哲学视域下的京津冀区域协调发展

【摘要】 在改革开放30多年来的伟大探索和实践中，中国创造的发展奇迹为世界所瞩目。京津冀区域是我国的政治、文化中心，也是北方重要的经济、贸易和金融中心，更是科技、人才等优质要素密集和市场优势明显的地区，作为改革开放的先行者，在我国整体发展格局中占有特殊重要的战略地位。京津冀三省市同属京畿重地，相互包容，具有天然的相互融合、协同发展的基础和条件，区域理应协同发展并且发展的更好更快。但实事求是的说，目前京津冀区域的整体实力还不够强，行政区协调机制不够健全；区域发展失衡、生态环境恶化的现象较为严重。尤其是近两年来，京津冀区域连续发生严重雾霾，三地PM2．5持续爆表，群众怨气很大；与国内外先进地区相比,京津冀区域隐藏的巨大共同发展的潜力远未充分发挥出来，与中央提出的形成新的增长极要求，还有很大的差距。京津冀各具特色，存在明显的差异。差异是发展的动力，正因为差异的存在而呼唤协调。认识、理解区域协调发展的内涵和特征，从体制、观念、市场等多个角度入手，建立有效的区域协调的体制机制，形成突出特色、保持优势、有分有合的良好发展局面，是京津冀区域的客观要求。此外，如何实现生产力要素的协作，综合推动京津冀区域多核增长极驱动，层级推进，以及深入研究并阐释京津冀区域的协调发展过程，这些对中国整体发展和各区域发展，都是亟待破解、极富意义的话题。特别是2014年2月，在党中央的高度关注下，京津冀区域协调发展已经上升为国家战略，进入全面推进和落实的历史阶段。因此，对于该区域协调发展的宏观背景、区域演化的进程和趋势、区域协调中的体制机制问题症结、区域协调发展的重点进行研究，不仅是中央和北京、天津、河北三地政府所急需，更是学术界面临的一项重大课题。本文研究的主题是京津冀区域的协调发展。本文以马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想和科学发展观为指导，一方面结合实际工作中对于京津冀区域协调发展的大量实证性探索，另一方面搜集、整理了国内外关于区域协调发展的经典著作和观点，以及对京津冀区域协调发展的最新研究成果，从马克思主义哲学的视角，对京津冀区域协调发展的理论和实践探索进行系统论述，力求将理论与实践有机结合。本文分为引言、正文和结语。正文共五章：引言就京津冀区域协调发展的问题，对国内外的研究成果进行了梳理和述评，阐述了论文的研究思考和研究方法，介绍了论文的难点和创新点。第一章是中西方区域协调发展的实践探索与思考，对世界主要国家区域协调发展的历史演进、主要特征和基本认识进行研究；梳理了中国建国以来的区域发展观与实践探索及其效果，提出有中国特色的区域协调发展体制机制尚未建立。第二章是区域协调发展的理论，这是本文的基本理论框架，在系统阐述区域的概念和特征，区域协调发展的概念、特征和对于特征的理解的基础上，从区域协调的本质、区域协调发展的内涵、区域协调发展的差异化三方面，对区域协调发展提出了方法论指导。第三章是京津冀区域协调发展的历史进程和现实困境，回顾了京津冀区域演化的历史过程，阐述了京津冀区域协调发展的演变阶段，深刻分析了京津冀区域协调发展的困境。第四章是京津冀区域协调发展的可能性和现实性，全面阐述京津冀区域协调发展的四大动力是群众的共同期盼、区域生产力发展的需要、社会矛盾运动的推动和利益关系的转变，系统论述了京津冀区域在政治、经济、空间规划、社会、生态五个维度的现实性。第五章是京津冀区域协调发展的对策建议。总结提炼了京津冀区域协调发展的基本原则是互利、平等、互信和共享。针对京津冀区域的政府与市场双失调的归因现实，有针对性、有重点的从政府和市场两方面提出了对策建议。在政府方面，包括合理的协调机制、共同的价值观引导、共享的社会建设，在市场方面，包括合作的经济分工、互补的空间规划、系统的环境保护。结语部分强调要以京津冀区域为龙头，继续探索建立有中国特色的区域协调发展政策体系和管理模式。更多还原

【Abstract】 In the past35years, China has created a miracle in the world. TheBeijing-Tianjin-Hebei area has been not only the political and culturalcenter of China,but also the economic, trade and financial center. Thisarea has plenty of science and technology resources. As a pioneer ofreform, this area occupies an important strategic position in China’sdevelopment pattern.The Beijing-Tianjin-Hebei area has the basis and conditions in thecoordinated development.This area should coordinate with each other andshould develop better and faster. But in fact that theBeijing-Tianjin-Hebei area is not strong enough, the coordinationmechanism of administrative region is not perfect, regional developmentimbalances, environmental degradation is serious. Especially in thelast two years, severe haze often occurs in the Beijing-Tianjin-Hebeiarea, PM2.5makes every people uncomfortable.Some people caught severerespiratory disease because of haze.Many people complain about thepollution of the environment.This area hides a huge potential power ofdevelopment, but still have not show it. Compared with the advancedregions in the world, this area still has a long way to go.The individuality and the difference is the power of developmentbecause differences call for coordination.How to recognize andunderstand the content and features of regional development？How toestablish institutional mechanisms for effective regional coordination?How to promote the various elements of productive cooperate with eachother? How to promote the common development of the area? We should startfrom the point of system, concept and market, try to establish a set ofeffective system and mechanism. For China, it is a meaningful topic tostudy the coordination mechanism to explain the development of thisarea.In February2014, the coordinate development of theBeijing-Tianjin-Hebei area has risen as a national strategy of China.This is a great moment in history. Therefore, we must seize the time tostudy the coordinated development of the area, the process of evolution and trends in the area, as well as related issues and recommendations.The central need a mature research results. Beijing, Tianjin, Hebei localgovernments also need the results of this study. The author discusses the nature ofregional coordination, meaning coordinated regional development,evaluation scale coordinated regional development. This is themethodology of this paper.Chapter III:Study on the history and problems of regional developmentin the Beijing-Tianjin-Hebei area. This chapter reviews the historicalprocess of the evolution in the Beijing-Tianjin-Hebei area, described the stages of coordinated regional development, and analyzes the plightof Beijing, Tianjin and coordinated regional development. This chapteranalyzes the dilemma of coordinated development in theBeijing-Tianjin-Hebei area.Chapter IV:Study on the possibility and reality of the coordinatedevelopment in the Beijing-Tianjin-Hebei area.There are four powersbehind the development of the Beijing-Tianjin-Hebei area. The first isthe common aspiration of the masses. The second is the need of thedevelopment of regional productivity.The third is to promote the socialcontradictions movement. The fourth is the change of interest. The authordiscusses the reality of regional coordinated development. The fivepoints are politics, economic, social, ecological protection, spaceplanning.Chapter V:Study on the basic principle and suggestion of the coordinatedevelopment of the Beijing-Tianjin-Hebei area.This chapter summarizesthe basic principles of harmonious development in theBeijing-Tianjin-Hebei area. The principle is mutual benefit, equality,mutual trust and shared. According to the reality the authors gives sixrecommendations. The first is the rational coordination mechanism. Thesecond is the economic division of labor. The third is complementaryspatial planning. The fourth is society share.The fifth is to protectthe environment. The sixth is to establish common values.The conclusion emphasized the study on the Beijing-Tianjin-Hebei areais the leading.
