【摘要】 中国经济经过改革开放三十多年来的高速增长,在经济总量显著增加的同时,也积累了许多结构性的问题：地区发展差距继续扩大,区域产业结构失衡,产能过剩,环境损害极其严重。改善经济增长方式,调整经济结构,促进区域经济协调发展,成为新的经济发展时期中国经济发展的主导方向。产业活动是社会经济活动的主要内容,各区域产业内部企业之间的相互作用、产业的区域布局、产业本身的发展方式、产业与产业之间的互动联系等,对于实现长期可持续的区域协调发展作用重大。随着经济社会开放度的扩大和加深以及现代科学技术日新月异的发展,产业之间跨区域的经济技术联系越来越密切,跨区域的产业分工与合作关系已经在广泛影响着区域资源的开发和使用效率,建立产业联动的跨区域协调机制,实现产业跨区域高效良性联动,能够从整体上改善产业之间的分工与合作关系,将区域协调发展的目标与规划落实到位。本文以区域经济发展理论、区域分工合作与协调理论、产业关联理论、投入产出理论为指导思想,全面总结了建国以来不同的区域发展战略背景下区域协调和产业联动的基本情况和存在问题,分析了产业联动跨区域协调发展的影响因素、现实基础、动力前提和体制环境,分析了产业联动与区域协调的关系,解析了产业联动的跨区域协调机制的作用机理,研究并提出了构建产业联动跨区域协调的动力机制、运行机制和保障机制。最后,运用投入产出分析方法,以石化产业为例,进行了产业联动的跨区域协调发展机制的实证分析。本文研究的目的是探究如何从全国“一盘棋”的角度,通过合理协调产业之间的跨区域联动关系,优化产业结构和产业动态关系,减少区域之间的利益对抗,增加区域之间的利益分享,获取区域协调发展效应。论文探究了产业跨区域联动的驱动力在哪里,影响因素是什么,产业联动跨区域协调机制的运行机理是什么,推动产业跨区域协调联动需要构建哪些协调机制,用什么科学的方法和数据衡量产业跨区域的联动关系,所形成的研究结论对于中国推进平衡性、协调性、可持续的区域经济协调发展的实践与政策制定,具有参考价值。更多还原

【Abstract】 After30years rapid grows since reform and opening up, the economic aggregate of China rises strikingly, but in the meanwhile, many structural problems are piled up as well, regional gap of development keeps enlarging, regional industry structure is unbalanced and capacity is excess, environmental infringement gets extremely serious,. It must become the dominant direction for China economic development in the new era to improve the mode of economic growth, adjust the economic structure, and promote a harmonious development of regional economy.Industrial activity is the major content of social economic activities. Factors like interaction among enterprises inside each regional industry, regional industry distribution, the way of industry development and interactive connection among industries etc. take an important role to achieve a long term and sustainable regional harmonious development. With the expanding and deepening of the opening in economic society and the dramatic progress of modern science and technology, the economic and technical connection of trans-regional industries gets more and more close, the trans-regional industrial specialization and cooperation has widely influenced the development and usage efficiency of the regional resource. The establishment of trans-regional coordination mechanism of industry interaction can improve the specialization and cooperation relationship of the regional industry on the whole continuously, encourage a high efficient and benign interaction of trans-regional industry, and hit the goal of regional harmonious development.Guided by the theory of regional economic development, theory of specialization cooperation and harmonious, theory of industry associated, theory of Input and output, the paper comprehensively summarizes the basic situation and the existing problems of industrial interaction under different regional development strategy in China since the founding of the nation. The paper analyzes the realistic basis of harmonious development, premise of power and the institutional environment of trans-regional industry, the relationship between interaction of trans-regional industry and harmonious development of regional economy. The paper makes a research on the principle of trans-regional harmonious mechanism of industry interaction, and proposes to constitute incentive mechanism, operation mechanism and guarantee mechanism of trans-regional harmonious development of industry interaction. Finally, the paper exerts the analytical approach of input and output, by the example of petrochemical industry, to build a model of empirical analysis of trans-regional harmonious development mechanism of industry interaction. The purpose of this thesis is to study how to optimize the industrial structure and the industrial dynamic relation, to reduce the trans-regional competition of interests, increase the trans-regional participation of interests, and acquire the effect of regional harmonious development by reasonable coordination of the trans-regional industrial interaction from the interest of the whole nation. The thesis studies where is the driving force of the trans-regional industrial interaction, what are the influence factors, what is the operational mechanism of the trans-regional coordination mechanism of the industrial interaction, and which kinds of coordinating mechanism are required to push forward the trans-regional industrial coordinating interaction, by which kinds of scientific method and data to measure the trans-regional interaction relationship of the industry. The conclusion of this study is of reference value for China to promote the balance, harmony, the practice and policy making for a sustainable harmonious development of the regional economy.更多还原
