昆明市政府目标管理研究

【摘要】 创新行政管理方式以提升政府效能,是我国行政管理改革中一项重要、长期而艰巨的任务,需借助具有广泛性、兼容性的政府管理工具进行。地方政府目标管理以其实践时间长、地域广、认知度高、统摄性强成为不二之选。然而诞生并繁荣于西方的目标管理,由企业走向公共组织,并且西学东渐,在迥异的环境里发生了巨大变化,在中国应用广泛但理论反思严重滞后。以昆明个案为研究对象,借助目标管理理论进行分析,可以呈现并评价昆明市政府目标管理的发展现状,探寻影响其效果的因素,建构成长性的调适方案,既为昆明市及其他环境相近的地方政府目标管理提供对策建议,实现理论研究对现实实践的关照、回应和指导,又可探索在中国特定的行政环境下地方政府目标管理的制度生成和调适,为政府目标管理理论增添新的内容。通过文献分析法、德尔菲专家意见法、问卷调查和深度访谈可知,目前昆明市政府目标管理已经完成了制度初创、制度扩散和适应性微调,但还处于目标管理发展阶段的早期,古典机械主义特征明显,具有较多的负功能和潜功能,面对环境变化提出的诸多新要求,需摆脱路径依赖,进行制度创新。由于影响昆明个案效果的有主体结构及其功能、工作流程、学习与培训三方面16个因素,因此发展性的制度调适方案由此展开,扩大管理主体并充分挖掘其正功能和显功能,完善工作流程实现参与性与科学性,设计学习培训方案提高和保障人力资源质量,由此提升政府目标管理效果。通过SWOT分析可知,该调适方案切实可行,但需抓住党和政府持续号召改进政府管理方式的契机,充分利用学界智力资源和利益相关者的参与热情,在制度调适过程中注意政社互动和培育公民社会。由于昆明个案在地方政府,尤其是省会政府中具有一定代表性,因此研究结论适用于条件与昆明相似的其他地方政府。

【Abstract】 It is an important, long-term, and difficult task to improve government effectiveness through administrative method renewal, which needs to be combined with an extensively used and compatible administrative tool. MBO is the best choice for its longtime, wide, well-recognized, and inclusive practice. However, MBO changed tremendously under different circumstances since it grew and bloomed in the West, won great popularity from private sector to public one, and turned to the East. Although the application of MBO in China is widespread, the criticism on it severely lagged. The case study of MBO in Kunming Municipal Government with the aid of MBO theory can reveal and evaluate the present situation of Kunming, explore the indicators influencing its effectiveness, and design the instructive readjustment plan. Such findings can be used as suggestions for Kunming and the alike local governments to realize the concern, response, and guidance of research to practice. Moreover, it is a probe into the generation and readjustment of MBO in local governments of today’s China, adding up to the contents of research on MBO in governmentsThrough literature analysis, Delphi Method, questionnaire survey and in-depth interview, it can be drawn that MBO in Kunming Municipal Government has formed, expanded, and adapted to the situation, but it’s still at its early stage of obviously classical mechanical characteristics with many negative an potential functions. Facing new demands from environment, it deed to stop its path dependency to innovate. There are16factors in three aspects influences the effectiveness of it. The aspects are subject structure and its function, procedure, and learning and training. The according designing of the constructive readjustment plan is to enlarge the administrative subjects and explore their positive and explicit functions, to improve the procedure to be participative and scientific, and to design learning and training program to improve the effectiveness. Through SWOT, It can be drawn that the readjustment plan is feasible, bearing the key points in the mind. They are the opportunity of the Party and the Central Government emphasizing the improving of administrative means, making the best use of the academic intelligence and the stakeholders enthusiasm to participate, and focus on the interaction between government and the public to cultivate the civil society during the course of readjustment. The conclusions are suitable for the other local governments, especially the other provincial capital government, whose situations are similar to Kunming and can be represented by it.
