中国创意城市发展问题研究

【摘要】 随着城市化的推进,我国城市建设存在目标定位不明,无序竞争,盲目建设,致使城市生态承载力下降;城市经济出现倒退,城市功能质量下降;城市社会矛盾和分化现象突出,城郊、城乡差距拉大等诸多问题,迫切要求城市转型发展。创意经济是现代城市的灵魂。世界各国越来越重视创意产业在城市发展中的作用,把文化创意作为提升城市竞争力的核心。因此,发达国家首先从建设创意城市为重心,提出了增强城市竞争力的系统性举措。这为我国面临发展瓶颈的城市的转型提供了借鉴。本研究在梳理归纳国内外关于创意、创意产业、创意经济、创意城市等相关理论的基础上,探讨创意城市发展的产业支持、动力机制和在城市及周边经济发展中的作用,借鉴纽约、伦敦、东京等国际著名创意城市和国内上海、北京、香港等典型创意城市的发展经验,探索构建中国特色的创意城市评价指标体系,提出我国创意城市发展的思路和对策建议,以期对丰富创意城市理论、指导创意城市建设具有参考意义。全文包括七部分内容。绪论部分,明确了本研究的背景和意义、思路和方法、创新和不足。指出创意城市是世界城市发展的新范式,也是我国城市转型发展、提升竞争力的有效途径。第一章,创意城市的相关理论综述。在梳理总结国内外学者有关创意城市的理论文献和最新成果的基础上,剖析创意、创意产业、创意经济、城市竞争力、创意城市之间的互动关系,探究创意城市建设的核心要素,阐明创意城市发展对城市转型、增强城市竞争力、促进区域经济发展的的重要作用。本部分指出:创意产业是创意经济的支撑,创意产业的集聚以及集群化发展,推动着城市的产业结构由传统制造业向现代服务业升级,城市的功能空间由旧厂区改造向智能型空间转型,城市创意产业园区向创意城市演进,进而推动城市的增长方式由粗放型向集约型转变,城市竞争力提升,趋向可持续发展。第二章,创意城市发展的条件与动力机制。本部分在科学界定创意城市的内涵及特征的基础上,重点分析创意城市的发展条件及其核心要素之间的逻辑关系,揭示创意城市发展的动力机制,探究创意城市发展对区域经济发展的重要作用。第三章,我国创意城市的发展、问题及成因。本部分在简要概述我国创意城市形成发展的历程、现状的基础上,分析我国创意城市发展的主要特征,指出我国创意城市发展存在创意产业总体落后、对城市的带动力不强,创意城市功能不全、对区域经济作用不突出等问题,重点探讨我国创意城市发展的障碍性因素,为本研究提供国内实践支撑。第四章,国内外创意城市的发展及经验借鉴。本部分综合分析纽约、伦敦、东京等国际著名创意城市和国内上海、北京和香港等典型创意城市的发展及其核心动力要素,揭示创意城市发展的一般规律,并以此作为我国创意城市发展的经验支撑。第五章,我国创意城市评价指标体系的构建。概述创意城市评价指标体系构成内容,对国内外主要创意城市的评价指标体系进行综合比较分析,并基于此,尝试构建我国创意城市指标体系,分别从城市的创意能力、创意环境、创意活力三个方面对指标体系进行了解析。在此基础上,对我国四大区域有代表性城市的创意活动进行了评价,分析其动力机制,明确他们各自的发展方向。第六章,我国创意城市发展的路径选择。基于创意城市发展的动力机制和核心评价要素,借鉴国内外创意城市发展经验及探索,提出我国创意城市发展的路径选择和对策建议。本研究认为,创意城市建设需要发达的经济、集聚的创意产业、汇聚的创意精英、浓厚的文化氛围、开放的社会制度、包容的城市精神、广阔的创意产品需求。本研究认为:创意城市的发展和建设具有内在和外在的特殊需求,不是所有的城市都要建成创意城市,也不意味着创意活动、创意产业只能在个别城市发生,即所有城市都应该有创意活动、打造创意产业、发展创意经济,但不是所有城市都能建成创意城市。这要求我国城市的转型发展要与创意活动、创意城市建设紧密结合起来,科学定位城市发展方向,采取多种模式,建设既符合创意城市一般规律又具有地方特色的中国式创意城市。

【Abstract】 With the development of the urbanization, there are some problems in China’s urban constructionsuch as the unclear target location,unordered competition and blind construction, all of these result in thedecline of the urban ecological carrying capacity; the urban economy is retrogressing, the urbanenvironment quality is declining; social conflict and differentiation of the city is obvious, the gapbetween the urban and suburb areas, urban and rural areas is widening, and we are urgently pushing forthe urban development transition.The creative economy is the soul of modern city, and the cultural creativity competition is the coreof urban competition. Countries around the world are paying more and more attention to the role of thecreative industry in the urban development, especially the developed countries propose a series of newrequirements and initiatives to enhance the urban competitive power from the perspective of creativecities, and this can provide a reference for China’s urban transition, which is faced with the developmentbottleneck.The study is based on the summary of the relative theories at home and abroad including the creativeindustry, the creative economy, the urban competitiveness and the creative cities, the study discussesthe industrial characteristics and the dynamics mechanism of the creative city construction developmentand role of it in the regional economic development, the study learns the development experience fromsome international famous creative cities such as New York, London and Tokyo and some typicaldomestic creative cities such as Shanghai, Beijing and Hong Kong, the study explores the establishmentof the evaluation index system of the creative city construction with Chinese characteristics and putsforward the strategies,models,countermeasures and suggestions for the development of the creative cityin China so as to make a significant reference to the enrichment of the creative city theory and theguidance of the creative city construction in China.The paper includes the introduction and six chapters. The introduction has made the background andsignificance, ideas and methods, innovative and insufficient of the research clear. It points out thatcreative city is a new paradigm for the urban development, and it is an effective way for thetransformation development and the competitiveness improvement of our city.Chapter Ⅰ. Summary of the Theories. Be based on the summary of the theoretical literatures and thelatest achievements on the creative city at home and abroad, it discusses the creativity, creativeindustries, creative economy, creative cities, urban competitiveness and the interaction between thecreative cities, and it puts emphasis on the elaboration of the importance of the creative economicdevelopment in enhancing the competitiveness of the city, and points out the importance of creative cityconstruction. In this part, it points out: creative industry is the core of the creative economy, theagglomerate development of the creative industry forms the creative industrial cluster, and this promotesthe growth mode of the city’s economy shifting from extensive type to intensive type, the urban industrialstructure upgrades from the traditional manufacturing industry to modern service industry, the urbanfunction space transforms from the old factory to the intelligent space and in turn it promotes the evolutionof the creative city from a creative industry center.Chapter Ⅱ. The Conditions and Dynamic Mechanism of the Creative City Development. In this part,be based on the scientific definition of the connotation and characteristics of the creative city, it putsemphasis on the analysis of the development conditions of the creative city and the logical relationship between the core elements, reveals the dynamic mechanism of creative city construction, and exploresthe important role of the creative city construction to the regional economic development.Chapter Ⅲ. The Development, Problems and Causes of the Creative Cities in China. In this part,be based on the brief overview of the formation,development and the current situation of China’s creativecities, it analyzes the main features of the creative city development in China, and points out someproblems such as emptiness and convergence of the creative city development in our country, the creativeindustry is regressing as a whole, the driving force on the city is not strong, the creative city functionsare not complete, and the regional economic role is not prominent, this part puts emphasis on thediscussion of the obstacle factors of the creative city development in China to provide practice support forthe domestic research.Chapter IV. Creative City Development at Home and Abroad and Its Experience Reference. In thispart,it analyzes the development and the core dynamic factors of some international famous cities such asNew York, London and Tokyo and some typical domestic creative cities such as Shanghai, Beijing andHong Kong, reveals the general rules of the creative city development, uses the successful experience ofthe creative city development at home and abroad to provide practice support for the development of thecreative city in our country.Chapter V. The Construction of the Evaluation Index System of the Creative City in China. In thispart,it is based on an overview of the content of the evaluation index system of the creative city tocompare and comprehensively analyze the evaluation index system of the creative cities: the Europeancountries and Shanghai, and it analyzes the index system from the view of the creative ability, creativeenvironment and creative vitality respectively, on this basis, it evaluates the creative activities of thefour major regional representative cities in China, analyzes their dynamic mechanisms and makes clearthe development directions of them respectively.Chapter VI. The Development Choice of the Creative Cities in China.Be based on the core evaluationfactors of the creative city, the paper learns from the development experience of the creative cities athome and abroad, and puts forward the strategic choice, mode selection, countermeasures andsuggestions of the creative cities development in our country. This study suggests that the construction ofthe creative cities needs developed economy, agglomerate creative industry, many creativeprofessionals,strong cultural atmosphere,the open social system,inclusive city spirit and huge creativeproducts demand. It doesn’t mean that all cities should be built into creative cities,but all the cities shouldhave creative activities, establish creative industry, and develop the creative economy. This requires thetransition development to be combined closely with the creative cities and the creative cities construction,scientifically positioning the urban development direction, and takes a variety of modes to construct theChinese-type creative cities which can conform to the general rules of the creative city and at the sametime have local characteristics.
