继续教育人才培养的学分银行机制设计研究

【摘要】 改革开放以来,我国继续教育取得了巨大成就,已经成为我国学习型社会建设的重要组成部分,成为终身教育体系的四大支柱之一。然而,伴随时代的发展和社会的进步,继续教育的可持续发展出现了一系列新的问题和制约瓶颈:管理体制和保障机制亟待改革和完善,各继续教育形式之间利益驱动倾向严重,资源配置效率低下,缺乏有效的激励机制。如何解决上述问题和矛盾,以更好满足学习者的需要,推进继续教育的可持续发展,已成为摆在我们面前的重要任务。学分银行是一种新型的学习和教育管理机制。国外发达国家的学分银行实践和国内学分银行试点表明:学分银行具有方便、可行的优点,它有助于避免学习者重复学习,调动学习者继续学习的积极性,提高学习者受教育程度,增强学习者与教育者之间的激励相容度,促进终身学习理念的建立和学习型社会的形成;有助于区域内类型相同、级别相似的教育机构间的分工合作,及时沟通信息,减少低水平的重复,把因信息不对称造成的障碍降到最小;有助于政府对继续教育质量的统筹管理,促进合作机构之间的资源共享、优势互补,能适度刺激各办学机构之间的良性发展,使有限的继续教育资源利用达到最大化。为此,本研究从五个方面论述了学分银行及其相应的机制设计。首先,从学分银行的理性认识入手,对学分银行的概念、特征、功能、内部结构等进行了概括性的描述。其次,通过对我国继续教育现状与问题的分析,阐述了学分银行在满足人们多样化学习需求、促进继续教育资源有效配置方面发挥的不可替代的作用,通过对我国现有学分银行机制实践经验的总结和反思,进一步论证了学分银行实施的可行性。第三,以机制设计理论为基础,利用其核心内容分析继续教育发展中各种信息不对称和激励不相容的问题,找到解决继续教育问题的办法,即通过设计一种机制——学分银行,实现继续教育各种形式间发展的和谐愿景,达到个体利益与社会利益双赢的目标。第四,以国外发达国家和地区学分银行建设的实践为背景,通过对学分认证、积累与转换四种主要模式的研究与探讨,来尝试建构中国的学分银行机制。第五,站在国家顶层设计层面,结合我国继续教育现实和人们的实际需要,量身定做,打造平台,建立内部和外部运行、管理和保障机制,最终形成完整的学分银行机制运行的总体框架。

【Abstract】 Since China’s reform and opening up, the continue education made greatachievements in China. The continue education has become an important part ofbuilding a learning society in our country, and one of the four pillars of lifelongeducation system. However, along with the development and progress of our society,there are some new problems and constraints bottleneck to hinder the sustainabledevelopment of the continuing education. For example, the management system andguarantee mechanism need to reform and improvement, the profit-driven is seriouswithin different forms of the continuing education, the allocation of resources isinefficient and it is lack of effective incentive mechanism. How to solve the aboveproblems and contradictions have become an important task in front of us. Thesolution of above problems and contradictions is better to meet the needs of learnersand promote the sustainable development of continuing education.Credit bank is a new kind of learning and education management mechanism.The credit bank practice of developed countries and domestic credit bank pilotindicate credit bank possesses the advantages of convenient and feasible. The creditbank helps to avoid repetitive learning, to arouse the enthusiasm of learners tocontinue learning, to improve the learners’ level of education, to enhance the degree ofincentive compatibility between the learners and educators, to promote theestablishment of life-long study and the formation of a learning society. It also helpsthe division of labor cooperation, timely communication of information andcomplementary advantages on same type and similar level education institutions insame area and reduces the low level of repeat and to minimize obstacles caused byinformation asymmetry. It is useful for the government to plan as a wholemanagement of the quality of the continue education, to promote the cooperationmechanism between resource sharing, complementary advantages. It also canstimulate benign development moderately within cooperatively-run school and madelimited education resources to maximize.Therefore, this research is discussed from five aspects on its correspondingmechanism design. First of all, based the rational knowledge of credit bank, thegeneral description of the credit bank is given, such as, concept, characteristics,functions and internal structure. Second, by analyzing the status and existing problemsof continuing education in our country, this paper expounds the mechanism of credit bank to meet people diverse learning needs as well as to play as an irreplaceable roleon promoting efficient allocation of resources. Through the summary and reflection ofour country existing credit bank mechanism and practice experience, it has beenfurther demonstrated the feasibility of credit bank implementation. Third, based on thetheory of mechanism design, the use of its core content analysis to various kinds ofproblem about information asymmetry and incompatible incentive in the developmentof continuing education. Through the design of a mechanism of bank credits it is tofind solution to the problem of continuing education, to realize harmonious visionwithin various forms and achieve the win-win goal between individual interests andsocial interests. Fourth, reference the foreign developed countries and regions forcredit bank construction, it is trying to construct the mechanism of credit bank inChina, by researching and discussing the credit certification, accumulation andtransformation in the four main models. Fifth, standing in the national top level design,combined with China’s continuing education reality and people’s actual need, it istrying to build suitable platform, to establish the external and internal operation and toset the management and safeguard mechanism. Finally a complete mechanism ofcredit bank run overall framework is formed.
