【摘要】 目前我国煤矿价格持续低迷，煤炭企业形势十分严峻，煤矿企业发展与人才管理面临挑战，对我国煤炭企业高技能人才需求与培养保障管理进行研究具有重要现实意义。本文为有效处理高技能人才的培养与保障问题，以淮北矿业为研究对象，针对其高技能人才管理中存在的问题和关注重点，对煤炭企业高技能人才的需求预测、培养体系与保障激励体系进行研究。首先，对高技能人才现状进行分析，基于系统动力学建立了煤炭企业高技能人才的需求分析模型，并设置了4种情形对高技能人才需求进行了仿真模拟。其次，结合煤炭企业的实际情况和发展规化目标，构建了煤炭企业高技能人才体系，内容包括培训、考核、选拔、人才交流和成长管理五个方面，并提出了基于AHP和模糊综合评价方法的高技能人才评价方法；最后，分别从构建内部环境、宽带薪酬激励制度和“星员工”激励制度建立了煤炭企业高技能人才保障体系。更多还原

【Abstract】 At present our country coal prices continue to slump, coal enterprise situation is very grim, coalenterprises development and talent management face challenges, so high-skilled personnel trainingand security management research has important practical significance for the coal company of ourcountry. This article is effectively to deal with high skill talented person’s demand, raise andsecurity problems, let Huaibei Mining as the research object, aimed at the problems of high-skilledtalent management and focus points, put high-skilled talents cultivation system and incentivesystem for research. First of all, analyze the current situation of high-skilled talents in HuaibeiMining Group, Huaibei Mining Group was built based on system dynamics high skill talentedperson’s demand analysis model, and set up four kinds of situations demand for highly skilledemployees in the simulation. Secondly, combining with the actual situation of Huaibei MiningGroup and the target of development planning, build the Huaibei Mining Group, high-skilledtalents system, including training, selection, evaluation use, talent exchange and growthmanagement five aspects, and put forward the high-skilled talents evaluation method based onAnalytic Hierarchy Process and fuzzy comprehensive evaluation method. In the end, respectivelyfrom the build internal environment, broadband salary incentive system and "star employees"incentive system to established the Huaibei Mining Group security system of skilled talents.更多还原
