中国各省区木材加工及木竹藤棕草制品产业竞争力研究

The Status Quo of Timber Processing in Different Provinces of China and Industrial Competitiveness of Wood, Bamboo, Rattan, Palm, and Straw Products

【摘要】 木材加工及木竹藤棕草制品业是国民经济的基础产业之一,为我国社会经济的快速、健康发展提供了大量的资源。然而,落后的发展模式阻碍了中国木材加工及木竹藤棕草产业竞争力的提升,因此,加快向质量效益型的发展模式转变来提升竞争力势在必行。在此背景下,本研究以中国各省区木材加工及木竹藤棕草制品业为研究对象,通过对产业竞争力理论及其研究方法的分析,分别建立了产业竞争力研究的方法体系和理论体系,在文献分析的基础上,对中国各省区木材加工及木竹藤棕草制品产业竞争力的产业特征、构成要素、评价模型及提升对策进行了深入的实证分析。本研究构建了包括资源禀赋、市场基础、融资能力、企业素质、产业组织结构、支持行业及制度环境等7要素在内的中国各省区木材加工及木竹藤棕草制品产业竞争力影响因子概念模型。同时,在模型研究过程中,结合研究对象的行业特征,对钻石模型及相关模型展开了一定的优化与改进。构建的评价模型为开展对中国各省(直辖市、自治区)木材加工及木竹藤棕草制品产业竞争力的横向与纵向测评提供了科学依据,也为建立一个更为科学的中国木材加工及木竹藤棕草制品产业竞争力评价模型奠定了基础。本研究运用了理论研究与实证研究相结合、定性研究与定量研究相结合、横向比较与纵向比较等分析方法,对中国各省区木材加工及木竹藤棕草制品产业竞争力的特征、构成、评价指标体系进行了较为全面的研究,再根据对研究对象的实证研究,给出了提升其产业竞争力的对策,并得出了一系列重要结论,主要包括以下几个方面:(1)中国木材加工及木竹藤棕草制品业最为重要的4个特征分别是:劳动力密集型特征明显、原材料缺口大、人造板产业集群态势明显、产业关联度大。(2)从理论上分析,中国各省区木材加工及木竹藤棕草制品产业竞争力的主要构成要素包括资源禀赋、市场基础、融资能力、企业素质、产业组织结构、支持性行业及制度环境等;其中企业素质、融资能力与产业组织结构组成了是中国各省区木材加工及木竹藤棕草制品产业的核心竞争力。(3)建立了中国各省区木材加工及木竹藤棕草制品产业竞争力的评价指标体系。在前文分析的基础上,参照波特的钻石模型及其产业特点分析,确立了中国木材加工及木竹藤棕草制品产业竞争力的25个评价指标,进而构建了评价指标体系;在此基础上,运用层次分析法确定了产业竞争力的二级指标,即显性竞争力、基础竞争力、核心竞争力和环境竞争力。这些内容从不同角度、层面反映了中国各省区木材加工及木竹藤棕草制品产业竞争力的特征,为产业竞争力的实证测评提供了指标变量,并为制定提升中国各省区木材加工及木竹藤棕草制品产业竞争力的发展战略和政策提供了支持。(4)对中国各省区木材加工及木竹藤棕草制品产业竞争力进行了实证测评,并根据测评结果进行排名,再对排名的结果展开聚类分析。实证测评包括横向、纵向测评两方面的内容,其中横向测评的结果显示全国28个省(直辖市、自治区)的木材加工及木竹藤棕草制品产业竞争力存在明显差别,运用聚类分析法将其划分为5个梯队,即第1梯队的江苏、山东;第2梯队的广东、辽宁、河南、福建和浙江;第3梯队的湖南、上海、吉林、广西、湖北、四川和安徽;第4梯队的内蒙古、河北、江西、天津、黑龙江、北京、重庆和陕西;第5梯队的贵州、海南、山西、云南、新疆和甘肃。(5)本文运用综合评价模型对2012年综合竞争力排名前10的江苏、山东、广东、辽宁、河南、福建、浙江、湖南、广西和吉林进行了纵向测评,纵向测评的结果显示2008~2012年间10省的综合竞争力水平呈现明显的分化态势,苏鲁两省在2009~2011年间的产业发展动力不足,发展速度较为缓慢;广东与河南在2009年以后呈现滑落趋势;辽宁的发展形势比较平稳,其他省份的产业发展速度集中于同一水平。(6)给出了提升中国各省区木材加工及木竹藤棕草制品产业竞争力的对策及思路。基于对中国各省区木材加工及木竹藤棕草制品产业竞争力提升驱动力和路径的分析,本文从宏观和中观两个方面分别给出对策,宏观上是从国家大局出发制定产业协调发展的战略;在中观领域针对不同梯队的具体特点和战略定位,给出各省(直辖市、自治区)木材加工及木竹藤棕草制品产业竞争力提升的对策。

【Abstract】 Processing of timber and manufacture of wood, bamboo, rattan, palm and strawproducts is one of the basic industries of national economy in China, providing numerousresources for the rapid and healthy development of social economy in China. However, in therapid development of China’s timber processing and manufacture of wood, bamboo, rattan,palm and straw products, some fundemental problems and contradictions gradually areexposed, such as lack of the ability of independent innovation, unbalanced developmentamong regions, and low production efficiency and effectiveness. Especially the primitivedevelopment mode featured with high input, high consumption, severe pollution but lowquality and economy efficiency hinders competitive development of the industry as resourcesand capacity of environment is getting more and more limited. Therefore, the speeding up ofthe transformation to the quality and efficiency of the development model to enhance theircompetitiveness is requested. In this context, the paper conducts the research on processing oftimber and manufacture of wood, bamboo, rattan, palm and straw products, aiming to establisha new method system and theoretical system through the analysis of existing theorieson industrial competitiveness and research method system, and analyze elements, influencingfactors, evaluation model and promotion countermeasure on processing of timber andmanufacture of wood, bamboo, rattan, palm and straw products based on literature analysis.This is the first study to construct a conceptual model of China’s processing of timber andmanufacture of wood, bamboo, rattan, palm and straw products which includes7elementssuch as resource endowment, market infrastructure, financing ability, the quality of enterprise,industry structure, industry and system support environment..,The diamond model and relatedmodels have been improved the optimized in combination with industrial characteristics of theresearch object. The evaluation model for China’s provinces of industrial competitiveness ofprocessing of timber and manufacture of wood, bamboo, rattan, palm and straw products, alsohas laid the foundation for the establishment of evaluation of the competitiveness of the industry in provinces around China.With method of system analysis, AHP, Delphi method, cluster analysis and otheranalycal methods, analysis on research content, influence factors the evaluation index systemof the comprehensive research of the competitiveness of China’s processing of timber andmanufacture of wood, bamboo, rattan, palm and straw products, according to the empiricalresearch on the object of study, the paper puts forward the countermeasures to improve the itsindustrial competitiveness, and obtained a series of important conclusions:(1) There are five features of China’s processing of timber and manufacture of wood,bamboo, rattan, palm and straw products, i.e., resource intensive, labor intensive, capitalintensive, scale benefit in wood-based panels manufacture, and great industry related degree.(2) From the theoretical analysis, the main elements of competitivenessChina’s processing of timber and manufacture of wood, bamboo, rattan, palm and strawproducts include7elements, i.e., resource endowment, market infrastructure, financing ability,the quality of enterprises, industrial organization structure, supporting industries and theinstitutional environment, among which the quality of enterprise, financing capability andindustrial organization structure are the core competitiveness of the industry.(3) The evaluation model for China’s provinces of industrial competitiveness ofprocessing of timber and manufacture of wood, bamboo, rattan, palm and straw products, alsohas laid the foundation for the establishment of evaluation of the competitiveness of theindustry in provinces around China.To the theoretical analysis, the main elements ofcompetitiveness China’s processing of timber and manufacture of wood, bamboo, rattan,palm and straw products include7elements, i.e., resource endowment, market infrastructure,financing ability, the quality of enterprises, industrial organization structure, supportingindustries and the institutional environment, among which the quality of enterprise, financingcapability and industrial organization structure are the core competitiveness of the industry.(4)For the top10of the comprehensive competitiveness list, namely Jiangsu, Shandong,Guangdong, Liaoning, Henan, Zhejiang, Hunan, Guangxi and Jilin, the comprehensivecompetitiveness of top10provinces has certain fluctuation from2008to2012, which shows differentiation trends, while Jiangsu and Shandong present slow development in2009to2012.Guangdong and Henan show fall trend obviously in2009, development situation ofLiaoning is ideal, while other provinces are on the same level. Especially the primitivedevelopment mode featured with high input, high consumption, severe pollution but lowquality and economy efficiency hinders competitive development of the industry as resourcesand capacity of environment is getting more and more limited. Therefore, the speeding up ofthe transformation to the quality and efficiency of the development model to enhance theircompetitiveness is requested.(5) This study established a relatively sysmatic China wood processing and woodbamboo rattan grass products industry competitiveness evaluation system, laid the foundationfor the further research. With method of system analysis, AHP, Delphi method, cluster analysisand other analycal methods, analysis on research content, influence factors the evaluationindex system of the comprehensive research of the competitiveness of China’s processing oftimber and manufacture of wood, bamboo, rattan, palm and straw products.(6) This study established a relatively sysmatic evaluation model of industrialcompetitiveness for China’s processing of timber and manufacture of wood, bamboo, rattan,palm and straw products which laid the foundation for the further research.
