级政府设计、统筹的城镇化两个推进层级。在省域城镇化的推进层级中,最为凸显的是城市-郊区(或城乡结合部)的教育发展不平衡问题;而在县域城镇化的推进层级中,县镇、乡村的学校发展与规划尤为重要。本文认为,研究农村校长专业发展问题,离不开对上述两个区域问题形态的讨论。第三章在访谈研究的基础上对三位农村校长的成长经历与制约因素进行了叙说。论述了城镇化进程对农村校长专业发展环境带来的改变,分析了制约农村校长专业成长的几个因素:如城市-农村教育资源的不公平流动、地方政府对农村校长专业成长的政策倾斜不够、农村校长培训体系的不完善以及“事务型校长”的实践反思困惑等方面。第四章梳理介绍了农村校长专业发展的国际经验与本土实践,从而为城镇化进程中农村校长专业发展合理化建议的提出奠基理论基础。第五章阐述了城镇化进程中农村校长专业发展的目标分解与路径选择。分析了城镇化进程中农村教育发展的价值使命及农村校长的角色担当,并在此基础上提出了城镇化进程中农村校长专业发展的内部和外部策略。结语部分从全文的研究状况出发,对研究进行了总结,并对农村校长专业发展的理想状态进行了展望。
【Abstract】 In recent years, although the topic of the principal professional development hasdrawn the educational researchers`alchemical attention and produced a number ofvaluable research results. However, these research achievements mainly focus on thediscussion of general principal professional development process, mechanism andpolicy support, which obviously lack of deep understanding of the plight of thespecific principal group`s professional development, especially lack of the study ofrural school principal professional development. Therefore, this paper selected therural school principal`s professional development as my research topic.With the policy paper National Development Planning ofurbanization(2014-2020) was promulgated, China society is about to enter a key stageof the fast development of urbanization, which will bring unknown challenge andopportunity to the rural education. The rural education has become an important topicin the development of urbanization. This study of the rural principal professionaldevelopment is not a general research, on the contrary, we put the research issuesunder the background of urbanization. The study makes an analysis of the problemsexisting in the rural principal professional development, the changes of rural principalprofessional living environment and the new challenges of the principal role. At last,the research puts forward some countermeasures and suggestions on how to promoterural principals’ professional development. This study enriches the research of ruraleducation in the process of urbanization in some extent.This paper consists of seven parts: introduction, five chapters and conclusion.The introduction makes an general overview of the background, significance andvalue, the core concept definition, literature review, theoretical basis and the researchmethods of the research.The first chapter discusses the origin of the problems of principal professionaldevelopment in rural areas with the perspective view from the urban-rural dualstructure, educational management system and educational finance system.The second chapter introduces the different problems of rural principalprofessional under the background of urbanization. Chinese urbanization can bebriefly divided into provincial urbanization level and the county level. In theprovincial urbanization level, the most prominent problem is the unbalancededucation development in the combination region of urban and rural. And in the county urbanization level, the problem of school development and planning isparticularly important.The third chapter discusses the restricting factors of the professionalization basedon the three rural principal’s personal interviews. The discussion focus on the culturalconflict between urban and rural schools. And based on the analysis of rural education,the study also tries to clarify the rural principal role in the process of new urbanizationpolicy.The fourth chapter introduces the international experience and domestic practiceof rural principal professional development, thus makes a solid theoretical basis forputting forward the reasonable suggestion of rural principals professionaldevelopment in the process of urbanization.The fifth chapter describes the goals decomposition and path selection of therural principal professional development. The study makes an analysis of the valueand mission of the rural principal professional development and in the end putforward the internal and external strategy to enhance the professional development.In the conclusion part, the study summarized the research, and prospected theideal state of rural school principal professional development.
