集体林改背景下的广西林下经济发展模式研究

【摘要】 林下经济是在集体林权制度改革背景下兴起的转变林业发展方式、促进绿色增长的新路径,也是助农脱贫增收、农村经济发展新的增长点。广西是全国林下经济发展的先行示范区,在全国处于领先行列。但是目前,对林下经济的系统理论研究还不太充分,尤其是对林下经济发展模式的研究较少。加强对广西林下经济发展模式的研究,有助于引导广西林下经济发展的正确方向,有助于提升广西林下经济的发展水平,有助于增强广西林下经济的发展成效,为全国林下经济发展探索路子、提供示范,促进绿色经济、循环经济、低碳经济的壮大发展。本文以发展经济学、区域产业布局理论、制度变迁理论等为研究基础,通过文献研究和实地调查,界定了林下经济、发展模式等概念,对集体林改背景下的广西林下经济发展模式进行了研究,主要内容分为四个部分:首先,对广西集体林权制度改革情况、林下经济发展情况以及两者的相互关系进行了综述;其次,分析了林下经济的生产形态与组织形态都包含于发展模式的范畴之内,同时,运用数据包络分析法(DEA)对广西现有的林下经济生产形态、组织形态的发展效率进行了定量分析;再次,对广西林下经济的发展布局划分为四个新区域,并且针对这四个新区域,提出了广西林下经济发展的四种新型模式;最后,设计了与四种新型模式相对应的普遍性与针对性的扶持政策体系。通过对现状的定量研究分析,得出如下结论:第一,广西林下经济发展的四种生产形态的单一发展效率都不能达到最优,必须要构建混合型的模式才能进一步提高其发展效率;第二,广西林下经济的生产形态的发展效率与发展区域的资源禀赋等因素紧密相关,新型模式的设计必须基于相应的发展区域布局的划分;第三,广西林下经济发展的五种组织形态中,“公司+合作社+农户”形态的效率最高,因此新型混合模式的构建必须充分采用,并且适当结合金融部门、市场机构等因素。基于以上的研究结果,结合广西林下经济发展实际情况,提出了广西林下经济发展的“一圈一带两区”四个区域布局的新划分;并且对不同的区域,构建了四种适宜的混合型的林下经济新型发展模式,即桂南—北部湾发展圈高端种植型林下经济发展模式、桂中及桂东南—西江流域带现代养殖型林下经济发展模式、桂西—石漠化片区生态种植型林下经济发展模式、桂北—公益林片区休闲旅游型林下经济发展模式;针对四种新型模式,研究设计了相应的普遍性与针对性的扶持政策体系,包含财政、金融、土地、科技等方面,为推动新型模式的快速、高效、可持续发展提供制度保障。

【Abstract】 Under-forest economy is a new way and growth point in the context of collective forest rights reform, which would like to change the way of forestry development, promote green growth and rural economic development, increase farmers’income. Guangxi is typical in the development of under-forest economy, while with few studies on the models of under-forest economy. Therefore it is very meaningful to strengthen research on the models of Guangxi’sunder-forest economy, which will help to guide Guangxi’s under-forest economy in the right direction, improve its level and effectiveness. Moreover, Guangxi’s practices will bring anew ideas for the development of national under-forest economy, and help to promote the development of green economy, circular economy, low carbon economy.The main objective of this study is to examine the models of Guangxi’s under-forest economy in the context of collective forest rights reform, based on the theories of development economics, regional economic theory, institutional economics and so forth. The main content of the study is divided into four parts as follows. First, the study would like to introduce the general situation of collective forest rights reform and development of under-forest economy, and discuss the relations between collective forest rights reform and development of under-forest economy. Second, the study would like to analyze the efficiency of production form and organization form through DEA model etc. Third, four different new regional landscapes and corresponding development models were put forward based on the analysis results above. Fourth, universal and special supportive policies were designed for four different regional landscapes and development models.The conclusions of the study were made as follows through qualitative and quantitative analysis. First, it is necessary for Guangxi to establish hybrid models of under-forest economy in order to improve efficiency, because existing single models of under-forest economy are inefficient. Second, the design of new development models of under-forest economy should be based on regional landscapes, because the efficiency of under-forest economy is closely related to regional resource endowments. Third, the form of enterprises plus cooperatives plus farmers is worth to be popularized in the new designed hybrid models of under-forest economy, which would like to produce highest efficiency and best economic effects for farmers among organization forms.Four different new regional landscapes were put forward based the study results above and the development situation of under-forest economy in Guangxi. Furthermore, four different hybrid development models of under-forest economy were designed carefully, which were correspond to four different new regional landscapes. Moreover, general and special supportive policies include fiscal policies, financial policies, land policies, scientific and technological policies and so forth for each regional landscapes were put forward in the end, which.will bring institutional guarantee for fast, efficient and sustainable development of new models.
