改革开放以来中国行政体制改革目标研究

【摘要】 自1978年中国改革开放事业正式启幕以来,30余年间,中国各项改革发展已经取得了巨大成就。中国社会转型、政治、经济、文化等体制转轨都在快速推进,中国在国际社会的影响力也越来越大。在中国的改革事业中,有关行政体制改革的问题,一直是社会关注的话题。行政体制改革是中国各项改革事业中的“关键部位”,是经济体制改革的瓶颈,也是政治体制改革的突破口。在事物发展过程中,目标往往决定了事物总体发展方向,是一切行为选择的前提,从根本上制约和决定着解决问题的措施与模式。就行政体制改革而言,其目标是行政系统应当努力达到的规格和标准,行政体制改革目标的确定对改革的成效往往起着先导性的决定作用。显然,对行政体制改革目标的研究具有重要意义。以改革开放为时间节点,自1982年第一轮行政体制改革至党的十八大前,共进行了六次大规模的改革。2013年又开启了新一轮改革。总体上说,历次改革目标明确、各有侧重,并基本取得了预期成效。尽管如此,纵观历次改革的目标,仍然存在不尽合理之处,如缺乏战略性、系统性和稳定性。本文从行政体制改革目标的内涵分析入手,从行政体制改革目标设计的应然范畴、价值取向和生态要素三个方面构建目标分析框架,同时在探讨行政体制改革目标相关理论的基础上,对中国历次行政体制改革的目标进行了较为系统的梳理、概括、分析和评价;为拓宽研究视野,概要介绍和分析了当代西方政府行政改革的目标选择以及对中国行政体制改革目标设计的借鉴与启示;基于上述分析,进一步提出对新时期中国行政体制改革目标的若干思考:主要涵盖全面深化改革总目标与中国行政体制改革目标关系探讨、新时期行政体制改革目标设定的原则与标准、政府角色的定位及目标实现保障等内容。

【Abstract】 Since China’s reform and opening up in1978, China’s reform and development hasmade great achievements in the past30years.Chinese social transformation, political,economic, cultural and other institutional transition are rapidly advancing, China’s influencein the international community is also growing.In the cause of China’s reform, administrativereform related, has been a topic social concerned. Administrative reform is a very central partin the cause of reform of China,and is the bottleneck of economicsystem reform, and is alsothe breach of the political system reform.In the development process of things,goals are often determine the overall direction ofthe development, and is the precondition of all the behavior choice,which controls anddetermines our measures to be taken from the fundamental mode. In terms of administrativesystem reform, The specifications and standards of administrative system should strive toachieve is its goal, The determination of the target of administrative system reform goaloftenplays a pioneering role in the reform results. Therefore, the study of administrative reformgoal is to have a positive meaning.Since1982, the first round of administrative reform toEighteenth National Congress of the Communist Party of China, there were six large-scalereform conducted. In2013,the government began a new round of reform.Generally speaking,previous reforms have a clear target, focusing on different parts,and we have basically got anexpected achuevement.In spite of this, throughout the previous target of reform,there are stillsome unreasonable place,such as lack of strategic、lack of systematicness、lack of stability.This paper discussed research on the theory of administrative reform goals departure, theevolution of the practice of Chinese administrative reform goals to sort out, to be evaluated onthe Chinese administrative reform objectives, the value of contemporary western stateadministrative reforms selection analysis;To broaden the vision of research field,this articlegives a synoptical introduction and analysis about the target selection of contemporaryWestern Administrative Reform and the reference and revelation of Chinese administrativereform target design; Based on the above analysis, some thoughts on the Chineseadministrative reform goal in the new period were proposed: mainly covering the disscuss onthe relationship between the overall objective of comprehensive deepening reform andChinese administrative reform targets、the principles and standards of administrative systemreform goal setting in the new peri、the polarization of government role、the indemnificationof achieveing goal and so on.
