山东半岛蓝色经济区综合运输协调发展研究

【摘要】 摘要:在山东半岛蓝色经济区建设中应正确引导和促进各种运输方式的协调发展,按照各种运输方式技术经济特点,形成合理布局、分工协作、有机联合、顺畅贯通的交通运输综合体。其宗旨在于充分发挥各种运输方式的优势,通过协调发展、优势互补和综合利用各种方式的运输能力,以期最大限度地发挥综合交通的整体效益。所以,建立蓝色经济区综合运输体系的核心是促进各种运输方式的综合利用和可持续发展。本文的研究内容主要包括以下几个方面:首先,在蓝色经济区综合运输协调发展中所涉及基本概念界定和相关理论分析的基础上,结合山东半岛蓝色经济区综合运输发展实践提出了蓝色经济区综合运输协调发展的内涵及其所包含的主要内容。其次,对山东半岛蓝色经济区综合运输协调发展的现状及存在的问题进行了深入分析和探讨。在宏观层面,通过对中国交通运输业发展态势的评估可见,还存在运输能力不足、运输体系之间协调不足、运输市场和竞争方面的不完善等问题。全国交通运输业的这些问题同样存在于蓝色经济区。在具体层面,通过主成分分析法,对山东半岛蓝色经济区综合运输不同运输方式发展现状及其协调关系进行了分析和评价;同时对蓝色经济区的龙头城市—青岛市综合交通运输的现状进行了研究;最后基于上述研究提出了山东半岛蓝色经济区综合运输协调发展存在的主要问题。第三,对美国、日本和欧盟的海洋经济区建设经验以及海洋经济区综合运输协调发展经验进行了总结。分别研究了美国、日本、欧盟等国家蓝色经济区及其综合运输建设的实际经验。根据国外经验,我国山东半岛蓝色经济区综合运输协调发展可以从制定总体规划、调整产业结构、完善立法体系、注重生态保护、加快科技和人才投入、坚持海陆平衡发展和实施海洋综合管理战略等方面予以实现。第四,对山东半岛蓝色经济区综合运输协调发展的关系进行了定量分析和评价。创造性地运用灰色关联度模型对综合运输与经济增长的关联度进行了分析和评价;通过构建多维灰色动态协调分析模型,对蓝色经济区综合运输与经济发展的协调性进行了定量研究;基于选择博弈模型,对山东半岛蓝色经济区不同运输方式之间的协调性进行了定量研究,推导出山东半岛蓝色经济区不同交通运输方式博弈的优劣评判指标,并基于青岛的数据对山东半岛蓝色经济区不同运输方式之间的协调性关系进行了深入分析。第五,基于前文研究,构建了山东半岛蓝色经济区综合运输协调发展体系。其中包括(1)山东半岛蓝色经济区综合运输协调发展的目标,也即统筹海陆交通基础设施建设;坚持海陆交通统筹、区域统筹、多种运输方式统筹的原则,实现交通运输联动发展。(2)山东半岛蓝色经济区综合运输协调发展的布局,包括总体布局、推进联运网络建设、加强基础运输方式的协同发展等。(3)山东半岛蓝色经济区综合运输协调发展的支撑体系,包括重视体制和机制建设,促进多种运输方式协调发展,以市场为核心建设综合运输体系,坚持以人为本,重视综合运输协调发展的效益,完善综合运输的需求管理体系等。(4)促进蓝色经济区综合运输协调发展的相关政策建议,包括充分发挥政府的调控作用;推动交通运输业的市场化进程,加强国际合作;加强法律法规体系建设等。

【Abstract】 In the construction of blue economic zone, we should guide and promote the coordinated development of various modes of transport, in accordance with technical and economic characteristics of various modes of transport. We should establish a transport complex in the horizontal division of labor between the organic joint, seamless, rational distribution, smooth through. Its purpose is to give full play to the advantages of various modes of transport and maximize the overall effectiveness of integrated transport through the coordinated development of complementary and comprehensive utilization of various forms of transport capacity. Therefore, the core of the establishment of a blue economic zone is to promote the comprehensive utilization and sustainable development of various modes of transport.This study includes the following parts:Firstly, based on the conceptual framework and correlated theory, meanwhile combined with the practice of coordinating development of various modes of transport in Shan Dong peninsula, the connotation and primary content of the coordinated development of comprehensive transport in the blue economic zone are put forward.Secondly, an in-depth analysis of the current situation and problems in the developing of comprehensive transportation of Shan Dong peninsula blue economic zone are conducted. At the macro level, after judging of China’s Transportation Industry, it shown several issues such as insufficient of transportation ability, lack of co-ordination of transport systems, imperfection of market and competes, and so on. These situations also exist in blue economic zone. In the specific level, Based on the means of principal component analysis, the status and the coordination relationship of comprehensive transportation of Shan Dong peninsula blue economic zone are analyzed. By selecting Qing Dao as a case, the main problems are put forward finally of the comprehensive transportation development of Shan Dong peninsula blue economic zoneThirdly, the experience about ocean economic region and the development of comprehensive transportation in American, Japan, and Europe Union are summarized, and based on the experience, we regard that in the development of comprehensive transportation of Shan Dong peninsula blue economic zone, it can achieve the aim by formulating overall plan, adjusting industrial structure, improving the legislation system; lay emphasis on the protection of environment, investment in the science and technology, persisting in the balance development and implement the comprehensive strategy of oceans.Fourthly, a quantitative evaluation on the coordination level of Shan Dong blue economic zone is conducted. The grey correlation degree between the comprehensive transport and economic development of blue economic zone is analysed by means of the grey correlation model; by constructing multi-dimensional gray dynamic coordination analysis model, the coordination between the comprehensive transport and economic development of blue economic area is studied. Meanwhile, take Qing Dao as a case, by using the game theory, we have a judge on the coordination of different transportation modes. Finally, it shown that is not an optimum configuration.Fifth, based on above study, this thesis puts forward a comprehensive transportation system of Shan Dong blue economic zone. It includes that (1) the goals are to practice a coordination development between different transportation modes.(2) The patterns included Market regulation of comprehensive transportation system, people-oriented result-oriented comprehensive transportation system.(3) Strengthening the comprehensive transportation system infrastructure; perfecting comprehensive transportation system management system.(4) the policy suggestions to promote the coordination development including the role of government’s regulate and control; promoting the market process; enhance the corporate of international society; reinforce the legislation systems, and so on.
